Responses to Questions

Q1. Will the Government consider offers from Contractors who propose to manufacture the product in a

Government owned manufacturing facility where there is a Cooperative Research and Development Agreement (CRADA) or similar relationship between the Offeror and the Government manufacturing facility?

A1. Any decision to submit a proposal is based upon the determinations by the Offeror. While the Government may consider all proposals that are submitted on time and meet the submission standards of the solicitation, it should be noted that this is a commercial acquisition requirement.

The Government has no interest in partnering in or developing any type of CRADA agreement at this time.

Q2. Paragraph 3 on page 15 of the RFP states, “ prior to the award of any contract, a potential awardee must have, or be able to obtain, an assurance from the NIH Office if Laboratory Animal Welfare, as well as, an accreditation from the Association for the Assessment and Accreditation of Laboratory Animal Care, or an equivalent agency.” If the animal testing will be performed at a subcontractor vendor site that is AALAC accredited and maintains the NIH-OLAW assurance, is the prime contractor also required to have these certifications/assurances.

A2. Prime contractors who subcontract animal work to other organizations, or use the facilities of another organization/company/or institution which is covered by a valid animal care and use assurance, may be required by the NIH Office of Laboratory Animal Welfare (OLAW) to establish an inter-institutional agreement with that subcontractor prior to the award of any contract.

Determinations and requirements for certifications and/or assurances will be decided by the OLAW division prior to award. In all instances, the prime contractor is required to ensure that all standards of safety and certification are met and maintained throughout the performance of any contract..

Q3. The RPP indicates that pProposals shall be submitted to the attention of the Contract Specialist. Is the address to submit proposals the same as that noted in Block 9 of the SF1449?

A3. That is correct. Proposals shall be submitted to the address noted in Block 9 and submitted to the attention of the Contract Specialist.

Q4. Please provide information regarding the required contents of the business proposal.

A4. Offerors are required to provide a signed SF1449 including any subsequent amendment documents; a response to the Price Schedule as noted in Attachment 2 of the RFP; a response to the Representations and Certifications; if required, a copy of the offerors Small Business Subcontracting Plan noted as attachment 4 to the RFP; and any information that the Offeror chooses to provide to support their pricing structure (please note the response to previous questions regarding the requirements for support documentation)

Q5. Are Offerors required to provide a copy of the Customer Past Performance surveys in the proposal?

A5. No. Responses to the Past Performance surveys are to be submitted by email, directly from the Offeror’s references.
