Summary: Transshipment Supply Chain Tracing NOFO
This is a Notice of Funding Opportunity (NOFO) from the U.S. Department of State's Bureau of Democracy, Human Rights, and Labor for a Transshipment Supply Chain Tracing program. The funding opportunity number is DFOP0019481, with an application deadline of August 27, 2026, at 23:59:59 ET. One award of $1,973,359 is available through FY25 Democracy Fund, with an anticipated project start date of September 30, 2026, and a performance period of 18–24 months. The funding instrument is a cooperative agreement. Eligible applicants include U.S.-based non-profit organizations and NGOs, institutions of higher education, for-profit organizations or businesses (with profit limitations), and foreign-based non-profit organizations. All applicants must obtain a Unique Entity Identifier (UEI) and maintain active registration in SAM.gov.
The program aims to identify and analyze supply chains and transshipment routes used to evade U.S. forced labor import prohibitions in countries with Agreements on Reciprocal Trade (ARTs). Objectives include producing supply chain analysis (Objective 1, mandatory), developing sector-specific guidance and protocols for private-sector monitoring and prevention of transshipment practices (Objective 2, mandatory), and improving workers' awareness of labor rights and access to grievance mechanisms in targeted industries (Objective 3, optional but recommended for competitiveness). The Department of State will be substantially involved in the award, including organizing technical briefings, making final country and sector selections, and approving detailed work plans. Applicants must submit a 15-page maximum proposal with required federal forms (SF-424, SF-424A, SF-424B), budget justification, line-item budget, key personnel descriptions, partner letters, and monitoring/evaluation plans. All application materials must be submitted to grants.gov or MyGrants.
