About this file

This is a Justification for an Exception to Fair Opportunity under FAR 16.505(b)(2)(i)(B), issued by the United States Space Force Space Systems Command/CMK (COMSO) for Warrior Plan Task Order 1 under Purchase Request 26-02, Program Element S8S005506. The justification documents approval for a sole-source award to SpaceX under an existing PLEO (Proliferated Low Earth Orbit) Multiple Award IDIQ contract.

The task order requires SpaceX Starshield over Starlink services to support Joint Force operational commercial satellite communications (COMSATCOM) requirements. Specific requirements include approximately [redacted] Starshield service lines for fixed, land/mobile, and maritime missions with pooled data capacity of at least 44 Petabytes; a separate pool of [redacted] aviation service lines with unlimited data usage; a centralized management platform at no additional cost with security attributes and hierarchical role-based account management; and administrative/technical help desk support. The task order will include optional quantity Contract Line Items in the base year with a second option year period of 12 months plus optional quantity CLINs for 24 months total performance. The estimated cost for the base year without exercising options is [redacted], with total estimated price including all options [redacted] for a 12-month performance period. The contracting officer determined fair and reasonable pricing based on published commercial SpaceX pricing, market-based comparison, and reasonableness of customized costs. The justification cites SpaceX's unique Starlink constellation with robust global coverage of over 9,000 cross-linked satellites, DOW-centric security design features, and existing deployment of [redacted] terminals integrated into Joint Force operations. Market research conducted June-October 2025 confirmed no current competitor can meet the full scope of requirements, with Amazon's Leo service not expected to provide comparable coverage until 2027. The Government committed to monitoring the PLEO marketplace and removing sole-source requirements as competitors mature over the next few years.

An FY25 Program Decision Memorandum (POM) required the Space Force, in coordination with the Joint Force, to develop a plan for the procurement of broadband proliferated low earth orbit (PLEO) commercial satellite communications based on a new and anticipated FY26 - FY30 funding allocation. The COMSATCOM Office (CSCO} led this process, and the Command, Control, and Communications (C3LB) approved the plan in August 2025.

Subsequently, in September 2025, this effort became a project known as the HWarrior Plan". A Warrior Plan is an enterprise service plan funded and acquired by CSCO for use by the Joint Force law the approved C3LB plan.

Multiple Warrior Plan task orders are expected to be awarded over time for different PLEO services and capabilities.

This action is in support of the first Warrior Plan requirement. Specifically, the nature of this action is to Issue a Firm Fixed Price (FFP) Task Order ("Warrior Plan Task Order t") under the Space Systems Command (SSC) CSCO PLEO Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with SpaceX for Starshield over Starlink services also known as "SpaceX Starshield". These services will meet Joint Force operational commercial satellite communications (COMSATCOM) requirements iaw PDM direction. Funding for this contract action will come from the PDM funding allocated to USSF as specified in the National Defense Appropriations Act (NOAA) and subordinate allocations of funds by the Department of War (DOW). The centralized purchased services will be distributed to the Joint Force IAW the approved C3LB plan.
