About this file
This is a Determination & Findings (D&F) document for a single-source procurement justification by the Air Force Test Center, Support Services Branch (AFTC/PZZ) at Edwards Air Force Base.
The Air Force is acquiring custom software development services from Weather Gage Technologies (WGT) to integrate Autonomy Government Reference Architecture (A-GRA) interfaces with the existing Mission Termination System (MTS). This integration supports the 412 TW Experimental Test Force in achieving Technology Readiness Level 9 (TRL 9) for autonomous Unmanned Aerial Systems (UAS) flight testing. The procurement is justified under RFO 12.102(a) (Commercial Products and Services) based on the finding that only one source is available. The justification cites four key factors: (1) prior market research via GSA eBuy RFI resulted in 28 no-quotes/bids and one non-conforming bid, demonstrating lack of commercial availability; (2) WGT is the sole developer with proprietary technical knowledge of the government-owned MTS/Testing Autonomy in Complex Environments (TACE) safety watchdog codebase, requiring specialized flight-safety algorithm modifications; (3) WGT does not utilize authorized resellers or GSA MAS/NASA SEWP schedules; and (4) a Navy SBIR Phase II vehicle legally restricts outside orders and interagency MIPRs. The contracting officer determined that procuring from any other source would require cost-prohibitive multi-million-dollar software reconstruction and cause unacceptable program delays. The determination was signed by Christina Day, NHIII, Contracting Officer, on an unspecified date.
