Deep Fork National Wildlife Refuge Installation of Automatic Gate Opener

Scope of Work

Section C - Statement of Work – This scope describes the general performance of the completed exhibits and does not attempt to show in complete detail the exact construction and finished appearance of the work. It is the Contractor’s responsibility to provide completed work of first-class quality that maintains the aesthetic and performance intent established by these documents. Further information regarding the project details, safety requirements, and performance intent of this work are contained in the Solicitation Section C - Statement of Work (SOW). The Contractor shall provide all the services specified in this scope in accordance with the requirements of the contract in Attachment 1 Section C, SOW. Any deviations from the direction provided in Attachment 1 Section C, SOW will be detailed in this scope.

Introduction Deep Fork National Wildlife Refuge (DFNWR) Maintenance facility has an 8’ chain link fence around the parameter of the facility. Currently has an 8’x15’ manual gate and we are wanting to install an automatic gate opener on this gate. The Maintenance Facility for DFNWR is located at 21680 Hwy 75 in Okmulgee, OK 74447.

General: This is a non-personnel services contract to install an automatic gate opener at the Maintenance Facility on Deep Fork National Wildlife Refuge, Oklahoma.

Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to install an automatic gate opener and accessories with a new equipment and proper installation and a manufacturer’s warranty at DFNWR Maintenance Facility.

Site Visit: A site visit is highly encouraged to review current gate and specifications for installation of electrical wiring from the panel to opener. Site visits will be held on two days, Monday, January 5, 2026, from 12:00PM – 4:00PM local time and Wednesday, January 7, 2026, from 8:00AM to 12:00PM local time. Background

• Maintenance facility has 2 full-time employees that utilize the facility on a regular basis, as well as 4 other full-time employees that utilize the facility.

• All employees come and go out of the facility multiple times throughout the day and the gate is closed when not occupied.

• An automatic gate would save time by not having to get out of the vehicle and/or equipment each time to open and shut the gate. Also, the gate will add extra security to staff and refuge equipment by closing off the area when refuge vehicles pass and not allow non refuge personnel into the maintenance facility, which is closed to the public.

Project Description

• Provide and Install 1x 24VDC High-Traffic Commercial Slide Gate Operator (or equivalent) and provide and install concrete pad.

• Provide and install reflective photo eye and bump edge as required safety devices.

• Provide and install plug-in loop detector that prevents the gate from closing on a vehicle in the path.

• Provide and install gooseneck steel pedestal powder coated if needed with stand-alone wireless keypad that stores multiple codes.

• Provide and install raised steel pedestal power coated with fire department emergency access lock box and keys.

• Provide and install self-contained sensor puck to open gate automatically as staff leave the property or Provide wireless Edge Kit Transmitter and Receiver.

• Provide 10x programmable DIP switch single button remotes.

• Contractor provides 115 VAC at or Near Gate Area from Sentennial building breaker box approx.

200 feet away.

• Provide Plug in Loop Detector.

• Lockout and tag out electrical services.

General project execution:

• Project meetings:

o A pre-work meeting will be scheduled for a mutually agreeable date and time between the COR, Contracting Officer/Contract Specialist and Contractor.

o Progress meetings will be held on-site as determined by the site POC.

• Inspections:

o Inspection of items of work by the Government will not relieve the Contractor of the requirement to meet project specifications.

o For final inspection, notify the COR or site POC before the completion date so the Government can schedule the final inspection. The contractor’s superintendent shall be present during the final inspection.

• Delivery, storage, and handling:

o Delivery: Protect products incorporated into the work from damage while in transit to the site.

o Products must be delivered in original unopened containers with manufacturer’s name, brand designation, and contents legibly indicated.

o Storage: No on-site storage of materials or equipment is allowed without approval of the site POC.

o Handling: load and unload products protecting them from damage. Any damage incurred will be at the sole responsibility and expense of the Contractor.

• Hours of Operation: The Contractor is responsible for conducting business, between the hours of 7:00AM and 3:30PM, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

• Site conditions:

o Work areas shall be roped off to alert unauthorized personnel of work in progress. Any existing property not indicated for removal, shall be protected. All damage by the Contractor’s activities shall be repaired by the Contractor at no additional cost to the Government.

o Contractor is responsible for completing Oklahoma’s one-call for locating underground utilities.

o Potable water and electric power for construction is available. Contractor shall make any arrangements necessary for its use of water and power.

• Identification of Contractor Employees: The Contractor’s employees shall wear clothing or badges that readily identify them as employees of the Contractor.

• Complete all work in accordance with industry standards, federal regulations, and those specified by the manufacturer of the new equipment.

• Government Furnished Items and Services:

o Services: The Government will provide inspection of completion of the deliverables in accordance with the SOW.

o Facilities: The Government will provide access to the work site and sanitary facilities during the work hours stated in this SOW.

Utilities: The Government will provide water and electricity necessary for completion of the deliverables during the work hours stated in this SOW.

Specifications Work Schedule and Deliverables

• Contractor has material in stock.

• Installation of new equipment would be completed within one week. Gate must be secured at the end of each business day.

• Once approved work can be started immediately.
