INTENT TO SOLE SOURCE – DHS-20-0020 - FIOAXpress

This is a notice of intent to Sole Source. The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Departmental Operations Acquisitions Division and Privacy Office (DOAD-PRIV) intends to procure on a non-competitive, sole source basis with Deloitte Consulting, LLP, 1919 N. Lynn Street, Arlington, VA 22209, for the procurement of services for the Deloitte Disclosure to acquire a Software as a Service (SaaS) platform for an enterprise-wide Freedom of Information Act (FOIA) and e-Discovery system to support processing FOIA and Privacy Act requests and managing the growing demand for public disclosure of information and providing ongoing maintenance support services in a FedRAMP environment. This requirement will result in a firm-fixed price Task Order. The period of performance is for one (1) 12-month base year with four (4) 12-month option years.

The Privacy Office is responsible for DHS-wide disclosure policy development, training, and Freedom of Information Act (FOIA) processing for senior-level Headquarters offices. DHS consistently receives the largest number of FOIA requests of any federal department or agency, receiving almost 40 percent of all requests within the Federal Government. Given the volume and complexity of the matters that are handled, it is necessary to acquire the SaaS services, proprietary analytics software, as there is an urgent need in the Department to consolidate and fully integrate e-Discovery systems to take full advantage of artificial intelligence capabilities because of the growing complex workload due to the issuance of DHS’s Executive Orders.

This notice of intent is NOT a request for competitive proposals or quotations; however, all responsible sources may identify their interest and capability to meet this requirement and MUST be FedRAMP compliant. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government.

Responses shall be emailed to the Contract Specialist Akilah Bullock at Akilah.Bullock@hq.dhs.gov and copy the Contracting Officer Janice Brinkley at Janice.Brinkley@hq.dhs.gov no later than January 24, 2019. The subject line of the email shall read “Intent to Sole Source – DHS-20-0020”.
