1. SCOPE
1.1 Intent. This work item describes the requirements for the Contractor to overhaul a Delmag Model D6-32 Diesel Hammer.

3. REQUIREMENTS
3.1 General.
3.1.1 Condition Found Report (CFR). The Contractor shall submit a CFR for the inspections listed in the following paragraph(s):
· 3.2.2.1 Hammer visual inspection results and component repair/renewal list.
3.1.2 Tech Rep. Not applicable.
3.2 Diesel hammer overhaul particulars. The Contractor shall perform the work specified below in accordance with the references listed in Section 2:
3.2.1 Hammer definition. For the purposes of this work item, the diesel fired hammer assembly includes, but is not limited to: the impact block, striking weight, upper and lower cylinders, lube oil and fuel pumps, guides, tripping device, and associated hoses, connections and hardware.
3.2.2 Inspection. The Contractor shall completely disassemble the hammer and pile driver assembly to conduct a comprehensive inspection of all components. Clean all subcomponents to facilitate inspection, assessment, and reassembly. Visually inspect all surfaces of each subcomponent, noting all wear and damage.
3.2.2.1 Contractor shall submit a CFR of inspection results in thorough detail to document condition of diesel fired hammer. Include in the CFR a list of recommended parts for renewal, a list of parts that require refurbishment, and all associated labor hours. Itemize pricing for each component and labor task separately. Do not include items called out in paragraph 3.2.3, which are renewed regardless of condition and are within the scope of the original bid.

In accordance with Coast Guard Technical Publication 3124, SWBS 573, Maintenance and Operating Manual for Delmag Model D6-32 Diesel Hammer, no substitute replacement parts/components are acceptable.
3.2.3 Component renewal. The Contractor shall renew the following components:
· All hoses and associated hardware.
· All filter nozzles.
· All gaskets, o-rings, and seals.
· All fluids.
· Guides (if missing)
· Tripping Devices (if missing)
3.2.4 Wire rope. The Contractor shall inspect, pull test, and certify two (02) safety wire ropes. Submit a CFR detailing existing condition and providing certification documents.
3.2.5 Preservation. The Contractor shall prepare and coat all exterior and interior surfaces, as applicable, to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, paragraph 3.1.13 (Touch-ups and minor coating repairs).
3.2.6 Reassemble and groom. The Contractor shall completely reassemble the diesel fired hammer assembly using components that were renewed and repaired. Visually inspect all components upon reassembly. Ensure all reservoirs are properly filled and no leaks are present. Ensure that system is properly lubricated by performing all tasks in Section 6 of TP 3124. Every component that is designed to receive grease shall be properly lubricated. Document results with a CFR.
3.2.7 Testing. The Contractor shall perform the following to test the overhauled diesel fired hammer assembly:
3.2.7.1 Test the compression in accordance with paragraph titled ‘Testing the compression’ on page 9-5 of TP 3124. Satisfactory result is three or greater rebounds. Document results in CFR.
3.2.7.2 Prior to performing operational test of the diesel fired hammer assembly, bleed the fuel pump and injection valves in accordance with Section 7, paragraph 2 of TP 3124. Blow out hammer upon completion in accordance with Section 7, paragraph 3 of TP 3124.
3.2.7.3 Perform an operational test of the hammer. Fire the hammer a minimum of 15 times on each fuel pump setting, noting the change in performance with each new setting. Exercise equipment demonstrating that all subcomponents function as designed, including but not limited to fuel pump and tripping device. Document results in CFR. Upon successful completion of test, blow out and clean hammer.
WARNING
Diesel fired hammer must be configured with lead, helmet, and refusal pile or a suitable test stand that will ensure no damage comes to the hammer, equipment, or personnel. Do not fire hammer without a test rig that can absorb impact of hammer blows.
3.3 Final report. Upon completion of work, provide a final report documenting arrival condition, maintenance tasks completed and components repaired/renewed, final testing results, and any other supplemental forms relevant for the hammer’s maintenance history to the KO.
3.4 Preservation, packaging, and marking. Preservation of the diesel fired hammer assembly shall be in accordance WITH MIL-STD-2073- L E METHOD 10 and as below:
3.4.1 Preservation. To prepare diesel fired hammer for travel, install safety/protection clamps, covers, screws, and caps in accordance with Section 3 of TP 3124.
3.4.2 Packaging. If shipping weight is less than 1000 pounds, packing shall comply with ASTM D6880/D6880M-11 Class 2 Style 2 with skid mounts. If the shipping weight is greater than 1000 pounds, the packing will comply with ASTM D7478/7478M Type 2, Class 2, Style A with skid mounts.
3.4.2.1 INDIVIDUALLY PACKAGED IN ACCORDANCE WITH MIL-STD-2073- L E METHOD 10, UTILIZING CUSHIONING, BLOCKING AND BRACING INSIDE A TYPE V, STYLE B COVERED REUSABLE CRATE WITH LAG BOLTS CONFORMING TO ASTM D6039. THESE HAMMERS MUST BE CRATED TO PROTECT THEM FROM MULTIPLE CROSS-COUNTRY SHIPMENTS. All components shall be protected from physical damage and mechanical malfunction The materials selected for all blocking and bracing, and the design and application thereof, shall be compatible with the item and its bearing load limitations. Materials shall be as clean and as dry as practicable.
3.4.2.2 The diesel fired hammer and GFP lead shall be packaged in their own individual wooden shipping container.
3.4.3 Marking. The marking described herein shall be placed on the longest two sides of each box on opposite ends. Each container shall be marked in legible ½-inch to ¾-inch high black waterproof print on a contrasting background.

3.4.4 Bar coding. U.S. Coast Guard requires bar coding of the NSN, in accordance with ISO/IEC 16388-2007 Code 39 Symbology.
3.4.4.1 The Bar Code Label can be applied separately or as part of the marking required in paragraph 3.4.3.
3.4.5 Shipping. The Contractor shall ship, and deliver the parts and components to the government address specified in paragraph 3.4.5.1. Notify the Contracting Officer Representative (COR) and Contracting Officer about the shipment 7 days in advance. Provide timely shipping information to COR including the name of the shipping company, date of shipment leaving Contractor’s facility, and expecting arrival date and time at the government facility. No shipment shall arrive outside of government normal business hours as determined by the Contracting Officer.
