About this file
This is a notice of sole source procurement issued by Mt. Hood Community College regarding a contract with the Digital Credentials Institute (DCI) of Madison College for Phase II implementation of an Employability Skills Digital Badging Framework across nine Oregon community colleges participating in the SCC Grant Oregon Consortium. Phase I of the project ran from May 2022 through March 2023 and involved bi-weekly collaborative meetings to develop criteria, rubrics, and badge images for 18 employability skills badges. Phase II is a two-year pilot project requiring DCI to develop 18 digital badge image templates that will be customized into nine sets for each consortium college, resulting in 162 total images and templates. DCI will administer the issuance of digital badges through the Credly badging platform on behalf of all nine colleges during the pilot period, with quarterly data and analytics reporting. The ultimate objective is to demonstrate the value of the digital badging framework to support a future competitive state-level solicitation for a statewide badging initiative across all 17 Oregon community colleges.
The estimated total contract cost is approximately $150,000. Mt. Hood Community College designated this as a sole source procurement, and any entity wishing to protest this procurement determination was required to submit a certified written protest prior to 4:00 PM on March 17, 2023. Phase 1 began in May 2022 and has continued through March 2023. Phase 1 involved bi-weekly meetings of the consortium college staff/faculty and DCI to develop the badging framework that would be piloted in Phase II of the project. Initial badge images have been drafted for the 9 consortium colleges.

It will involve developing 18 digital badge images templates that will be then developed into 9 sets of the 18-badge template for each of the 9 colleges (total 162 images and templates) to issue the badges. DCI will fully administer the issuing of the digital badges through the Credly badging platform on behalf of the 9 SCC Grant Consortium colleges during the pilot.
