About this file

This Limited-Sources Justification (LSJ) document outlines the Department of Homeland Security's (DHS) intent to award a follow-on task order to Guidehouse Inc. for ISO 9001 Post Certification Maintenance support services. The total contract value is $2,044,752, comprising a 6-month base period and two 3-month option periods. The task order will be issued under the GSA Multiple-Award Schedule (MAS) program, with services including maintenance of ISO 9001 certification, continual quality improvement, robotic process automation training, and process optimization for the Office of Financial Operations (OFO).

The justification emphasizes the critical need for continuity of services without interruption, as a break would jeopardize the organization's ISO 9001:2015 certification and ongoing operational changes. The document highlights that the current task order was competitively awarded, and this short-term, non-competitive follow-on will allow additional time to plan a larger, competitive follow-on effort. The contract will prevent gaps in critical services and leverage Guidehouse's existing knowledge and expertise in supporting DHS financial operations' strategic initiatives.

4. Authority and supporting rationale.

This acquisition is being conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies, in accordance with FAR 8.405-6(a), Limiting Sources. An award will be made in the interest of economy and efficiency as a logical follow-on to Task Order No. 70RDAD21FR0000119 pursuant to FAR 8.405-6(a)(1)(i)(C).

DHS competitively solicited and awarded Guidehouse, Inc., Task Order No.

70RDAD21FR0000119 under the GSA MAS using the ordering procedures at FAR

8.405. There has been no prior sole-source or limited source extensions of Task Order 70RDAD21FR0000119. It is necessary to limit competition for new work described herein as a logical follow-on to Task Order 70RDAD21FR0000119 to complete in-process maintenance and support work. The current contractor supports several critical organizational initiatives and operational requirements. These initiatives and ts ISO certification, comply with DHS financial operations policies, and adhere to quality processes and procedures to better serve their customers.

There is a critical and urgent need for continued support without a break in service. If there is a break in service, OFO will lose its ability to maintain their current quality management system and related quality processes and compliance with ISO standards which would result in a loss of 9001:2015 certification. OFO is in the middle of critical ongoing operational and organizational changes in line with their strategic plan support, OFO will not be able to complete the ongoing process changes that are required for OFO to align with organizational changes that are occurring and to provide customer service in compliance with its Quality Policy.

The short-term, non-competitive logical follow-on contract is necessary to prevent gaps in these critical service and allows OCFO additional time to plan and recompete a larger scope and size follow-on effort that helps meet future OCFO needs. Use of any other contractor on this short-term, logical follow-on bridge contract would involve a substantial duplication of costs and time and ultimately lead to delays that would s

The Contracing Officer will also compare pricing to the Independent Government Cost Estimate (IGCE) as well as the current pricing under Task Order No. 70RDAD21FR0000119 for similar services to ensure follow-on pricing is indeed fair and reasonable for this follow-on effort.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.

Market research was conducted as part of the acquisition process in awarding the current Task Order No. 70RDAD21FR0000119 as well as reviewed and revised for the the logical follow-on with Guidehouse Inc. Market research showed that issuing both the previous and current, follow-on solicitation utilizing GSA MAS accordance with FAR 8.405 was the best acquisition strategy to procure these 9001 Post Certification Maintenance support services for OCFO. The short-term, non-competitive logical follow-on task order is necessary to prevent gaps in these critical services and allows OCFO additional time to plan and recompete a larger scope and size follow-on effort that helps meet future OCFO needs.

7. There are no additional facts supporting the limited-sources justification.

8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made.

The current task order was competitively awarded under the GSA MAS and the pending follow-on long term solution will be competitively awarded as well with sufficient competition expected.
