The use of airborne GPS (ABGPS), an inertial measurement unit (IMU), and ground control is required. The
County will supply 45 photo-identifiable ground control points distributed throughout Greenville County as shown in Attachment C. These control points consist of coordinates, elevations, and field reference photos acquired in December 2017 under the supervision of a Professional South Carolina Land
Surveyor. The South Carolina Geodetic Survey’s VRS and Topcon GRS1 GNSS/GPS receivers were used to obtain an accuracy of three centimeters. The control points and reference photos will be provided to the selected Vendor only.
The horizontal reference for the project will be NAD 1983 (2011), S.C. Single Zone State Plane Coordinate
System, with units expressed as International Feet (1 foot = 0.3048 meters). The vertical reference shall be NAVD 1988 (GEOID18) with units expressed as US Survey Feet (1 foot = 0.3048006 meters).
Aerial Photography
Environmental Conditions
It shall be the responsibility of the Vendor to obtain leaf and snow free vertical aerial photography between February 1 and March 8 of each flying season. Photography shall be acquired when skies are clear, free from turbulence, wind shear, and excessive smoke or haze. The ground shall be free from standing water, and/or snow. Photography shall be flown only during that portion of the day when the sun is 33 degrees or more above the horizon, generally between the hours of 10:00AM and 2:00 PM, Eastern Standard Time. Cloud or cloud shadows shall not appear on more than 5 percent of the area in any one photograph nor shall photography contain objectionable shadows caused by relief or low solar altitude.
Flying Height and Ground Sample Distance (GSD)
The flying height and GSD shall be appropriate to meet or exceed the horizontal accuracy specified in Positional Accuracy and Image Resolution (p.11) and produce a final orthophoto image resolution of six inches on the ground. Additionally, a flying height shall be selected that avoids noticeable atmospheric degradation of image quality.
Respondents must provide flying height and ground sample distance (GSD) in the proposal.
Aircraft/Camera/Sensor System
All photography will be acquired using a tested and calibrated large format strip or frame-based aerial sensor with 4-band direct image capture capability.
Respondents must specify, in detail, the brand and specifications of the camera system to be used along with a description of the aircraft, sensor mount, inertial measurement unit (IMU), airborne
GPS and antenna, camera/sensor hardware, focal length, the bit depth per color channel captured by the sensor, and a manufacturer’s calibration report for the sensor system.
Flight Plan
Flight lines and, if applicable, individual exposure stations shall be spaced to ensure sufficient side and end overlap to provide full stereoscopic coverage of the entire project area. In particular, overlap shall be sufficient to minimize excessive building lean. If a frame based camera system is used, end lap shall be greater than or equal to 60 percent and side lap shall be greater than or equal to 35 percent. While collecting imagery, crab of the sensor shall not exceed three degrees measured with respect to both lines of flight. This includes relative crab between any two successive exposures. Tilt of the sensor from a vertical position shall not exceed three degrees, nor shall it exceed five degrees between successive exposure stations. Average tilt over the entire project shall not exceed one degree.
If a “push broom” type sensor is used, the maximum speed over the ground shall not exceed manufacturer’s guidelines. Visible image smear is not acceptable.
Respondents shall include an Image Collection Plan in their proposal which contains a map of flight lines and the project area and specifies the flying height and speed of the aircraft over the ground, ground sample distance, and image overlap.
Re-flights
Raw imagery shall be reviewed by the vendor as soon as possible subsequent to a completed flight mission. Within three days of a flight mission, the Vendor shall confirm, in written form, compliance with aerial imagery collection specifications in the Aerial Photography section (p.
7). Imagery that does not meet specifications shall be corrected by the Vendor at no additional cost to the County. Replacement imagery shall be acquired within one week of the original flight
(provided environmental conditions exist as specified in the Environmental Conditions section (p.7), using the same camera/sensor system.
Analytical Aerial Triangulation
Densification and extension of ground survey control will be accomplished by fully analytical aerial triangulation (FAAT) software and correctly applied soft-copy photogrammetric methods. Only experienced photogrammetrists shall be employed on this project. The Vendor is responsible for designing an aerial triangulation (A/T) process that will meet or exceed accuracy requirements specified in the Positional Accuracy and Image Resolution section (p.11).
Upon completion of aerial triangulation work, the Vendor will prepare and submit a triangulation report to the County that includes triangulation adjustment output showing residuals and accuracies achieved. This report should be provided in electronic form and must be submitted prior to beginning digital orthophoto production.
The Responder shall include a description of the A/T process and software to be used in the proposal.
Aerial LiDAR Survey

IMU and AGPS. It must be capable of detecting multiple discrete returns per pulse with a minimum of 4 plus the last return.
Responder must provide a detailed description of the procedures that will be used to calibrate the system and prevent AGPS/IMU drift inaccuracies.
Environmental Conditions
LiDAR data shall be collected between January 1 and March 8 of each flying season (leaf-off). Data shall be acquired when skies are free of clouds and fog between the aircraft and the ground. The ground shall be free from snow, standing water, or any type of surface inundation. Flights should not occur during periods of heavy smoke, haze, excessive cross winds, or turbulence.
Flight Plan/Pulse Density
First return data shall have a Nominal Pulse Density (NPD) of 2 points/m2 or greater for the geometrically usable part of swaths, excluding acceptable data voids. The scan angle should not exceed a field of view (FOV) of 50 degrees (+/- 25 degrees from nadir). Swath overlap must be twenty percent or greater to insure there are no data gaps between usable portions of swaths.
Any deviation from the above specifications shall be fully described and supported in the Response.
Data Voids
First return gaps in the point cloud, within a single swath, and greater than 8 square meters (4 x
ANPS)2 are not acceptable unless caused by bodies of water, areas of low near infrared reflectivity, or unless the gaps are appropriately covered by adjacent swaths.
Spatial Distribution of Points
LiDAR collection shall be planned and executed to produce an aggregate first return point cloud that approaches a uniform and regular distribution, free from clustering.
Point Cloud Specifications
The raw point cloud shall be classified per the standard ASPRS classes shown in Table 1.

Horizontal accuracy, reported as RMSEH, should be closely aligned with the estimated values presented in Table B.8 of the ASPRS Standards for the actual flying height used in this project. Responders must clearly state the expected horizontal accuracy that will be achieved in their response to this RFP.
The Responder shall provide a detailed description of the LiDAR planning, acquisition, processing, and quality assurance process, including a discussion of each of the above requirements.
Digital elevation Model (for 2026 only)
Methods
A digital elevation model (DEM) for ortho image rectification shall be developed from the LiDAR mass points at a density level necessary to support final orthoimagery production. Hydro-flattening is not required for this DEM as it is intended to be used only for orthorectification.
Accuracy
The vertical accuracy of the DEM shall be sufficient to obtain the required accuracy of the final orthoimagery specified in the Positional Accuracy and Imagery Resolution (p.11).
The Responder shall provide a description of the process used to produce the ortho DEM including quality control procedures, vertical accuracy that will be achieved, and final grid size.
Digital Orthophotography
Digital orthophotography processing, testing, and accuracy reporting shall be conducted in general compliance with ASPRS Positional Accuracy Standards for Digital Geospatial Data, Edition 2, Version 2
(2024).
Positional Accuracy and Image Resolution
Horizontal accuracy of the orthoimagery, expressed as RMSEH, shall meet or exceed the ASPRS
Standards (2024) for the 15 cm Horizontal Accuracy Class as shown in Table 3.
Table 3. Required Horizontal Accuracy
RMSEH (cm) Orthoimage Mosaic Seamline
Maximum Mismatch (cm)
15.0 30.0
The final ground resolution of the orthoimagery shall be six inches per pixel.
Image Rectification
The rectification process shall involve the solution of the appropriate photogrammetric equations for each pixel in the output image. It will not be permissible to solve photogrammetric equations at anchor points and then warp the content of the original image between anchor points.
The interpolation (or resampling) of intensity values from the input image to the output image shall be accomplished using the cubic convolution algorithm or equivalent. Use of nearest neighbor or bilinear algorithms is not acceptable.
Image Quality
Brightness
Image brightness shall be represented by 256 intensity levels of red, green, and blue. There shall be no areas of an orthophoto where the process was incomplete due to image gaps or “hot spots” due to overexposure.
Radiometry
Image brightness, contrast, and color balance shall be adjusted to be visually consistent countywide. There shall be no visual edge or seam between adjacent imagery. Radiometric adjustments should not compromise the accuracy, clarity, or resolution of the orthoimagery.
Mosaicking/Edge Matching
Mosaicking shall be accomplished using both automated and interactive methods. The sole use of fully automated methods is not acceptable. Mosaic join lines shall not cross through buildings, bridges, or other structures considered a visual entity and should follow features such as roads, tree lines, water bodies, etc. when possible. Features on the ground, such as roads and railroads, along the seam of two adjacent images, should edge-match with a feature displacement of less than 30 cm. Neither positional accuracy nor image quality shall be affected by interior or edge mosaicking. Acceptable mosaicking must produce quality orthoimagery of consistent tone, brightness, and contrast and must do so without obvious join lines.
Shadows
Shadows that result in 30 percent or more of ground features to be un-interpretable, in shadow areas, are not acceptable.
Acceptance Standard
Prior to undertaking full digital orthophoto production, the Vendor shall furnish the County with sample digital images to evaluate and accept as examples of overall image quality. The County will select one image, which will become the standard to which all subsequent digital orthophotos will be compared for acceptance/rejection relative to image quality.
Inherent Quality Issues
Imagery should be free of moderate to severe ghosting and excessive distortion of elevated surfaces.
The County will provide the selected vendor with a file geodatabase containing 18 bridges and overpasses that must appear distortion free in the final imagery.
Describe how image quality issues such as bridge displacement, shadow contrast, and other undesirable characteristics of digital orthophotography will be addressed in the proposal.
3.5. Deliverable Product Specifications
All data products shall be referenced to the South Carolina State Plane Coordinate System, as specified in Project Control (p.6).
All final data products shall be delivered as complete, countywide datasets (no incremental deliveries of final deliverables). Final orthoimagery and LiDAR data deliveries must be received by April 15th of each contract year.
Aerial Imagery Collection Report
Within three days of completing any photo mission, the Vendor shall submit a quality control report to the County, confirming compliance with aerial imagery collection specifications as specified in Aerial Photography (p.7). This report should be submitted as a PDF.
Airborne GPS (ABGPS)
At the conclusion of photography and ABGPS data acquisition, the Vendor shall submit an
Airborne GPS Project Report. The report shall include a narrative of the GPS data collection and processing methods, results, quality control statistics, and summary of the overall quality of the sensor coordinates. The report will also include an ESRI File Geodatabase containing points of the
GPS coordinates collected. For each point, the ABGPS feature class table will include the date, time of day, flight line number, the x coordinate, the y coordinate, and the altitude, per the database design per Section 3.9 Physical Database Design. The report shall be submitted in electronic format.
Aerial Triangulation Report
Upon completion of all aerial triangulation work, the Vendor shall prepare and deliver an aerial triangulation report as specified in Analytical Aerial Triangulation (p.8). This report must be submitted prior to beginning orthoimagery production and should be submitted as a PDF.
LiDAR Acquisition and Accuracy Report
Prior to point classification, the Vendor shall submit a post-survey report describing absolute and relative vertical accuracy achieved, horizontal accuracy, details of system calibration checks, actual sensor parameters used, and flight line trajectories. The report should be submitted as a
PDF.
Classified LiDAR Point Cloud
The Vendor shall deliver the processed LiDAR Point Cloud classified as shown in Table 1 in Point
Cloud Specifications (p.9). These data shall be fully compliant with ASPRS LAS Specification, v1.4-
