About this file

This document is a Virtual Industry Day presentation for the Defense Health Agency's Healthcare Repair and Renewal Construction Contracts program conducted by USACE Medical Support Teams on June 4, 2026.

The program seeks multiple Design-Build contractors to perform major repair, minor construction, and renewal work on architectural, mechanical, electrical, and safety systems at Defense Health Agency medical treatment facilities. The primary NAICS code is 236220 (Commercial & Institutional Building Construction) with Product Service Code Z2DA (Repair or Alteration of Hospitals & Infirmaries). Individual contract values range from $100M to $500M, with multiple awards anticipated. Target facilities include Naval Medical Center San Diego ($400M–$500M), David Grant USAF Medical Center Travis AFB ($400M–$500M), Naval Medical Center Portsmouth ($200M–$400M), Womack Army Medical Center ($200M–$400M), Madigan Army Medical Center ($200M–$400M), Brooke Army Medical Center ($200M–$400M), and secondary facilities including Tripler Army Medical Center, Blanchfield Army Hospital, Eglin AFB Hospital, Mike O'Callaghan MMC, Evans Army Community Hospital, and NMC Camp Lejeune, with values ranging from $50M to $400M depending on location.

Contractors must demonstrate extensive knowledge of complex medical facility operations, multi-disciplinary expertise in HVAC, mechanical, civil, safety, security, and electrical systems, and capability to work within occupied, functioning hospitals while maintaining strict Joint Commission compliance and Infection Control Risk Assessment (ICRA) procedures. The Government is evaluating two acquisition pathways: FAR-Based Design-Build (Pathway A) and Other Transaction Authority under 10 USC § 4022 (Pathway B). Interested firms must submit a consolidated response package in Microsoft Word format by June 12, 2026 at 3:00 PM Central to Morgan.A.Wilson@usace.army.mil (Huntsville), Terry.L.Shaw@usace.army.mil (Little Rock), or larhonda.M.Archie@usace.army.mil (Mobile). Required submissions include a Capabilities Questionnaire, NTDC Survey for Non-Traditional Defense Contractor status assessment, and location-specific PLA Surveys. Small business feasibility will be analyzed under RFO 19.104 for potential set-asides. This is a Sources Sought notice for planning purposes only and does not constitute a binding procurement or commitment to reimburse preparation costs. One-on-one meetings with project delivery teams are scheduled for mid-June 2026.
