About this file

This is a Statement of Work (SOW) for the Western Area Power Administration (WAPA) to procure SF6 gas cart training for high voltage electricians. The training will be conducted at three maintenance facilities (Elverta, Redding, and Tracy) in California, with two-day classes scheduled in calendar years 2025 or 2026, each running from 0800-1700 hours. The training requires a maximum of 8 students per class and will cover both classroom and hands-on instruction focused on SF6 gas handling, cart operation, safety protocols, and environmental regulations.

The contractor must provide certified DILO SF6 cart instructors with minimum two years of training experience, develop comprehensive training materials, and create an electronic quick reference guide. The training objectives include improving employee proficiency, reducing damage claims, ensuring compliance with OSHA and environmental regulations, and teaching zero-emissions approaches to SF6 gas handling. WAPA will supply the classroom spaces, SF6 gas carts, and electrical power, while the contractor is responsible for all instructional materials, equipment labeling, and training execution. Proposals must include cost, training methodology, and instructor resumes demonstrating required qualifications.
