Request for Proposal Summary: EAMS Claims Management System Modernization
This is a Request for Proposal (RFP) issued by the California Department of Industrial Relations (DIR), Division of Workers' Compensation (DWC), for the procurement of a Commercial Off-The-Shelf (COTS) Workers' Compensation Claims Management System as part of the Electronic Adjudication Management System (EAMS) Modernization initiative. The procurement seeks qualified vendors to provide solution implementation services including system configuration, customization, installation, training, and maintenance and operations support for a unified claims management platform supporting both Uninsured Employer Benefits Trust Fund (UEBTF) and Subsequent Injury Benefits Trust Fund (SIBTF) claims processing. The RFP requires proposers to submit written narrative and technical proposals along with a detailed cost worksheet. Key dates include a question submission deadline of January 16, 2026, a proposal submission deadline of March 6, 2026, demonstrations and interviews scheduled for April 17-24, 2026, and a notification of intent to award on May 1, 2026, with a protest period ending May 8, 2026. The base contract term is two years, with an option for one additional one-year extension, for a maximum contract term of three years, with an anticipated go-live date of 12 months from contract execution and system acceptance occurring 180 days post-go-live.
Pricing is structured as a fixed-price, deliverable-based contract with compensation tied to successful completion and acceptance of defined deliverables across seven major deliverables: Project Setup and Solution Planning, Design, Build and Test, Mock Production, Organizational Change Management, Go-Live, and Maintenance and Operations. The State will apply a 10 percent withholding on invoiced amounts, released only upon final system acceptance. Small Business and Disabled Veteran Business Enterprise (DVBE) socioeconomic preferences are available at 5 percent and up to 5 percent respectively. The current EAMS system, deployed in 2008, manages approximately 30,000 active SIBTF/UEBTF cases and processes approximately 200,000 payments annually; the modernization addresses aging infrastructure, security vulnerabilities, deteriorating system performance, and limited mobile accessibility. The solution must integrate with the DIR's Google Cloud Platform (GCP) Enterprise Data Lake for near-real-time data transmission, support Section 508 ADA compliance, and maintain 99.9 percent uptime. Required insurance includes commercial general liability ($2 million), cyber liability ($5 million), technology professional liability ($5 million), and worker's compensation coverage with employer's liability limits of $1 million.

b. System Age: 16 years old (technological end-of-life)
c. Cases Managed: SIBTF/UEBTF currently comprises approximately thirty thousand (30,000) active cases
d. Payments processed annually: Approximately two hundred thousand (200,000)
e. Availability Requirement: 24/7 access for external stakeholders
f. Critical Issues:
1) Aging infrastructure increasing security vulnerabilities
2) Deteriorating system performance
3) Limited mobile accessibility

2) Reduces project risk through measurable milestones
3) Enables phased go-live with continuous value delivery
4) Collaborate with Data Migration vendor for successful claims data migration
5) Supports agile/iterative delivery with feedback integration
The diagrams below include our current understanding of where we are today.
1.3. TERM OF CONTRACT
Effective upon approval of DIR, (Effective Date), the base term of the Contract is two (2) years.
The State, at its sole discretion, may exercise its option to execute one (1) optional one-year extension for a maximum contract term of three (3) years. The State is not obligated to use any or all of these optional extensions.
The Contractor shall not be authorized to deliver goods or commence performance of services described in this Contract prior to the Effective Date. Any delivery of goods or performance of services by the Contractor that is commenced prior to the Effective Date shall be at no cost to the State.
The State is not obligated to use any or all of these options. The Contract is of no effect unless approved by DIR and no work shall begin before full execution of the Contract.
1.4 CURRENT AND PROPOSED ENVIRONMENTS
1.4.1. PROPOSED ENVIRONMENT
The new Claims system will be comprised of Claims management and all claims-related functionality
(hereafter referred to as "Claims"). Build and implementation will follow the Agile Software Development
Lifecycle to enable visibility into the progress of the solution development.
There will be one go-live date for the new claims system. The claims solution development and build are expected to be completed in twelve (12) months or less from the contract start date.
The Contractor will implement the Claims system described in the requirements, which are located in SECTION 15. Project (Contractor) Tasks and Deliverable Requirements and EXHIBIT B: DIR
Functional and Non-Functional Requirements. A "workstream" refers to a focused area of work within a larger system like Claims. It involves a set of related tasks or activities, managed together to achieve specific objectives that contribute to the system's overall goals. Workstreams are often handled by different teams, allowing various aspects of a system to be developed in parallel while staying coordinated with the main project timeline.
To build the Claims system, the Contractor shall provide services across the following workstreams:
a. Project Setup and Solution Planning
b. Design and Requirement Validation
c. Build and Test
d. Mock Production
e. Organization Change Management (OCM)
f. Go-live
g. Maintenance & Operations (M&O)
The Claims solution will be built on a Platform as a Service (PaaS) / Software as a Service (SaaS) platform. No hardware purchases are anticipated for this project.
The Claims solution will be a complete replacement of the functionality within the current claims management system. All integration and functionality are included in this Contract. The Contractor will leverage the proposed Claims solution platform through configuration rather than customization whenever feasible to meet the system requirements. The Contractor is required to follow DIR change controls and architecture review processes (SECTION 14. Change Control Procedures) before performing any platform customization during all phases of the new Claims system implementation.
The diagram below provides DIR architecture guiding principles for the new Claims system:
"Stay responsive in the moment of failures and shock" in the context of Guardrail 1: The system must continue to accept requests, process critical work, and serve valid users even if parts of it are failing, degraded, or experiencing unexpected spikes or attacks — and it must do so without completely collapsing or becoming unusable.
The Department of Industrial Relations’ (DIR) Google Cloud Data Platform (GCP) serves as the enterprise foundation for advanced reporting, interactive dashboards, and predictive analytics. The platform also provides secure data archiving capabilities to support statutory compliance and long-term retention requirements. Its underlying infrastructure is designed to ensure high availability, scalable performance, and full alignment with applicable government security and privacy standards.
Unstructured content will be stored in the DIR’s Enterprise Document Management System (EDMS) Box or any other DIR-approved EDMS tool shall be hosted on GCP / DIR Information Security Office (ISO) approved cloud platform. The selected Claims System must be capable of securely storing and retrieving unstructured data from the EDMS and generating statistical reports and analyses on an as-needed basis.
The Contractor shall also maintain a unique identifier for each document and implement audit capabilities to track user access to any document.
The Contractor shall ensure that transactional data from the Claims production system is transmitted to the DIR Enterprise Data Platform on a near–real-time basis. The Contractor shall be responsible for publishing the Claims production system data to the GCP Data Lake and for performing all necessary troubleshooting to resolve any data issues, including conducting data reconciliation between the Claims production system and the GCP Data Lake.

The Bidder must be aware that marking a document “confidential” or “proprietary” in a Proposal may exclude it from consideration for award and will not keep that document from being released after notice of award as part of the public record, unless a court has ordered the State not to release the document.
The content of all working papers and discussions relating to the Bidder’s proposal shall be held in confidence indefinitely, unless the public interest is best served by an item’s disclosure because of its direct pertinence to a decision, agreement or the evaluation of the proposal.
Any disclosure of confidential information by the Bidder is a basis for rejecting the Bidder’s proposal and ruling the Bidder ineligible to further participate. Any disclosure of confidential information by a State employee is a basis for disciplinary action, including dismissal from State employment, as provided by Government Code §19570 et seq. Total confidentiality is paramount; it cannot be over emphasized.

When a provision is made for a testing period preceding acceptance by the State, the date of delivery shall mean the date the supplies or equipment are accepted by the State during the specified testing period. Payment is deemed made, for the purpose of earning the discount, on the date of mailing the State warrant or check.
Cash discounts offered by Bidders for the prompt payment of invoices will not be considered in evaluating bids for award purposes; however, all offered discounts will be taken if the payment is made within the discount period, even though not considered in the evaluation of bids.
2.4.9. IRREVOCABLE OFFER
Bidder’s response to this solicitation must constitute a firm offer, which must remain irrevocable for not less than 120 calendar days following the Contract Award date specified in SECTION 2.3. KEY

This expiration date may be further extended by mutual agreement between the State and the Bidder, in order to accommodate processing time for required approvals and other solicitation-related reviews.
2.4.10. FALSE OR MISLEADING STATEMENTS
Proposals that contain false or misleading statements, or provide references that do not support an attribute or condition claimed by the Bidder, may be rejected. If, in the opinion of the State, such information was intended to mislead the State in its evaluation of the Proposal, and the attribute, condition, or capability is a requirement of this solicitation document, it will be the basis for rejection of the Bidder’s Proposal.
