Statement of Work
Dielectric/IR Testing Equipment
The requested simplified acquisition is to procure Dielectric/IR Testing Equipment. The purpose of a dielectric strength test is to reach the point of breakdown, or failure. This happens when the material experiences a sudden change in its resistance to the test voltage. The level of voltage where the barrier allows current to flow is the dielectric strength of the material. The current equipment in the Ballistic Test Branch (R36) are over 15 years old and are single units (one Dielectric (ACW/DCW meter and one Insulation Resistance (IR) meter). If a current testing unit fails to operate, there is no backup.
The new proposed model (HyPot 7850) is manufactured by Associated Research. Proposed equipment is a single unit that can perform testing simultaneously and is computer controlled.
The new model is upgraded with current technology including; all digital and programmable, touchscreen interface, automatic testing, can be computer programmed, and allows for report generation posttest. Ultimately, this new equipment will give the Ballistic Test Branch (R36) the ability to do Dielectric and Insulation Resistance testing in a significantly more productive manner. This equipment will expand and enhance testing capabilities of the department, thus, closing some of the technology gaps and lags currently present in testing.
The lists below detail the requirements for the Dielectric/IR equipment.
