1. Contracting Activity: OPM-SANG Contracting Division,

2. Description of Action: Eskan Village DFAC, OPM-SANG, requests a

The Government projects award for April 2021 and FMS funding will be used.

X An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

The deployed MP company is not staffed to provide services to entirety of Eskan Village. Previously this was provided from Assistance in Kind (AIK) from Saudi Arabia. This AIK is no longer being provided and a separate contract is being established to cover the gap in services. This includes supervision, food preparers, butcher, and cleaning personnel.

Additionally, transportation would need to be provided to and from Eskan Village.”

Normal turnover for this type of effort is one month. The short duration of the contract ( ) would mean that one third of the contract would be done under turnover between This would not be an appropriate use of the small Period of Performance time frame. Additionally, the short time frame of the contract would involve proper handoff of Government Furnished Equipment, access badging, training requirements and hiring of new personnel by a new contractor.

3. Description of Supplies/Services:

Acquisition is to secure services for Eskan Village DFAC. The current contract expires on The basic contract is a FFP contract with a period of performance of five months to ensure food service preparation, serving, clean-up is performed for as well as personnel residing at Eskan Village. X Unusual and compelling urgency

5. Reason for Authority Cited:

(a) This acquisition must be accomplished through a sole source solution using was handed off to OPM-SANG Contracting on 01 April 2021 with no prior notice. Command Leadership provided instructions to have a new DFAC contract in place NLT 10 April 2021 created serious schedule risk for this requirement. Eskan Village Dining Facility (DFAC) located in Building serves , , and each day. Meals served are Breakfast, Lunch, Dinner and Midnight Dining 7 days a week.

Troops located at Eskan Village are under in the of the United States” and have limited time to venture off compound to get meals.

for the contract that runs out on 10 April 2021 and the only apparent provider of such services in the local area. has performed above standards to date and it is reasonably assumed they will continue with this level of service. All employees for this contract have been cleared through security

If there were another Food Services provider in the immediate area, it would be time-prohibitive to vet new employees in time to meet the 10 April 2021 deadline This time period is prohibitive and does not allow another company to support program requirements in a timely manner.

If not sole sourced this requirement will have serious detrimental injury to the Government to include a dramatic impact the soldiers ability to feed themselves, lower troop morale, interrupt if not impair mission accomplishment, lessen security of the residents at Eskan, and place troops and civilians at a greater risk of COVID-19 exposure.

(b) Alternatives: The only alternative to awarding a sole source contract to to support DFAC operations is to have the organic prepare food and clean the DFAC at the end of each meal period. This is an unacceptable solution as there are only enough on Eskan Village to feed per day,

(c) Full and open competition would be impracticable, because the contracting office would be soliciting to serve in this remote location on 1 weeks’ notice for only of work. The value of the acquisition and time period of need are not substantial enough to obtain adequate competition. is situated in a unique position and willing to fulfil the needs of Eskan Village diners without break in service.

(d) OPM-SANG requires DFAC services for supporting OPM-SANG and on Eskan Village until OPM-SANG and complete their move off-Eskan Village to as directed by the Kingdom of Saudi Arabia. Exigency requires sole source, as there is insufficient time to compete the contract prior to the current DFAC contract ending.

(e)

, as well as be able to meet the Governments required schedule of starting services by 11 April 2021.

(f) is poised to continue service with zero break in continuity. Allowing the incumbent to continue in food service will allow a smooth transition of the entire Eskan Community to in .

(g) If competition , the time allotted OPM-SANG to get a new contract in place (approximately 8 days) was not enough to do so. Additionally, if the contract fell under normal parameters with 90 – 120 days to get quotes in, the base would be shut down within after a contract was in place, leaving only about of service left to provide. It is not reasonable a contractor would quote on an action expecting to put employees in place for only .

6. Interested Sources: There is only in the local area, the , and they are interested in obtaining this contract and continuing service for the next , while OPM-SANG personnel transition to the
