PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY

NOTICE THAT WILL BE ISSUED

This procurement is being conducted in accordance with FAR Part 8.4, Federal Supply

Schedules. The Department of Homeland Security, Federal Emergency Management

Agency (FEMA), intends to competitively award a Blanket Purchase Agreement (BPA) as a result of this notice. This procurement is designated for General Services Administration

(GSA), Schedule 70, Contract Holders only. The FEMA Acquisition Operations Branch is the contracting office for this procurement and the resulting contract administration. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov in order to receive Government awards. The applicable NAICS

Code is 518210, Data Processing, Hosting, and Related Services. The period of performance of the resultant BPA is expected to be a twelve (12) month base period of performance with four (4) twelve (12) month option periods, for a total of sixty (60) months, if all options are exercised.

SOLICITATION EXISTS AT THIS TIME.

BACKGROUND: The Federal Emergency Management Agency’s (FEMA) has a requirement to obtain Digital Communication Platform and Content Support Services for the Office of External Affairs (OEA). Support shall cover ongoing development and maintenance support of all of OEA’s external websites, the FEMA mobile app, and the digital asset management system and related systems and services.

The FEMA websites managed by OEA facilitate and enhance the delivery of Agency information, products and services to FEMA customers, including emergency managers, disaster survivors, first responders, and the public. The content provided also shares the strategic/mission best practices within the Agency, and when practicable, reduces user efforts to access or complete tasks within FEMA enterprise applications.

Support services are required to provide digital communication and content support services to accomplish the following objectives:

• Websites New Development, Updates, and Maintenance

• Mobile App New Development, Updates, and Maintenance

• Digital Asset Management System Development, Updates, and Maintenance

• Graphic and User Experience Design

• Text Messaging Platform and Service Support

• Disaster Related Activities

This Sources Sought synopsis notice should not be construed in any manner to be an obligation to issue a contract or result in any claim for reimbursement of costs for any effort you expend in responding to this request. Any future solicitation package will also be made available on GSA e-Buy. Interested parties who do not respond to this notice before 12:00 p.m. on the due date of Friday, May 1, 2020 are solely responsible for monitoring the GSA website for the release of a solicitation package, and/or any updates/amendments.
