About this file
This is an Addendum #1 Revision document for a Request for Proposal (RFP) issued by the City of Tampa for the disposition of real property located at 411 North Franklin Street, Tampa, Florida. The City seeks proposals from qualified proposers to purchase and develop the 44,521-square-foot property, which currently houses the Tampa Police Department Headquarters, a five-level parking garage with approximately 275 parking spaces, and associated improvements. The property is zoned Central Business District-1 and is bounded by East Madison Street to the north, North Franklin Street to the west, East Kennedy Boulevard to the south, and North Florida Avenue to the east. A non-mandatory pre-proposal meeting and site tour are scheduled for January 6, 2026, at 10:00 AM at the TPD Headquarters Building. The question submission deadline is January 23, 2026, at 5:00 PM, and the proposal submission deadline is February 6, 2026, at 1:00 PM via electronic submission through the OpenGov eProcurement Portal. The project release date was December 8, 2025. The successful proposer must complete the sale closing by January 31, 2027, and agree to lease back the Tampa Police Department Headquarters to the City for one year at $1.00 with a potential one-year extension, during which the City will pay all utility costs.
The City is offering the property for sale with an opening bid of $36,000,000.00, with the successful proposer responsible for all demolition, environmental, survey, engineering, architecture, rezoning, construction, and due diligence costs. The property is sold "AS IS/WHERE IS WITH ALL FAULTS" with no representations or warranties from the City. A 10% deposit of the purchase price is required at execution of the Contract for Sale and Purchase Agreement, which is subject to Tampa City Council approval and mayoral execution. The City will pay documentary stamp taxes, while the proposer bears all other closing costs. Two existing leases encumber the property: Dan Hayman Jewelers on the first floor of the headquarters (month-to-month) and P10 Kennedy, LLC (Moxies) on the first floor of the parking garage (expiring April 6, 2030 with no early termination provision). Proposers must indicate whether they will assume or require termination of these leases. Evaluation criteria consist of 100 total points: 50 points for complete proposal and purchase price consistent with the RFP's purpose, and 50 points for financial capacity. Proposers must submit three years of audited federal tax returns, income statements, and cash flow statements; if financing is required, a loan commitment or pre-approval letter must be provided. All proposals are binding for 180 calendar days following opening, and the successful proposer will be selected based on highest price and demonstrated financial capacity to close the transaction.
