About this file
This Request for Proposals document is issued by Dickenson County Public Schools (DCPS) in Virginia for the procurement of healthcare and prescription drug programs effective July 1, 2026. DCPS is soliciting written proposals from qualified providers including Third Party Administrators (TPAs), reinsurers, and fully insured carriers. The RFP seeks comprehensive coverage for both healthcare and prescription drug benefits for the school division's employees and their dependents. Technical questions and requests for clarification must be submitted via email directly to the designated Advisor, with responses provided individually to the inquiring proposer only and not shared among other respondents. The document establishes the framework for evaluating proposals and selecting a vendor to administer healthcare and prescription drug programs under a multi-year contract beginning July 1, 2026.
The RFP accepts proposals from multiple provider types, allowing DCPS flexibility in selecting from traditional fully insured arrangements, TPA-administered plans with separate reinsurance, or other risk-sharing models. As a school division procurement, the contract will be subject to Virginia public procurement regulations and competitive bidding requirements. The effective date of July 1, 2026 indicates this is a forward-looking solicitation with adequate lead time for vendor transition and implementation planning. Proposers should be prepared to demonstrate experience managing healthcare and pharmacy benefits for similar-sized public sector employers and provide detailed pricing, plan design options, and administrative service capabilities in their proposals.
