About this file

This is a Justification for an Exception to Fair Opportunity document approving a sole-source task order award to Motorola Solutions for Enterprise Land Mobile Radio (ELMR) system support and maintenance services at Andersen Air Force Base, Guam. The contracting activity is the 36th Contracting Squadron, and the purchase request number is F1C23D5335A001. The exception invoked is FAR 16.505(b)(2)(i)(B), which addresses situations where only one awardee is capable of providing supplies or services at the required level of quality because the supplies or services are unique or highly specialized.

The requirement is for a Firm Fixed Price contract covering preventative and corrective maintenance for existing ELMR hardware and software, including radio frequency repeaters, dispatch and management equipment, subscriber portable and mobile radio maintenance, and associated infrastructure support for 36 MSG DET 1, Diego Garcia. The contract encompasses an initial one-year basic period with three optional one-year periods and the option to extend services up to six months under FAR 52.217-8. Current services are being performed by Motorola Solutions under Contract FA524020P0021, with the period of performance from September 8, 2020 through September 7, 2025, and an option extension executed on September 5, 2025 with completion by March 8, 2026. The justification establishes that Motorola is the only vendor capable of providing these mission-critical services due to proprietary hardware, software, firmware, and ASTRO 25 patented technology. Market research was conducted via Sources Sought posted on SAM.gov on June 10, 2025 (closing June 18, 2025), which resulted in only two vendor responses; one provided a capability statement but indicated multiple licensing limitations and dependency on Motorola as a channel partner, while another vendor did not provide sufficient information. The government determined that a complete replacement of existing Motorola equipment would exceed $10 million in costs and that maintaining the current system is the most cost-effective solution while ensuring mission continuity for all emergency agencies and day-to-day operations at Diego Garcia.
