Determination and Findings for Single-Source Acquisition
This is a Determination and Findings (D&F) memorandum for a single-source acquisition by the Department of the Air Force, 27th Special Operations Contracting Squadron - Commodities and Services Flight (Purchase Request Number F1L3SF6126A001).
The acquisition authorizes solicitation from Smart Shooter Inc. for 20 SMASH 2000L Enhanced FCS (Fire Control System) units for M4 rifles, a 12-month set of spare parts for operations and logistics maintenance based on 10 systems per set, and a 2-day training session for up to 15 trainees. The total estimated acquisition value is $239,368.00, which falls at or below the Simplified Acquisition Threshold (SAT). The action will be conducted using Revolutionary FAR Overhaul (RFO) Part 12 Simplified Procedures.
The single-source justification is based on market research conducted June 11-16, 2026, which determined that Smart Shooter is the only vendor capable of providing a dismounted Counter-sUAS optic meeting the Government's critical performance requirements. Specifically, the SMASH 2000L system is the only device on the market offering the combination of Active Trigger-Intervention fire-block mechanism, Computer-Vision drone tracking capability, and permanent drop-in M4 retrofit compatibility. The fire-block mechanism is identified as critical, as it algorithmically eliminates human reaction delay by withholding the weapon's discharge until the barrel is mathematically aligned with the drone's future flight path, raising probability of hit from below 15 percent to over 80 percent. The Contracting Officer determined that only one source is reasonably available under RFO 12.102(a) authority, justifying the single-source acquisition in the best interest of the Government. The D&F was signed on June 16, 2026.

| Text19: This Determination and Findings (D&F) authorize the solicitation from a single source, Smart Shooter Inc., for the acquisition of (20) SMASH 2000L Enhanced FCS for M4, (2) 12-Month Set of Spares for O/L Maintenance based on 10 systems per set, and (1) 2-days Training session for up to 15 trainees. The total estimated value of this acquisition is $239,368.00, which is at or below the Simplified Acquisition Threshold (SAT). This action will be conducted using the procedures set forth in the Revolutionary FAR Overhaul (RFO) Part 12, Simplified Procedures. |
| Text20: 3. Citation of Applicable Statutory and/or Regulatory Authority: |
| Text21: The authority for this action is RFO 12.102(a), which permits soliciting from a single source or brand name if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. |
| Text23: 4. Findings: |
| Text25: There is no other device or system on the market that provides that capability that the SMASH 2000L provides. Specifically with the Active Trigger-Intervention and Computer-Vision Drone tracking capabilities, the most important specifications required to counter the increasing sUAS threat. No other brand eliminates the human reaction time like the SmartShooter brand does by preventing the trigger from being pulled until the barrel is mathematically aligned with the target. Below are more rationale as to why Smart Shooter must be the selected vendor. |
1. Active Trigger-Intervention (The Fire-Block Mechanism) - Critical for Probability of Hit and Collateral Damage Mitigation
· The Mission Impact: This is the most critical feature. A human's average reaction time to pull a trigger is roughly 0.25 seconds. In that quarter of a second, a racing or kamikaze drone moving at 60 mph has already moved 22 feet. Even if an optic perfectly calculates where to shoot, if it relies on a human to pull the trigger at the exact right millisecond, the shooter will miss.
· The "Why": The Fire-Block mechanism algorithmically eliminates this human reaction delay. By withholding the weapon's discharge until the barrel is mathematically aligned with the drone's future flight path, it raises the Probability of Hit (Ph) from less than 15% to over 80%. Without this, defenders are forced into "volley fire," filling the air with 5.56mm rounds that miss the target and fall back to earth, creating a massive collateral damage risk to our own base and the surrounding civilian populace.
2. Computer-Vision (CV) Drone Tracking - Critical for Target Acquisition
· The Mission Impact: Unlike traditional aircraft or ground troops, sUAS operate with zero predictability --they can instantly stop, hover, drop, or accelerate in 3D space.
· The "Why": Human eyes and standard red-dot sights are incapable of maintaining a lock or manually calculating lead angles on such erratic, low-profile targets at ranges up to 250 meters. The CV algorithm is required because it constantly recalculates the drone's vector against complex, cluttered backgrounds (like buildings or trees), feeding that data directly into the Fire-Block system.
3. Non-Permanent Drop-in M4 Retrofit - Critical for Fleet Integrity and Logistics
· The Mission Impact: Our M4 carbines are Government Furnished Property (GFP) and standard-issue weapons.
· The "Why": We absolutely cannot permanently machine, mill, or alter the lower receivers of these weapons to install counter-drone capabilities. A permanent modification would remove these rifles from the standard Air Force inventory pool, violate armory compliance, and require depot-level machining. The drop-in pistol grip replacement allows unit-level armorers to upgrade the weapon in minutes and, crucially, revert it to a standard infantry rifle if the mission changes.

| Text1: Based on market research including a review of commercial product literature and industry capabilities, it has been determined that Smart Shooter is the only vendor capable of providing a dismounted Counter-sUAS optic that meets the Government’s critical performance requirements. While other optics on the market offer advanced ballistic calculation or disturbed reticles, only the Smart Shooter SMASH system possesses the requisite combination of Active Trigger-Intervention (fire-block mechanism), Computer-Vision target tracking, and a completely non-permanent drop-in M4 retrofit. This research confirmed that no other sources are available to meet the Government's requirement. | |
| Text2: 5. Determination: | |
| Text3: Based on the findings detailed above, I hereby determine that the circumstances of this contract action make only one source reasonably available to satisfy the Government's needs. Therefore, a single-source acquisition under the authority of RFO 12.102(a) is justified and in the best interest of the Government. | |
| Text4: 6. Expiration Date: | |
| Text5: This is a D&F for an individual contract action; therefore, an expiration date is not applicable. | |
