About this file
This is a Justification Review Document for awarding a sole source contract for Defense Intelligence Agency (DIA) Global Data Center Warranty and preventative maintenance services.
The contract will be awarded to Schneider Electric Federal as a non-competitive Firm Fixed Price (FFP) contract with an estimated value and 12-month performance period from September 23, 2026 through September 22, 2027. The requiring activity is DIA Headquarters at Joint Base Anacostia-Bolling in Washington, DC, with the contracting activity being the U.S. Army Corps of Engineers (USACE) Engineering and Support Center in Huntsville, Alabama. The contract will be funded using FY26 Operation and Maintenance (O&M) funds, with anticipated award by September 22, 2026. The requirement covers warranty coverage, replacement parts, software services, and technical support for Schneider Electric American Power Conversion (APC) power and cooling infrastructure deployed across multiple DIA data centers worldwide, including APC InRow cooling systems, Power Distribution Units (PDUs), and Uninterruptible Power Supply (UPS) units. The justification cites 10 U.S.C. 3204(a)(1) under FAR 6.103-1 (Only One Responsible Source) as the authority for sole source award based on the proprietary nature of the equipment, exclusive OEM technical data rights, certification requirements, and lack of viable alternative vendors. Market research efforts, including an RFI and public notice of intent to sole source, yielded zero responses from competing vendors, confirming no effective competition exists. The Government anticipates no protests have been received to date.
