About this file

This is a Sole Source Request Form (24-103-205, C.R.S.) submitted by the Colorado Division of Public Safety, Colorado State Patrol (CSP) STIS division, requesting authorization to procure specialized Commercial Motor Vehicle (CMV) training services from Diamondback Specialized CMV Training. The request, submitted by Program Assistant Natalie Satterwhite under Program Manager Captain Aaron Robertus, seeks to host a one-of-a-kind specialized CMV training course at the CSP Training Academy. The training is designed to enhance officers' ability to identify, interdict, and investigate the transportation of illegal narcotics and contraband using CMVs, addressing the growing use of commercial vehicles by Drug Trafficking Organizations to move illicit substances across jurisdictions. The course will provide advanced instruction on behavioral indicators, criminal trends, document analysis, vehicle inspection, and interview techniques specific to CMV operations, with hands-on training utilizing actual trapped CMVs. The procurement is a one-time purchase with a total estimated cost of $54,995 in services, with approval valid until June 30, 2027.

The sole source justification is based on Diamondback Specialized CMV Training being the sole proprietary owner, developer, and exclusive provider of this specialized hands-on CMV training program in the United States, possessing the proprietary curriculum, specialized fleet configuration, and certified instruction model required to meet CSP's operational requirements. No cost or price analysis, comparison to catalog/market prices, or historical price comparison was conducted; the agency has determined prices to be fair and reasonable through alternative means as required by 24-103-403 C.R.S. and 24-30-202 C.R.S. The request indicates no actual or potential conflict of interest and was processed with approval determination of sole source approved on September 16, 2026.

A sole source procurement is justified when there is only one good or service that can reasonably meet the need and there is only one vendor who can provide the good or service. A requirement for a particular proprietary item (i.e., a brand name specification) does not justify a sole source procurement if there is more than one potential bidder or offeror for that item. Note: If this sole source is for services greater than $100,000, posting on an electronic procurement system may be required in accordance with §24-106-103(5) C.R.S.

Description of Goods/Services: In accordance with the STIS Mission, Governor’s WIG in reduction of overdose deaths, and the CSP Strategic Plan, we are requesting to host a specialized Diamondback Commercial Motor Vehicle (CMV) training at the CSP Training Academy. This specialized course is a one-of-a-kind opportunity as the vendor provides hands-on training with actual trapped CMVs. This course is

designed to enhance the ability to identify, interdict, and investigate the transportation of illegal narcotics and contraband using CMVs. Drug Trafficking Organizations (DTOs) increasingly utilize CMVs to move large quantities of illicit substances across jurisdictions, exploiting the complexity and volume of legitimate freight traffic. This training directly supports proactive interdiction efforts and public safety objectives.

CSP often encounters CMVs; however, effective interdiction requires specialized knowledge beyond standard traffic enforcement training. This course will provide advanced instruction on behavioral indicators, criminal trends, document analysis, vehicle inspection, and interview techniques specific to CMV operations.

No other training company in the US provides hands-on CMV training.
