11. STATEMENT OF DUTIES:

Background Botswana is a sparsely populated land-locked country with an estimated population of 2,346, 179 million (2022 Botswana Population and Housing Survey). According to the 2021 UNAIDS estimates, there are 374,729 people living with HIV (PLHIV) in Botswana. The Botswana AIDS Impact Survey V (BAIS V) revealed that Botswana has achieved the UNAIDS 95-95-95 targets by reaching 95-98-98. This means 95 percent of People living with HIV (PLHIV) know their status, 98 percent of those on treatment, and 98 percent of those virally suppressed. This notable national achievement masks differences in age, sex, geographic area and health care access that need to be addressed, especially with regard to specific sub-populations such as children, adolescent girls and young women (AGYW), Key Populations (KP), and men.

With the achievement of these milestones Botswana enters a new phase of its HIV response, one that will be more systems oriented and focused on sustaining these gains. The Government of Botswana’s (GoB) response to the epidemic has been very successful on many fronts and the United State Government (USG) has been a critical partner. The program comprises both public and private sector elements including non-government organizations (NGOs) but is heavily dependent upon the public sector delivery system. USG HIV/AIDS programs support the priorities of the GoB through supporting the implementation of the third National Strategic Framework for HIV (2018-2023) in the areas of HIV/AIDS Prevention which includes behavioral and biomedical prevention; HIV Care and Treatment, Supply Chain and Health Systems Strengthening.

In Botswana, the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) is an integrated U.S.

Government (USG) response led by the US Embassy – Department of State. USAID/Botswana works with the U.S. Centers for Disease Control and Prevention (CDC), Department of Defense (DOD) and the Peace Corps to implement the PEPFAR programs while the Department of State plays a pivotal role in coordinating all the PEPFAR efforts in the country.

Position Overview:

The Botswana Deputy Health Office Director fills a key management role. The Deputy Health Office Director supports the evolution of the health program and plays a key role in developing strategies and annual operational plans for the program. The Deputy represents USAID in the USG interagency leadership team and engages at a senior level with relevant health and development partners, including government counterparts and relevant line Ministry leadership, other development partners, and private sector partners, to advance the PEPFAR and USAID’s development objectives. The incumbent will provide management support to the Health Office and back-up to the Health Office Director, as necessary.

The Deputy Director also oversees USAID/Botswana’s PEPFAR portfolio of health systems strengthening activities to deliver impact on USAID’s health systems strengthening investments and to achieve and sustain HIV epidemic control. USAID/Botswana’s system strengthening portfolio is broad and currently includes community systems, supply chain, health care financing, human resources for health, civil society strengthening, and support to District Health Management Teams. The incumbent will be responsible for coordinating with the Ministry of Health, and other Ministries, and supporting current and new initiatives, such as the roll-out of the community health workers guidelines, revitalizing primary health care, and decentralization, among others.
