The property required is available on one or more open contracts, but my Agency wishes to purchase from a different vendor. Property* Describe the property you are seeking
One (1) TouchPoint Medical TPM-C-30083 secured electronic medication dispensing/storage cabinet system (or current equivalent TouchPoint Medical model), to be installed at GA-C. Includes controlled and logged user access, medication inventory and expiration tracking, separate storage for controlled, legend, and OTC medications, and VPN connectivity to interface with the existing companion dispensing unit located in the pharmacy.
Justification* Check all that apply
Sole source provider of a licensed or patented good or service
Sole manufacturer AND distributor
Sole provider of factory-authorized/warranty service
Sole provider of items that are compatible with existing equipment, systems, programs, etc.

Business Need* Describe the Agency's business need for the requested property https://adminrules.idaho.gov/rules/current/38/380501.pdf
DHW must replace an aging medication dispensing unit at GA-C that provides secure after-hours and weekend medication access when the pharmacy is closed. The replacement must interface via VPN with the existing pharmacy companion unit to keep inventory, access logs, and controls synchronized.
This field has a 300 character limit
Description* Describe what makes the identified property unique. Why is it the only property that could meet your business need?
The existing GA-C dispensing unit operates as a networked companion to a unit already installed in the pharmacy, linked by a dedicated VPN so that medication inventory, transaction history, and user access records stay synchronized between the two locations. TouchPoint Medical's TPM-C-30083 uses the same proprietary network and software architecture as the existing pharmacy-side unit and is the only equipment confirmed to interface with it without modifying or replacing the pharmacy unit as well. A different manufacturer's system would require replacing both units to achieve a working companion interface, which exceeds the scope and funding of this request.
Alternatives* Describe the research you conducted to identify other potential property/sources. What potential alternatives did you find and why will they not meet the Agency's business needs?
The agency identified two vendors serving this market: TouchPoint Medical (formerly Med-Dispense) and BD Pyxis (Becton Dickinson). BD Pyxis Pro MedStation specifications were obtained and reviewed (attached), but Pyxis units use a proprietary architecture that is not compatible with the existing TouchPoint-linked pharmacy companion unit. Selecting Pyxis would require simultaneously replacing the existing pharmacy unit to restore companion connectivity, which is outside the scope and budget of this request. No other vendors offering compatible companion-linked dispensing equipment were identified.

Notes Prior unit was purchased circa 2008 (VPO 4973 / VRQ3908). No solicitation or contract number is on file; agency records only go back to 2013.
Although a specific number cannot be located, the agency believes the original purchase was made through a solicitation. Estimated budget:
$63,000. BD Pyxis Pro specifications and a TouchPoint Medical TPM-C-30083 drawing/quote were reviewed as part of the alternatives research and are attached.
