About this file
This Statement of Work (SOW) details Portsmouth Naval Shipyard's requirement to lease a portable, diesel-powered Ultra High Pressure (UHP) water jet system with specific technical and operational specifications. The system must be trailer-mounted, capable of operating at 20,000 PSI with a 20 GPM flow rate, and function in ambient temperatures ranging from -10°F to 110°F without additional shelter. Key requirements include a diesel engine, double-wall fuel tank with secondary containment, an operator control panel with automatic shutdown features, and safety mechanisms like rupture discs and emergency stop capabilities.
The contractor will be responsible for equipment delivery, startup, commissioning, training, and comprehensive maintenance throughout the lease period. This includes providing technical instructions, preventative maintenance schedules, weekly equipment inspections, and emergency repair services within 12 hours of notification. The equipment must meet specific technical standards, such as NEMA 3 electrical components and compliance with National Electrical Code and ASME requirements. Contractor personnel must be US citizens and will be subject to shipyard security protocols. The SOW emphasizes the need for a robust, reliable UHP water jet system suitable for marine industrial environments.
