PART 1 – GENERAL PROJECT INFORMATION

1.01 SUMMARY OF SCOPE

This project consists of the replacement of ~450' of water main at the Grant Grove

Housing Lower Loop in Kings Canyon National Park. The existing 4" Asbestos Concrete

(AC) pipe is to be abandoned in place. In addition, (3) ¾” HDPE lateral lines are to be run from the new main to three residential housing units, each ~50' away. The existing galvanized lateral lines are also to be abandoned in place.

1.02 LOCATION

This project is in the Grant Grove Lower Loop housing area in Kings Canyon National

Park, Fresno County California.

1.03 BACKGROUND

The existing 4" AC water main has experienced numerous failures over the years and this section needs to be wholly replaced. This project will abandon in place a portion of the water main from an existing valve to an existing valve and replace it with a section of new 4” water main at a shallower depth in the same alignment. The three galvanized lateral water lines feeding residence housing from the main line in this section have also reached the end of their useful life and will be replaced from the new water main to a new valve box within 5’ of the residences.

1.04 PERFORMANCE STANDARDS

Contractor shall ensure all work complies with the following:

1. All plumbing is to be in accordance with the latest version of the International

Plumbing Code and the California Plumbing Code, whichever is more stringent.

2. All piping to be installed per AWWA C900 standards as applicable and detailed in the Specifications, and product manufacturer installation criteria.

3. All work shall be in accordance with the mitigation procedures outlined in the letter of compliance completion dated 1/24/2022.

1.05 GENERAL CONDITIONS AND INFORMATION

1. Any particulars described for the work involved is given for guidance to the

Contractor, however, the Contractor is to take his own measurements, dimensions and counts, and is responsible for the same.

2. The Contractor shall be responsible for removing and disposing of any debris from the work areas.

3. All disturbed surfaces shall be cleaned and restored to the original appearance or as

4. The Contractor shall immediately notify the Contracting Officer of any ambiguities, inconsistencies and errors discovered in this specification or between contracting documents and existing conditions.

1.06 SCHEDULE

1. Submittals within 30 days of contract award

2. Site work to begin within 45 days of the contract award or when the site conditions allow construction activities, whichever is later. Coordinate start with NPS COR.

3. Work will be conducted between 8A.M. and 5P.M. Monday through Friday.

4. No weekend work allowed unless a 48 hour notice is given and approved by the Contracting

Officer. Request should only be made for emergencies or weather delays.

5. Total onsite construction duration 45 days

6. All closeout paperwork within 14 days of construction acceptance.

PART 2 – PROJECT REQUIREMENTS

2.01 SUMMARY OF WORK

This project consists of the installation of ~450’ of 4” C900 water main with (3) lateral ¾”

HDPE water lines ~50’ each. Existing water main and laterals are to be abandoned in place. Contractor is responsible for removing and properly disposing of whatever portions of lines necessary to allow proper installation of the new materials as detailed in this document. Note: existing main line is asbestos concrete (AC).

Contractor is responsible for all needed earthwork to install the new materials to the appropriate depths and to properly bed, backfill, and cover the completed installation.

2.02 PERFORMANCE CRITERIA

The overall objective for this project is to replace the failed section of water main and lateral lines with new materials. The following highlights key aspects of the project that the contractor must include in the performance of the project. This is not an all-inclusive list and the contractor must also provide whatever additional labor, equipment, and material is necessary for a completely functional system in accordance with all applicable codes and standards.

The existing main water line is 4” diameter AC. The existing lateral lines are 3/4” diameter galvanized line. All existing lines are to be abandoned in place except for whatever needs to be removed to allow attachment of the new materials.

The new main water line is to be 4” C900. It is to be connected at the existing valves with a bolted flange connection. Depth of these valves is estimated at 4-5’ below grade. To minimize soil disturbance, it is acceptable to attach the new pipe at the existing valve and then to reduce the depth below the frost line and ~4’ below grade using mechanically restrained joints as necessary. Note: No elbow joint is to be more than 45 degrees.

Thrust restraint is to be provided at all joints where there is a change of direction. A bid option is to be provided for 1.5 yards of concrete to be placed at each existing valve assembly to stabilize and eliminate any movement. The necessity will be determined after excavation of the valves and confirmed with the COR in the field before placement.

Installation of all C900 pipe is to be in accordance with AWWA and the manufacturer’s installation instructions. This includes all necessary trenching, foundation preparation, haunching, bedding, backfilling and compacting as required per AWWA.

The lateral lines are to be 3/4” HDPE (33 03 05) and attached to the main line via a PVC C900 tapped tee by Harrington Corp, or approved equal, and a corp stop. Lateral lines are to be terminated within 5’of the residential structures. Contractor to provide an appropriate valve box, and shut off valve per the attached detail. Line to be installed below the frost line and

~4’ below grade. Line to be bedded with sand at least 4” deep, pipe covered at least 6” with clean fill material and trench compacted to at least 85%. Refer to 31 23 33.

Installation is to be in accordance with required plumbing code and manufacturer installation instructions including a gooseneck. Laterals and main line shall be installed in the same alignment as existing.

Trenching shall be in accordance with 31 23 33 Utility Trenching.

The completed system shall be pressure tested before and after backfilling to a pressure of 100 psi with an expected operating pressure of 50-80 psi.

Sequoia and Kings

Cleaning, flushing, and disinfecting the water system shall be in accordance with 33 01 12

Cleaning and Flushing Water Systems, and 33 13 00 Disinfection of Water Systems.

Contractor shall not operate any Park owned valves without a Park utility systems operator present and coordinated with the COR.

All water lines are to be marked in accordance with 31 05 25 Utility Line Marking.

All materials are to be NSF 61, CA lead compliant.

Final grading and seeding is to be in accordance with the letter of compliance completion.

2.03 SUBMITTAL DOCUMENTS

A. Manufacturer’s Literature: Submit list of manufacturer’s documents and all manufacturer’s printed instructions and recommendations for installation of all materials proposed for the project to NPS.

B. Single line layout of planned elevation for main water line and laterals

C. Compliance with Regulations and Permits: Submit copy of County, State, or other authority approved permits to NPS

D. Warranty: Provide manufacturer’s warranty for all materials and a 2 year warranty for all labor, equipment and materials.

E. Testing: Contractor shall perform and submit documentation of all testing necessary to ensure quality control is maintained to NPS & County (if requested).

2.04 CONSTRUCTION REQUIREMENTS

A. Contractor shall perform or subcontract for all construction work and is responsible for ensuring a fully code compliant water system from existing valve to existing valve.

B. The existing water system is to always remain functional. If it is necessary to turn off water to the connecting valves, NPS must be provided with 72 hours’ notice and the water must not be off for more than 6 hours at any time.

C. Contractor shall provide a minimum of two weeks’ notice prior to ground disturbance to allow the NPS archaeologist to be on site to monitor excavation work. The NPS does not expect any archaeological materials to be uncovered. If unknown archaeological resources are discovered during construction, work in that location shall stop immediately until the resources can be properly evaluated and recorded.

D. Contractor shall always conduct operations to ensure the least inconvenience to NPS

Sequoia and Kings visitors and employees. Road and trail closures will NOT be permitted, unless approved by the Contracting Officer (CO) on a case-by-case basis.

E. Staging/Storage Areas: Contractor to coordinate with NPS for location to stage materials and excavated soils.

F. Temporary Services: The Government shall make limited amounts of potable water available at a standard fee rate if needed for construction. A backflow preventer shall be provided by the Contractor and installed with approval by the CO. Contractor to provide their own port-a-potty or restroom facility.

G. Contractor shall confine all operations to prevent damage to natural surroundings. Do not remove or trim trees or vegetation without prior approval.

H. Contracting Officer will arrange for a preconstruction site visit and conference call prior to the start of construction.

I. Contractor shall be responsible for quality control inspection of the project.

J. Contractor shall field locate all existing utilities prior to construction. Disruptions of services shall be kept to a minimum and arranged at least 72 hours in advance with the NPS.

Damage to existing utilities shall be replaced by the contractor at no cost to the

Government.

K. Contractor shall be responsible for coordinating and ensuring all required County or state inspections are performed and documented.

L. Submit written certification to the Contracting Officer that the project, or designated portion of the project, is substantially complete, and request a final NPS inspection. When work is determined to be substantially complete, the Contracting Officer’s Representative will prepare a list of deficiencies (“Punch List”) to be corrected before final acceptance, and the Contracting Officer will issue a Letter of Substantial Completion. If work is not determined to be substantially complete, the Contracting Officer will notify the PBC in writing. After all deficiencies have been corrected, the Contracting Officer will issue a

Letter of Final Acceptance.

SECTION 310525 - UTILITY LINE MARKING

PART 1 GENERAL

1 .1 DESCRIPTION

A. The work of this section consists of furnishing and installing utility line marking.

1 .2 SUBMITTALS

A. As specified in Section 013323.

B. Cutsheets: Marking tape and tracer wire.

C. Samples: 24-inch strips of marking tape and 2 markers.

D. Certification that the materials used in the tape fabrication meet the requirements of this section.

E. Installation procedure if the cable is installed by plowing.

PART 2 PRODUCTS

2 .1 MARKING TAPE

A. Construction: Polyethylene film, 4 mil minimum thickness, not less than 3 inches wide.

B. Imprint: 3/4-inch or larger bold black letters.

C. Legend: Identify buried utility line tape with imprint such as "Caution: Water Line Below".

Repeat identification at approximately 24-inch intervals. Marking tape shall be provided for all utilities (water, electrical, etc.).

D. Background Color: Safety Precaution Blue shall be used for water lines.

2 .2 TRACER WIRE

A. Insulated, solid copper wire, 14 ga., UF, THWN, or THHN.

A. Test box, C.P. Test Services Inc., Model NM-4, or approved equal.

PART 3 EXECUTION

3 .1 MARKING TAPE

A. Install tape in backfill directly over each buried utility line as shown. Place tape by plowing or during final backfilling.

B. Where utilities are buried in a common trench, identify each line by a separate warning tape. Bury tapes side by side directly over the applicable line.

3 .2 TRACER WIRE:

A. Place wire on top of all water lines and secure with tape. Wire shall be continuous between terminal boxes and valve boxes. Loop two feet of extra wire inside each terminal box and valve box. Wire shall continue through box without cutting. Final elevation of terminal box shall be 1 inch above finished grade. For pipelines in roadways, located box 2' off the edge of roadway shoulder, unless otherwise shown on drawings. For utilities in a common trench, install tracer wire on the largest waterline.

3.1 PREPARATION

A. Protection

1. Provide barricades, coverings, and other protection necessary to prevent damage to existing improvements.

2. Protect improvements on adjoining properties as well as those on Government property.

3. Protect existing trees and other vegetation to remain against damage.

a. Do not smother trees by stockpiling construction materials or excavated materials within drip line.

b. Avoid foot or vehicular traffic or parking of vehicles within drip line.

c. Provide temporary protection as required to prevent damage to trees and vegetation to be left in place.

d. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with Contracting Officer and remove agreed-on roots and branches that interfere with construction.

e. Major roots (greater than 4-inches in diameter) that are encountered during excavation and trenching shall be left in place (no cutting permitted), and covered with wet burlap to prevent sunscald if exposed. Protect roots that have been exposed by demolition of foundations or utilities and immediately cover with backfill. If within the critical root zone, excavate with hand tools. Hand digging shall occur around all Sequoia tree roots.

f. Water trees and other vegetation which are to remain within limits of construction works as required to maintain their health during period of construction operations.

g. Provide protection for roots over 1-1/2 IN diameter that are cut during construction operations.

1) Coat cut faces with an emulsified asphalt, or other acceptable coating especially formulated for horticultural use on cut or damaged plant tissues.

2) Temporarily cover all exposed roots with wet burlap to prevent roots from drying out.

3) Provide earth cover as soon as possible.

4) Repair or replace trees and vegetation damaged by construction operations. Repairs or replacements are to be completed in a manner acceptable to Contracting Officer at no additional expense.

B. Clearing and Grubbing

1. Do not clear and grub without prior approval from Contracting Officer. Clearing and grubbing shall not occur around Sequoia trees. Hand digging will be required.

2. Clear from surface of existing ground all trees and shrubs marked for removal, brush, downed timber, rotten wood, heavy growth of grass and weeds, vines, rubbish and debris.

3. Grub (remove) all stumps, roots, root mats, logs and debris encountered within limits of construction.

a. In cut areas, totally grub.

b. In fill areas, where fill is less than 3 FT totally grub ground.

c. Fill depressions caused by clearing and grubbing operations with satisfactory soil material, unless further excavation or earthwork is indicated. Place fill material in horizontal layers not exceeding 6 IN loose depth, and thoroughly compact to a density equal to adjacent original ground.

d. Where fill is 3 FT or more in depth, stumps may be left no higher than 6 IN above existing ground surface.

C. Tree Trimming

1. Utilize services of a professional qualified tree surgeon

2. Only trim branches, trees and shrubs marked for trimming by Contracting Officer.

Coordinate with park prior to performing any trimming operations. Make effort to minimize amount of trimming required.

D. Topsoil

1. The top layer of organic litter (pine needles, duff, etc.) overlaying the soil shall be raked to the side and stockpiled in a row to a depth of no greater than 18 inches. This row of salvaged duff should be reserved without mixing with other materials or soil for replacement over graded areas or trench backfill.

2. Topsoil is defined as organic surface soil reasonably free of subsoil, clay lumps, stones and other objects over 2 IN diameter, and without weeds, roots, and other objectionable material. Topsoil shall be removed from the top 6 inches of the soil profile and should be stockpiled in a narrow mound and separate from organic litter or other soil materials and should not be mixed with any other materials. Remove heavy growths of grass (if any) before stripping. Stockpile location shall be as directed by the Contracting Officer. The mound should cover as little of the adjacent undisturbed area as possible. Excavated soil may be placed on plastic or other materials to facilitate moving the stockpiled soil during excavation. Construct the storage piles to freely drain surface water, and cover storage piles to prevent erosion.

Topsoil shall be used during fine grading and trench fine grading operations.

E. Disposal of Waste Materials

1. Burning material on-site is prohibited.

2. Remove all waste materials from site.

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary

Conditions and Division 1 Specification Sections, apply to this Section.

1.2 SUMMARY

A. This Section includes the following:

1. Subsurface drainage backfill for walls and trenches.

2. Excavating and backfilling for utility trenches.

3. Excavating and backfilling trenches for buried mechanical and electrical utilities and pits for buried utility structures.

B. Shoring Design: Provide the services of a professional engineer to design all shoring, bracing, and underpinning required to protect the safety of workers and integrity of adjacent existing structures or other improvements.

1.3 DEFINITIONS

A. Backfill: Soil material or controlled low-strength material used to fill an excavation.

1. Initial Backfill: Backfill placed beside and over pipe in a trench, including haunches to support sides of pipe.

2. Final Backfill: Backfill placed over initial backfill to fill a trench. Non-native backfill shall not be utilized with 24" of grade unless it has been certified weed-free and approved by the Park.

B. Base Course: Course placed between the subbase course and hot-mix asphalt paving.

C. Bedding Course: Course placed over the excavated subgrade in a trench before laying pipe.

D. Borrow Soil: Satisfactory soil imported from off-site for use as backfill approved by

Contracting Officer.

E. Unclassified Excavation: Removal of all material of whatever-character required for the work encountered above subgrade elevations and to lines and dimensions indicated, including boulders.

F. Authorized Additional Excavation: Excavation below subgrade elevations or beyond indicated lines and dimensions as directed or approved by the Contracting Officer and the testing and inspections agency to correct unsatisfactory conditions. Authorized additional excavation and replacement material will be paid for according to Contract provisions for changes in the Work.

G. Bulk Excavation: Excavation more than 10 feet (3 m) in width and more than 30 feet (9 m) in length.

H. Unauthorized Excavation: Excavation below subgrade elevations or beyond indicated lines and dimensions without direction by the Contracting Officer. Unauthorized excavation including disposition of overexcavated materials and other work resulting from slides, cave-ins, swelling, upheaval, or remedial work, as well as remedial work directed by the Contracting Officer, shall be without additional compensation.

I. Rock Excavation: Rock material in beds, ledges, unstratified masses, conglomerate deposits, and boulders of rock material that exceed 1 cu. yd. (0.76 cu. m) for bulk excavation or 3/4 cu.

yd. (0.57 cu. m) for footing, trench, and pit excavation that cannot be removed by rock excavating equipment equivalent to the following in size and performance ratings, without systematic drilling, ram hammering, ripping, or blasting, when permitted:

1. Excavation of Footings, Trenches, and Pits: Late-model, track-mounted hydraulic excavator; equipped with a 42-inch- (1065-mm-) wide, maximum, short-tip-radius rock bucket; rated at not less than 138-hp (103-kW) flywheel power with bucket-curling force of not less than 28,090 lbf (125 kN) and stick-crowd force of not less than 18,650 lbf (83 kN); measured according to SAE J-1179.

2. Bulk Excavation: Late-model, track-mounted loader; rated at not less than 210-hp (157-kW) flywheel power and developing a minimum of 48,510-lbf (216-kN) breakout force with a general-purpose bare bucket; measured according to SAE J-732.

J. Subbase Course: Course placed between the subgrade and base course for hot-mix asphalt pavement, or course placed between the subgrade and a cement concrete pavement or a cement concrete or hot-mix asphalt walk.

K. Subgrade: Surface or elevation remaining after completing excavation, or top surface of a fill or backfill immediately below subbase, drainage fill, or topsoil materials.

L. Utilities: Includes on-site underground pipes, conduits, ducts, and cables, as well as underground services within buildings.

1.4 SUBMITTALS

A. Product Data: For the following:

1. Each type of plastic warning tape.

B. Samples: Contractor to submit proposed type and location of materials to be approved by resource staff. .

C. Material Test Reports: Provided by Contractor from a qualified testing agency indicating and interpreting test results for compliance of the following with requirements indicated:

1. Classification according to ASTM D 2487 of each on-site or borrow soil material proposed for fill and backfill.

2. Laboratory compaction curve according to ASTM D 698 for each on-site or borrow soil material proposed for fill and backfill.

1.5 Pre-Excavation Photographs or Videotape: Show existing conditions of adjoining construction and site improvements, including finish surfaces that might be misconstrued as damage caused by earthwork operations. Submit before earthwork begins. QUALITY ASSURANCE

A. Testing Agency:

1. All testing and inspections required herein will be performed by an independent testing and inspection agency employed by the Contractor.

2. Notify the testing and inspection agency not less than 48 hours in advance of all work requiring testing or inspection services.

B. Regulatory Requirements: Comply with all applicable requirements of the Occupational Safety and Health Administration and local and State rules, regulations, and ordinances concerning shoring, bracing, or sloping of excavations and safety of workers. Safety of workers is the responsibility of the Contractor.

C. Coordination: Coordinate scheduling and procedures for trench excavation, bedding, and backfilling with other Sections whose work relates to or is affected by this work.

D. Pre-Construction Conference: Conduct conference at Project site as directed by the Contracting

Officer prior to start of construction. Contractor to comply with requirements, which also may be included in Division 1 Section "Project Management and Coordination."

1.6 PROJECT CONDITIONS

A. Existing Utilities: Locations, sizes and depths or invert elevations of existing utilities as shown on the drawings are, in part, based on information provided by others, and are believed to be correct, but may not be absolutely so. Such information is therefore presumed only as approximations and should be verified prior to construction. Do not interrupt utilities serving

Park facilities or others unless permitted in writing by the Contracting Officer and then only after arranging to provide temporary utility services according to requirements indicated.

1. Notify the Contracting Officer not less than two (2) business days in advance of proposed utility interruptions.

2. Do not proceed with utility interruptions without the Contracting Officer’s written permission and a Park representative (Systems Operator or COR) present.

3. Contact utility-locator service for area where Project is located before excavating.

B. Demolish and completely remove from site existing underground utilities indicated to be removed. Coordinate with the COR and Park utility staff to shut off services if lines are active.

C. Existing Bench Marks: Carefully preserve and maintain existing bench marks, monuments, property line pins, and other reference points. If disturbed or destroyed, restore or replace them at no additional cost to the Owner.

D. Verification of Existing Conditions: Verify existing conditions, elevations, and utility locations.

In the event of discrepancies between existing conditions and those indicated on the Contract

Documents, contact the Contracting Officer for clarification.

1.7 WARRANTY

Settlement in backfill, fill or in structures built over backfill or fill, which may occur within the specified project warranty period, shall be corrected at no cost to the Government. Any structures damaged by settlement shall be restored to their original condition by the Contractor, at no cost to the Government.

PART 2 - PRODUCTS

2.1 MATERIALS

A. Utility Trench Bedding Materials:

1. Granular Bedding: Well graded mixture of sound mineral aggregate complying with

Class 67 (Modified) gradation in accordance with the following table:

In the event the excavation or overexcavation for bedding is below the water table, the sub-bedding material shall consist of ¾” to 1-1/2” rock (or larger if approved).

2. Sand Bedding: Clean, well-graded sand, not more than 5% by weight passing a No. 200 sieve.

B. Utility Trench Backfill Materials:

1. Existing soils obtained from trench excavations, including granular or aggregate base course from removed pavements, broken and pulverized claystone or claystone-sandstone bedrock may be used for backfilling trenches, provided it meets any special requirements of the Geotechnical Engineer. Bedrock must be processed and broken or pulverized so that the maximum particle or fragment size does not exceed three-inches (3”).

C. Unsuitable Utility Trench Materials: Materials unsuitable for bedding and backfilling include highly organic soils, ASTM D2487 Group PT topsoil, and soils containing roots, vegetable matter, trash, debris, and on-site colluvial soils.

2.2 ACCESSORIES

A. Shoring and Bracing: Provide all materials for shoring and bracing, such as sheet piling, uprights, stringers, and cross-braces, in good and serviceable condition, as required for safety and by governing authorities.

B. Detectable Warning Tape: Acid- and alkali-resistant polyethylene film warning tape manufactured for marking and identifying underground utilities, a minimum of 6 inches (150

mm) wide and 4 mils (0.1 mm) thick, continuously inscribed with a description of the utility;

colored as follows:

1. Red: Electric.

2. Yellow: Gas, oil, steam, and dangerous materials.

3. Orange: Telephone and other communications.

4. Blue: Water systems.

PART 3 - EXECUTION

3.1 EXAMINATION

A. Verification of Conditions: Examine areas and conditions under which the work of this Section will be performed. Do not proceed with the work until unsatisfactory conditions have been corrected. Commencement of work implies acceptance of all areas and conditions.

3.2 PREPARATION

A. Protect structures, utilities, sidewalks, pavements, and other facilities from damage caused by settlement, lateral movement, undermining, washout, and other hazards created by earthwork operations.

B. Preparation of subgrade for earthwork operations including removal and protection of vegetation, topsoil, debris, obstructions, and deleterious materials from ground surface is specified in Division 31 Section "Site Clearing."

C. Protect and maintain erosion and sedimentation controls, during earthwork operations.

D. Existing Utilities:

1. General: Location of existing utilities shown on the plans are approximate only. The

Contractor shall be responsible to locate all existing underground utilities in areas of the work. If utilities are to remain in place, provide protection during excavation and backfilling operations. Should uncharted or incorrectly charted piping or other utilities be encountered during excavations, consult the Contracting Officer immediately for direction. Cooperate with the Park in keeping respective services and facilities in operation. Repair damaged utilities to the satisfaction of the Contracting Officer.

2. Active Utilities: Do not interrupt existing utilities serving Park facilities or adjacent properties, except when permitted in writing by the Contracting Officer, and then only after acceptable temporary utility services have been provided. Remove or relocate utilities only as indicated or specified.

3. Inactive Utilities: Report inactive or abandoned utilities encountered in excavating or grading operations, and remove, plug, or cap as required. In the absence of specific requirements, plug or cap such utility lines at least 5’-0” outside building walls.

4. Removal: Demolish and completely remove from the project site all existing underground utilities indicated to be removed. Coordinate with CMR for discontinuance of services if lines are active.

E. Protection of Persons and Property:

1. Provide all necessary measures to protect workmen and passersby. Barricade open excavations occurring as part of the work.

2. Protect adjacent streets, structures, and other improvements from damage caused by settlement, undermining, washout, and other hazards created by trench excavations.

F. Protect subgrades and trench bottoms soils against freezing temperatures or frost. Provide protective insulating materials as necessary.

G. Cold Weather Work: Prevent frost from entering bearing strata upon which construction will taken place or in areas where fill will be placed in that season.

3.3 DEWATERING

A. Prevent surface water and subsurface or ground water from entering excavations, from ponding on prepared subgrades, and from flooding Project site and surrounding area.

B. Provide and maintain pumps, well points, sumps, suction and discharge lines, and other dewatering system components necessary to convey water away from excavations and to collection or runoff areas. Establish and maintain temporary drainage ditches and diversions away from trench excavations. Do not use trench excavations as temporary drainage ditches.

C. Protect subgrades from softening, undermining, washout, and damage by rain or water accumulation.

1. Reroute surface water runoff away from excavated areas. Do not allow water to accumulate in excavations. Do not use excavated trenches as temporary drainage ditches.

2. Install a dewatering system to keep subgrades dry and convey ground water away from excavations. Maintain until dewatering is no longer required.

3. Obtain and comply with all provisions of the California Department of Public Health and

Environment, Regional Water Quality Control Board, Construction Dewatering Permit.

3.4 SHORING AND BRACING

A. Provide shoring and bracing of excavations as required for safety. Carry down shoring and bracing as excavation progresses. Maintain shoring and bracing in excavations regardless of time period excavations will be open.

3.5 PAVEMENT REMOVAL AND REPLACEMENT

A. Where trenches or other utility excavations are made in existing paved areas, saw-cut pavement surface to create a clean break line. Cut pavement a minimum of 12” beyond trench width on each side of trench; remove and dispose of existing surface course and aggregate base course, leaving a 12” wide undisturbed subgrade lip on each side of trench.

B. After trench has been backfilled and compacted, place new pavement in accordance with applicable requirements of Division 32 Sections as applicable, for Asphaltic concrete pavement.

3.6 EXCAVATION FOR UTILITY TRENCHES

A. Excavate trenches to indicated gradients, lines, depths, and elevations.

1. Beyond building perimeter, excavate trenches to allow installation of top of pipe below frost line.

B. See Section 31 11 00 for requirements related to site clearing and natural features protection.

C. Observe following trenching criteria

1. Where soil conditions permit, cut trench walls vertically from bottom of trench to 1 FT above top of pipe, conduit, or utility service.

2. Keep trenches free of water. Include cost of dewatering in original proposal.

3. Brace and sheet trenches as soil conditions dictate and in full compliance with OSHA requirements. Do not remove sheeting until backfilling has progressed to the stage that no damage to piping, utility service, or conduit will result due to removal.

4. Brace trenches running near walls or columns to prevent any settlement or other disturbance of walls or columns.

Trench size. Excavate only sufficient width to accommodate free working space. In no case shall trench width at top of pipe or conduit exceed outside diameter of utility service by the following dimensions

5. Slope sides of trenches or provide shoulders in accordance with OSHA requirements.

6. Continuously monitor cut slopes and trenches for distress or movement. Provide all necessary shoring and bracing required to protect the life and safety of workmen performing excavation or installing piping or conduit.

D. Trench Bottoms: Excavate trenches a minimum of 6 inches (150 mm) deeper than bottom of pipe elevation to allow for bedding course. Hand excavate for bell of pipe.

1. Excavate trenches 6 inches (150 mm) deeper than elevation required in rock or other unyielding bearing material to allow for bedding course and backfill with a 6” layer of crushed stone or gravel prior to installing pipe.

3.7 BEDDING OF PIPES:

A. After completion of trench excavation and before installation of piping, install not less than 6” of approved bedding material in trench bottom for support of pipe. Dig bell holes in bedding deep enough to provide a minimum of 2” clearance between the bell and bedding material.

Fully support pipe on bedding material for the full length of the pipe barrel.

B. After pipe is adjusted for line and grade, and all jointing is complete, carefully place and tamp bedding material under the haunches of the pipe and in the previously dug bell holes.

C. Install bedding to a minimum depth of 12” above top of pipe prior to starting placement of compacted backfill. Lightly compact or tamp bedding material in a manner to avoid displacement of or damage to the pipe.

3.8 STORAGE OF SOIL MATERIALS

A. Stockpile borrow soil materials and excavated satisfactory soil materials in approved locations without intermixing. Place, grade, and shape stockpiles to drain surface water. Cover to prevent windblown dust.

1. Stockpile soil materials away from edge of excavations. Do not store within drip line of remaining trees.

3.9 UTILITY TRENCH BACKFILL

A. After installation of utility piping or lines have been completed, locations recorded, trash or other debris removed from excavations, and bedding placed and approved, backfill promptly as work and weather conditions permit. Do not backfill trenches until all required pipe system tests and inspections have been made, unless partial backfilling is required to restrain pipe under test pressures. Use care in backfilling to avoid damage or displacement of pipe systems.

B. Place backfill on subgrades free of mud, frost, snow, or ice.

C. Place and compact bedding course on trench bottoms and where indicated. Shape bedding course to provide continuous support for bells, joints, and barrels of pipes and for joints, fittings, and bodies of conduits.

D. Place backfill materials in layers not more than 8-inches in loose depth for material compacted by heavy compaction equipment, and not more than 4-inches in loose depth for material compacted by hand operated tampers. Use hand held tools or compacting devices for trench backfill, until a minimum compacted thickness of 2’-0” above top of pipe is achieved.

Mechanical or power compactors may be used thereafter.

E. Before compaction, moisten or aerate each layer of backfill to specifications.

F. Compact each layer to not less than 95% of maximum standard Proctor density (ASTM D698).

Thoroughly compact by means of mechanical tampers areas which cannot be properly compacted by means of rolling equipment.

G. Backfill to subgrade elevation shown for finish grading, topsoil placement, or paving.

H. Place and compact initial backfill of satisfactory soil, free of particles larger than 1 inch (25

mm) in any dimension, to a height of 12 inches (300 mm) over the utility pipe or conduit.

1. Carefully compact initial backfill under pipe haunches and compact evenly up on both sides and along the full length of utility piping or conduit to avoid damage or displacement of piping or conduit. Coordinate backfilling with utilities testing.

I. Backfill voids with satisfactory soil while installing and removing shoring and bracing.

J. Place and compact final backfill of satisfactory soil to final subgrade elevation.

K. Install warning tape directly above utilities, as shown on the drawings.

3.10 FIELD QUALITY CONTROL

A. Testing Agency: Contractor will engage a qualified independent geotechnical engineering testing agency to perform field quality-control testing.

B. Allow testing agency to inspect and test subgrades and each fill or backfill layer. Proceed with subsequent earthwork only after test results for previously completed work comply with requirements.

C. Testing agency will test compaction of soils in place according to ASTM D 1556, ASTM D

2167, ASTM D 2922, and ASTM D 2937, as applicable. Perform field moisture tests in accordance with ASTM D3017. Tests will be performed at the following locations and frequencies at a minimum:

1. Trench Backfill: At each compacted initial and final backfill layer, at least 1 test for each

150 feet (46 m) or less of trench length, but no fewer than 2 tests. At a minimum, test intervals and quantities shall meet or exceed the requirements of the local utility agency.

D. When testing agency reports that backfills have not achieved degree of compaction specified, scarify and moisten or aerate, or remove and replace soil to depth required; recompact and retest until specified compaction is obtained.

3.11 PROTECTION

A. Protecting Graded Areas: Protect newly graded areas from traffic, freezing, and erosion. Keep free of trash and debris.

B. Repair and reestablish grades to specified tolerances where completed or partially completed surfaces become eroded, rutted, settled, or where they lose compaction due to subsequent construction operations or weather conditions.

1. Scarify or remove and replace soil material to depth as directed by the Contracting

Officer; reshape and recompact.

C. Where settling occurs before Project correction period elapses, remove finished surfacing, backfill with additional soil material, compact, and reconstruct surfacing.

1. Restore appearance, quality, and condition of finished surfacing to match adjacent work, and eliminate evidence of restoration to greatest extent possible.

3.12 CLEANING AND ADJUSTMENT:

A. Reconditioning Compacted Areas: When completed compacted areas are disturbed by subsequent construction operations or adverse weather, scarify surface, reshape, and recompact to required density prior to further construction.

B. Cleanup: Remove excess materials not required for backfilling purposes, including excess spoil material, accumulated debris, and rubbish from site. Burning of waste material is prohibited.

3.13 RESTORATION:

A. Adjacent Improvements: Restore all fences, irrigation ditches, yards, lawns, and other structures or surfaces to condition equal to or better than before work began.

3.14 DISPOSAL OF SURPLUS AND WASTE MATERIALS

A. Disposal: Transport surplus satisfactory soil to designated storage areas on Park property.

Stockpile or spread soil as directed by the Contracting Officer.

1. Remove waste material, including unsatisfactory soil, trash, and debris, and legally dispose of it off Park property.

SECTION 330112 - CLEANING AND FLUSHING OF WATER LINES

PART 1 GENERAL

1.1 DESCRIPTION

A. The work of this section consists of the setup, pigging, flushing, neutralizing chemical, and hauling of solid material removed from potable water pipelines.

1.2 RELATED SECTIONS

A. Section 402800.

B. Section 402800.13.

1.3 SUBMITALS

A. As specified in Section 013323.

B. Contractor shall submit evidence of qualifications to include a list of five projects completed within the last five years of equal or greater scope (approximately 12,000 LF of 4” to 10” potable water piping.) Project list shall state the following: dates, feet of pipe, project cost, location, contact person, and telephone number. Qualification submittal shall include three letters on client letterhead from stated contact person from the above list of five projects.

C. All Contractors must submit valid certification of training issued by an established pig manufacturer.

D. A detailed pigging and water disposal plan, including exit and entry locations and potable water shutdown times, shall be submitted to the Contracting Officer for approval four weeks prior to pigging operations. Pigging plan shall include the following:

1. Launching / receiving locations.

2. Proposed pigging segments and potable water service downtimes for each segment.

3. Water disposal plan.

4. Erosion control / sedimentation control plan.

5. Service connection flushing plan.

6. Disinfection / bacteriological testing plan following pipe cleaning/flushing.

E. Disinfection data sheets and bacteriological testing results.

2.1 PIGS

A. Acceptable pigs for potable water cleaning shall be:

1. Pigs shall be manufactured of an open cell polyurethane foam body. Densities may range between 1-1/2# per cubic foot up to 8# per cubic foot density.

2. Pig material shall be appropriate for pipe material being cleaned.

3. Pig size shall be appropriate for pipe diameter.

4. Some pigs may be wrapped with polyurethane spiral bands, as well as abrasives for the removal of harder scale.

5. Pigs should be able to pass through the reduction of up to 60% to 65% of cross sectional area of nominal pipe.

6. Pigs shall be able to traverse standard piping configurations such as 90 degree elbows, tees, crosses, wyes, gate valves, and ball valves.

7. Pigs shall be manufactured by Pigging Pipeline Products Inc. or approved equal.

2.2 LAUNCHER AND RECEIVER

A. The launcher shall be equipped with proper fittings and connections to launch pigs into potable water line.

B. The pig receiver station shall be equipped with all proper fittings and connections to connect with the exit points.

C. The receiver station shall connect to a flexible hose or other piping to prevent water from spilling on the ground.

D. The receiver station shall include a spill guard to control the discharge and minimize erosion.

3.1 EQUIPMENT

A. Pipeline shall be cleaned to remove dirt, sludge, tuberculation, and other foreign matter buildup from the interior wall of the pipeline.

B. Equipment selected shall be capable of performing such cleaning. Satisfactory precautions shall be taken to prevent scratching or scraping of interior wall surfaces or other damage to pipes that might be inflicted by improper use of cleaning equipment.

C. Water will be provided by the Park at the costs indicated in Section 015000. Contractor must provide necessary pumping, hosing and valving for the cleaning process. Contractor must give a minimum of 3 weeks’ notice to the Contracting Officer prior to pigging so as to confirm availability of water. In the event of a fire, water may not be available to the Contractor. In the event of a fire, the procedure will be rescheduled as soon as is practicable at no cost to the Government.

3.2 PIGGING

A. Prior to the use of plastic foam type pigs, a swab made of soft plastic foam shall be sent through the piping to insure that the piping systems fittings, valves, and interior dimensions will allow the initial cleaning pig to pass through it without being trapped within the system.

B. If cleaning and flushing exit point shall be through an existing Fire Hydrant, the Contractor shall remove the hydrant internal valve assembly to allow passage of “swab” and pigs. The hydrant valve assembly shall be reinstalled and functional after use.

C. Upon examination of the initial swab, subsequent pigs of varying diameters and/or densities shall be sent through the piping system until desired water clarity results are achieved. “Clean” discharge water shall be defined as no visible sediment.

D. At least four pigs shall be sent through each section of pipe one after another until the water is “clean.” Additional pigs may be required as necessary. “Clean” shall be defined as no visible sediment or particulate matter in the discharge water.

E. The removal of all pigs shall be at the Contractor’s expense.

F. Pressure shall be monitored during cleaning by attaching a pressure recorder on the upstream (launch) end to validate pressure readings during pigging.

G. Potable water system shutdowns shall last a maximum of four (4) hours in intervals. Shorter maximum shutdown times may be required for certain services, including the Wuksachi Lodge and Wuksachi Hotels. Proposed shutdown plan shall be submitted for approval by Contracting Officer as indicated in Article 1.3.D of this Section.

3.3 FLUSHING AND DISPOSAL

A. All water from cleaning and flushing shall be disposed of so as to prevent erosion and chlorinated water from reaching drainage ways. Water shall be dechlorinated and sediments shall be removed at the discharge location.

B. Following the last pig exit, the line will be flushed until all debris is removed. Flushing water shall be disposed of per the approved pigging and water disposal plan. Contractor shall supply all necessary tanks, valves, flexible tubes / piping, erosion/sediment control measures necessary for this operation. All disturbed areas shall be returned to their pre-construction condition.

C. Solid waste shall be hauled at the expense of the Contractor to the nearest landfill.

3.4 DISINFECTION AND BACTERIOLOGICAL EXAMINATION

A. Disinfect all water lines that are cleaned and flushed in accordance with Section 330112.

B. Provide a Disinfection Testing Data Sheet for each test conducted using the form at the end of this section.

C. All water service lines shall be flushed following cleaning, flushing and disinfection. Contractor shall be responsible for ensuring that services at all buildings are restored to their original condition (i.e. no clogging of service lines, faucets or fittings.)

D. Following each pigging/flushing operation after the system has been thoroughly flushed and disinfected, take at least one sample for each exit location at the nearest fully flushed service connection (as selected by the Contracting Officer), in sterile bottles, and submit to proper authorities as directed for bacteriological examination. Results shall indicate “non-detect.” If the report is unsatisfactory, repeat the disinfection procedure until satisfactory results are obtained.

Bacteriological tests shall be paid for by the Contractor. Bacteriological examination shall be expedited to the extent possible including overnight shipping of samples and expediting result reporting as needed to meet the approved potable water system shutdown schedule.
