About this file

This document is a Statement of Work (SOW) for the US Coast Guard Cutter (CGC) WAESCHE, seeking a commercial-grade sanitizer/dishwasher through a lease-based agreement. The vessel requires a robust dishwasher capable of handling approximately 6,000 washes monthly for 150 personnel, with specific dimensional constraints (26" wide door, 78" clearance height) and electrical specifications (440 VAC, 60 Hz, 3-phase power). The comprehensive lease must include installation, removal of the old unit, site modifications, service calls, maintenance support, crew training, and provisions for spare parts and chemicals.

The solicitation (Number: 11702PR250000451) is issued by the Department of Homeland Security US Coast Guard, with a required delivery date of 8 June 2025. The selected contractor must replace the discontinued Insinger 50-20N2-NSU model and provide a unit that can operate in maritime conditions, with flexibility for voltage adaptations if not matching the current 440 VAC setup. Vendors are encouraged to conduct a site visit, and the lease terms allow for monthly or annual payment structures, with specific requirements for remote maintenance support and warranty conditions that remain valid even if ship's crew performs maintenance while deployed.

Scope of work for CGC WAESCHE Scullery Sanitizer/Dishwasher

Purpose and objective:

CGC WAESCHE seeks to purchase replacement sanitizer/dishwasher to renew the failing equipment onboard.

Scope: WAESCHE is seeking commercial grade sanitizer/dishwasher that can withstand near constant use (approximately 6000 washes a month) on a ship that deploys world-wide and experiences heavy seas. The sanitizer/dishwasher needs to be able to support washing dishes for approximately 150 people for four meals a day. Additionally, the sanitizer/dishwasher need to be able to fit through non-tight and watertight doors on board the ship. The narrowest door is approximately 26” wide. Clearance height inside the scullery is approximately 78”. Currently the vessel primarily uses the high heat function on the sanitizer/dishwasher to sanitize dishes however a machine that can use detergent as well is permissible. Vessel is requesting a lease based agreement that includes the machinery and services. The proposed lease at a minimum must include the following items and lease pricing should reflect the requested services.

1. Installation of new equipment.

2. Removal of old unit.

3. All modifications to the surrounding area to fit the new unit.

4. Service calls to fix the newly installed unit.

5. Service calls to groom/check up on the installed unit.

6. Tele/video conference service calls for maintenance assistance when vessel is away from home port (Coast Guard Island Alameda, CA).

7. Training of ship’s crew to conduct maintenance when vessel is away from home port.

8. Lease/warranty cannot be voided if crew must work on machine while away from home port.
