About this file

This document is a Request for Statements of Interest (RSOI) from the U.S. Department of State's Bureau of Economic and Business Affairs (EB) for the FY24 EB ITSI Programs in Vietnam.

The RSOI announces an open competition for organizations to submit statements of interest (SOIs) to carry out programs under the International Technology Security and Innovation (ITSI) Fund, created by the CHIPS Act of 2022. EB is administering the "ITSI Promote" line of effort to help expand international semiconductor assembly, testing, and packaging (ATP) capacity in key partner countries, including Vietnam. The objectives are to expand and diversify the workforce for semiconductor ATP facilities, and to improve regulatory environments to encourage private sector efforts that generate additional ATP capabilities.

The RSOI includes two categories for SOIs: Workforce Development and Policy/Regulatory Reform. Eligible applicants include U.S. and foreign non-profits, educational institutions, and for-profit organizations. SOIs are due by 11:59 PM EST on August 16, 2024. Selected applicants will be invited to submit full proposals, which will undergo a second merit review before final funding decisions are made. The award floor is $1,000,000 and the ceiling is $5,000,000, with a performance period of 36 months or less. The ITSI Programs in Vietnam are funded under the Economic Statecraft grant program (CFDA 19.322).

U.S. DEPARTMENT OF STATE

Bureau of Economic and Business Affairs Request for Statements of Interest

Funding Opportunity Title: FY24 EB ITSI Programs Vietnam – Statements of Interest Funding Opportunity Number: DFOP0016759 Deadline for Applications: 11:59 PM EST on August 16, 2024 CFDA Number: 19.322

PROGRAM DESCRIPTION

The U.S. Department of State Bureau of Economic and Business Affairs (EB) announces an open competition for organizations to submit a statement of interest (SOI) to carry out a program under the International Technology Security and Innovation (ITSI) Fund, created by the CHIPS Act of 2022. Please carefully follow all instructions below.

The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise no more than three (3) page statement of interest designed to clearly communicate the program idea and objectives. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to requiring the development of a full proposal application. Upon a merit review of eligible SOIs, selected applicants will be invited to expand on their program idea(s) by submitting a full proposal application. Full proposals will go through a second merit review before final funding decisions are made.

Priority Country: Vietnam

Program Objectives:

The CHIPS Act established the ITSI Fund “to support the development and adoption of secure semiconductors, [and] semiconductor supply chains” with the goal to make the global semiconductor supply chain more resilient, diversified, and secure. EB administers a portion of the ITSI Fund, the “ITSI Promote” line of effort, to help expand international semiconductor assembly, testing, and packaging (“ATP” or “downstream”) capacity in key partner countries that will in turn diversify the global semiconductor supply chain. The goal of this program is to bring that capacity online in ways that will be beneficial to the new U.S. semiconductor manufacturing facilities as well as our allies and partners. The State Department announced its partnership with Vietnam under the ITSI Fund on September 11, 2023.

Applicants can find additional information on the ITSI Fund here: The U.S. Department of State International Technology Security and Innovation Fund - United States Department of State

Participants and Audiences: Policy experts, industry leaders, educational institutions, and U.S.

and foreign government officials. Beneficiaries should include, but are not limited to, Vietnamese educational institutions, and U.S. and foreign private industry. Work should align https://www.state.gov/the-u-s-department-of-state-international-technology-security-and-innovation-fund/ https://www.state.gov/the-u-s-department-of-state-international-technology-security-and-innovation-fund/ with Vietnam’s National Semiconductor Strategy goals and demonstrate collaboration with the Vietnamese government.

This solicitation includes two (2) categories under which applicants may submit SOIs.

Organizations may submit no more than two (2) SOIs and only one (1) SOI per category. The applicant must explicitly identify the category for each SOI submitted. If a SOI may fit within more than one category, the organization must explicitly identify which category they determine is the best fit for the work proposed. If a SOI does not explicitly identify one of the below categories on the first page of the SOI, it may be deemed technically ineligible and may not be forwarded to the review panel for consideration.

Category 1: Workforce Development Objective: Expand and diversify the required workforce for semiconductor ATP facilities to ensure growth

Illustrative activities include:

• Enhance coordination between government, industry, and academia to align Vietnam’s education system and workforce development environment with semiconductor industry needs and sustainable, inclusive economic development outcomes.

• Streamline the process for updating curricula at Universities and Vocational Education and Training (VET) providers, including implementing existing, best-of-class curricula in Vietnamese educational institutions.

• Establish connections between the private sector and training facilities that create a new pipeline of talent for ATP facilities, including through public-private partnerships.

• Create/expand internship, apprenticeship, and scholarship programs in ATP.

• Create/expand educational and training exchanges between Vietnamese and U.S.

industry, academic institutions, and research facilities, with a focus on those in ATP.

• Develop partnerships with national laboratories, the National Innovation Center, and high-tech parks in Saigon, Hanoi, and Danang.

• Develop programs to certify students in equipment key to the ATP industry.

Category 2: Policy and Regulatory Reform Objective: Improve regulatory environments that will encourage private sector efforts that generate additional capabilities in ATP facilities.

Illustrative activities include:

• Support the goals of the National Semiconductor Strategy to facilitate business creation and international firms investing in Vietnam that will support the growth of domestic semiconductor firms, bolster workforce development objectives, and support start-ups and entrepreneurs.

• Promote innovation in semiconductor-related fields and knowledge transfer, including better aligning national innovation and higher education priorities, addressing private sector concerns, enhancing the role and capacity of the innovation promotion agency, and improving administrative capacities for intellectual property examination, litigation, and enforcement.

• Develop and improve the effectiveness of current and future incentives targeted towards the semiconductor industry while ensuring transparency.

• Support the implementation of a one-stop-shop for relevant legal and regulatory procedures to support current and future semiconductor business.

APPLICATION REVIEW INFORMATION

1. Criteria

Each SOI will be evaluated and rated on the basis of the evaluation criteria outlined below.

Quality of Program Idea: SOIs should be responsive to the program framework and policy objectives identified in this RSOI, appropriate in the country context, and should exhibit originality, substance, precision, and relevance. Projects should have the potential to have an immediate impact leading to long-term, sustainable reforms. SOIs that promote creative approaches to recognized ongoing challenges are highly encouraged. SOIs should demonstrate ability to coordinate with existing relevant activities being implemented by the USG. A proposal that has built and demonstrates it incorporates a public-private partnership will be seen as an advantage as it brings additional industry, educational institution or government investment.

Organizational Capacity and Previous Record: The SOI demonstrates the organization’s expertise and previous experience in administering programs, preferably in Vietnam and preferably similar programs targeting the requested program area or similarly challenging environments. SOIs should address how the program will engage relevant stakeholders and should identify local partners as appropriate.

Program Planning/Ability to Achieve Objectives: The SOI clearly articulates proposed program activities and expected results towards achieving program objectives.

2. Review and Selection Process

A Grants Review Committee will evaluate all eligible SOIs. Panelists review each SOI individually against the evaluation criteria, not against competing SOIs. Following the review, any successful SOI applicants will be contacted and instructed to expand on their ideas and submit full applications for grants or cooperative agreements through a limited competition. This will be followed by another independent panel review and vote to recommend funding.
