This document is a Request for Application (RFA) for a federal grant opportunity titled "Building a Community of Practice for Women in Strategic Trade (WiST)". The RFA is issued by the Department of State Bureau of International Security and Nonproliferation and is funded through the Export Control and Related Border Security (EXBS) Program (CFDA 19.901).

The grant opportunity aims to advance U.S. foreign policy and national security priorities by supporting initiatives that make decision-making structures and processes in fragile, conflict, or crisis-affected contexts more reflective of and responsive to the needs and perspectives of partner states. This includes engaging with foreign governments to aid in the establishment of independent capabilities to regulate transfers of weapons of mass destruction, related dual-use items, and conventional arms, as well as to detect, interdict, investigate, and prosecute illicit transfers of such items. The funding instrument is a Cooperative Agreement, and the award will fall under the "Other" funding activity category.
