About this file
This document contains questions and answers from the GHT Requirement Briefings at the 2024 Alamo Ace event held on November 20, 2024. It covers eight questions related to various Defense Health Agency (DHA) contract opportunities including DHA Enterprise Teleradiology Services, Competitive Plans Demonstration, DHA Enterprise Coding, and Remote Health Readiness Program (RHRP).
Key details include: The DHA Enterprise Teleradiology Services anticipates releasing a draft PWS for industry review in Q4 2025 (July-August timeframe). The Competitive Plans Demonstration PWS is available via a provided SAM.gov link. For DHA Enterprise Coding, the current requirement for COR sign-off on contract coders will remain unchanged. Regarding RHRP, the government will consider suggestions to implement it as a CSO/OTA and potentially structure it as a multiple-award contract. While RHRP use is not mandatory, Reserve Components have consistently used these contracts for over 23 years. An RFI for RHRP was posted on SAM.gov but closed on November 22.

The following questions were received via the QR code following the GHT Requirement Briefings at the
2024 Alamo Ace event, held on 20 November 2024. The responses are provided below.
1.) QUESTION: Can I please get a copy of your slides?
RESPONSE: All presentations slides are posted and available on the SAM.gov website.
2.) QUESTION: Please provide access to the PWS for this opportunity? [RE: DHA Enterprise Teleradiology
Services]
RESPONSE: As briefed, the Government is projecting some type of announcement (perhaps a draft PWS to industry for review/comments) via SAM.gov in the 4th Quarter, 2025 (Jul – Aug 25) timeframe. We encourage interested parties to continue to monitor SAM.gov for any future announcements regarding this requirement.
3.) QUESTION: Can we please get the PWS to the Competitive Plan Demonstration? [RE: Competitive
Plans Demonstration Expanded]
RESPONSE: A copy of the Request for Proposal, which includes the PWS, is available for review at the link provided. https://sam.gov/opp/cc97c84291a84f7cb81cc7ce31a6b208/view
4.) QUESTION: You keep mentioning the seven steps to acquisition of services contracts. What are those seven steps? Are these seven steps specific to DHA? [RE: DHA Enterprise Coding]
RESPONSE: The DoDI 5000.74, Acquisition of Services, is an acquisition pathway to obtain services. The process contains 7 steps. It is not specific to DHA, but all DoD.
5.) QUESTION: The current version of the coding contracts has been hampered by requiring the COR to sign off on each and every contract coder before the MTF was permitted to process security and credential them. Is that pain point being looked at? [RE: DHA Enterprise Coding]
RESPONSE: We have looked at it and there are no changes to it at the present time.
6.) QUESTION: Why isn’t the RHRP done as a CSO and OTA as it is a standard commercial offering and the OTA can get innovations onboarded faster? [RE: Remote Health Readiness]
RESPONSE: The Government will take this into consideration.
7.) QUESTION: Why wouldn't you have this as a mandatory use with waivers? Contractors could bid and never get an order. Also, multiple award grouped by unique skillsets and east, west, southwest locations? [RE: Remote Health Readiness]
RESPONSE: Although the Reserve Components (and other users of medical/dental readiness services) have never been required to use the RHRP contracts, they have consistently and repetitively used these https://sam.gov/opp/cc97c84291a84f7cb81cc7ce31a6b208/view contracts for over 23 years. DHA does not expect that to change. The Government will take under consideration the suggestion that it employ a multiple-award contract approach for RHRP-4.
8.) QUESTION: Please tell me where the RFI is? [RE: Remote Health Readiness]
RESPONSE: It was posted on SAM.gov, but closed on 22 Nov.
