About this file

This is a Determination & Findings (D&F) document authorizing single-source procurement from Telspan Data, LLC for NetView Data Fusion and Display software licenses. The contracting activity is AFTC/PZZF (F1S0AY6182A001 / ACQ-26-H057). The acquisition includes: (1) NV-1-GROUP 1 NetView Group License supporting up to 20 total seats; (2) NV-SPT-1 one-year group software maintenance support; and (3) CLIN 0003 NetView training consisting of two days of on-site instruction. The software is required to support the Bomber Special Instrumentation team across all Bomber Platforms (B-1, B-2, and B-52) to decode, process, time-align, and display recorded IRIG 106 Chapter 10/11 video and telemetry data from preflights and test missions on classified and unclassified standalone networks.

The justification for single-source procurement under FAR 12.102(a) establishes that Telspan Data is the original equipment manufacturer and sole developer/distributor of the proprietary NetView software. The document cites the proprietary nature of the technology, existing infrastructure investments, and the need for offline/dongle-based licensing to operate on air-gapped networks as reasons only Telspan can satisfy the Government's requirements. Additional rationale includes avoiding operational degradation and cost duplication that would result from procuring an alternative solution, loss of existing investment in NetView infrastructure, and risks to critical bomber test missions from software incompatibility. The Contracting Officer, Susana Dryer, NH-III, approved this determination on August 4, 2026.

DETERMINATION & FINDINGS

Authority to Solicit from a Single Source (at or below the SAT)

1. Agency and Contracting Activity: AFTC/PZZF - Fl S0AY6182A001 / ACQ-26-H057

2. Nature and/or Description of the Action:

The Bomber Special Instrumentation team requires additional software licenses for NetView Data

Fusion and Display, developed by Telspan Data. These licenses are required to support expanding project scopes and personnel across all Bomber Platforms (B-1, B-2, and B-52). NetView is utilized to view, playback, decode, and validate recorded IRIG 106 Chapter 10/11 video and telemetry data from preflights and test missions on classified and unclassified standalone networks

1. NV-1-GROUP 1 Each- NetView Group License- Up to 20 Total Seats

2. NV-SPT-1 1 Each 1 Year Group Software Maintenance Support

3. CLIN 0003: NetView Training (2 Days, On-Site) - Qty: 1 Lot NetView Data Fusion & Display provides real-time decoding, processing, display & distribution from

IRIG 106 Chapter 10 data sources & network-based instrumentation systems. NetView decodes, time aligns, processes & displays multiple independent data source types & formats in a single processing & display environment.

3. Citation to the Appropriate Regulation:

(Contracting Officer Instruction: Select the applicable authority for this acquisition) r RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.

RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to r the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.

r- RFO 12.102(a) (Commercial Products and Services): Only one source is available,.

r RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.

4. Findings:

In accordance with FAR 12.102(a), this document establishes that Telspan Data, LLC is the Original

Equipment Manufacturer (OEM) and sole developer/distributor of the proprietary NetView software.

Because of the proprietary nature of this technology and the existing infrastructure, Telspan Data is the only responsible source capable of satisfying the Government's requirement

NetView is a highly specialized software required across all Bomber Platforms (B-1, B-2, B-52) to decode, process, time-align, and display IRIG 106 Chapter 10 recorded video data from preflights and test missions. It is the direct, OEM-supported replacement for Tel span's legacy Common Mission

Debrief Program (CMDP), which is no longer maintained. Furthermore, only Telspan possesses the source code to provide the offline/dongle-based licensing necessary to operate on the Bomber Special

Instrumentation Lab's air-gapped, standalone networks.
