1.0 SECTION I DESCRIPTION OF SERVICES

1.1 Description of Service: The Contractor shall provide a comprehensive maintenance program for the 673d Medical Group Dining Facility, Joint Base Elmendorf-Richardson, Alaska. The maintenance program should ensure smooth operations and longevity of our kitchen appliances, minimizing downtime and maximizing efficiency.

1.2 General Scope. The contractor shall provide all personnel, equipment, tools, materials, transportation, supervision, and other items and services necessary to perform dining facility equipment repair as defined in the Performance Work Statement (PWS) at the Military Treatment Facility (MTF) dining facility.

1.3 Scheduled Maintenance. The contractor will ensure optimum performance, safe operation, minimum downtime, and the maximum useful life of equipment. They will provide regular and systematic servicing, verification of performance and safety, and detection and replacement of worn or failing components before a serious problem develops.

Preventative Maintenance. The contractor will provide the systematic care, servicing, and inspection of equipment quarterly for the purpose of maintaining it in a safe and serviceable condition and detecting and correcting all minor faults before they develop into major defects.

Calibration/certification. The contractor will execute the measurement and adjustment of various equipment parameters as needed to ensure the accuracy is within prescribed standards.

1.4 Unscheduled maintenance. Contractor will troubleshoot to isolate the cause of equipment malfunction and replace or adjust components or subsystems to restore normal function, safety, performance, and reliability of medical equipment. If the unscheduled maintenance is an emergency the contractor will report within 2 hours of notification and if it is remedial, they will report within 24 hours of notification. Nutritional Medicine will make the determination if required maintenance is an emergency or remedial based on inpatient mission needs. Contractor must coordinate entry with POC at 673 MDG Nutritional Medicine (see section 4.1 for details). Any delays on the Government’s behalf shall not be attributed to the contractor.

1.5 Timely Repairs. Contractor will respond promptly to repair requests and equipment malfunctions.

Diagnose and resolve issues efficiently to minimize disruptions to our kitchen operations. Utilize genuine parts and ensure that all repairs adhere to manufacturer guidelines.

1.6 Equipment Upgrades and Recommendations. Contractor will provide expert advice on potential equipment upgrades, energy-efficient options, and any necessary modifications to enhance performance and productivity.

1.7 Documentation and Reporting. Contractor will maintain comprehensive records of all maintenance activities, repairs, and replacements performed. Provide detailed reports outlining the status of each piece of equipment, service history, and recommendations for future actions.

1.8 Compliance with Regulations. Contractor will ensure compliance with all relevant health, safety, and sanitation regulations when conducting maintenance and repairs on kitchen equipment. Along with maintaining the following qualifications:

(a) Proven experience in providing maintenance services for a wide range of kitchen equipment.

(b) Knowledge of different equipment brands, models, and their specific maintenance requirements.

(c) Skilled in diagnosing and resolving equipment malfunctions efficiently.

(d) Familiarity with industry regulations and standards related to kitchen equipment maintenance.

(e) Strong communication skills and the ability to work collaboratively with our kitchen staff.

3.0 SECTION III GOVERNMENT/CONTRACT FURNISHED PROPERTY AND SERVICES

3.1 Government Furnished Property and Services. As part of this contract, the government will provide certain property and services known as Government Furnished Property and Services (GFPS) to support the successful execution of this contract. The purpose of GFPS is to ensure that the contractor has the necessary resources and facilities to fulfill their contractual obligations efficiently.

(a) The government shall provide adequate working space at equipment location, including heat, lights, ventilation, electrical current and outlets.

(b) The government will be responsible for the maintenance and repair of GFPS items, ensuring they are in proper working condition. The contractor should promptly report any issues or malfunctions to the designated government representative.

(c) The government will allow access to facilities, utilities, communication infrastructure, or other necessary services required for contract performance.

3.2 Contractor Furnished Property and Services. Except for those items or services specifically stated in section 3.1 as government furnished, the contractor shall furnish everything needed to perform this contract according to all its terms.

4.0 SECTION IV GENERAL INFORAMTION

4.1 Reporting of Contractor Personnel. Contractor service personnel shall report to the Nutritional Medicine Flight diet office, located on the lower level of building 5995, room LH111, prior to and upon completion of services. Nutritional Medicine can be reached at 907-580-6210. All emergency services performed shall be annotated on the attached Emergency Performance Evaluation/Completion Statement document and coordinated with Nutritional Medicine.

4.2 Hours of Operation. Normal Hours of Operation. The contractor shall perform scheduled and unscheduled maintenance services during the following hours: 0500-2000 Monday through Friday.

Weekends & Holidays. Work performed on weekends or holidays shall be classified as emergency maintenance. There are (10) federally observed holidays each year. They are New Year’s Day (observed 1 January), Martin Luther King’s Birthday (observed the third Monday in January), President’s Day (observed the third February), Memorial Day (observed the last Monday in May), Independence Day (observed 4 July), Labor Day (observed the first Monday in September), Columbus Day (observed the second Monday in October), Veterans Day (observed 11 November), Thanksgiving Day (observed the fourth Thursday in November) and Christmas Day (observed 25 December).

4.3 Warranty. The contractor shall provide 90-day parts and labor warranty (additional manufacturer parts warranties must be presented by the contractor to the equipment custodian).
