About this file

This is a Determination and Finding (D&F) document authorizing the consolidation of clinical chemistry analyzer requirements across 24 Military Treatment Facilities (MTFs) within the Defense Health Agency's Healthcare Contracting Division – West Area of Responsibility.

The consolidation will reduce 21 separate existing contract actions into two to three single-award delivery orders utilizing the Department of Veterans Affairs Federal Supply Schedule (VA FSS) Group 66, Part III, category 605-1A for high-maintenance/complexity clinical chemistry analyzers. The delivery orders will be segmented by analyzer type: wet chemistry analyzers with automation, wet chemistry analyzers without automation, and dry chemistry analyzers. The consolidated delivery orders are planned for award by the end of Fiscal Year 2026 and will include a 12-month base delivery period with up to six 12-month option periods, providing up to seven years of coverage. The Government conducted extensive market research including review of historical contracting data, meetings with ten FSS holders (five responded), an RFI posted on GSA eBuy in January 2026, and evaluation of mandatory sources including ECAT and the AbilityOne Program. The analysis determined that no small businesses currently provide these requirements and none responded to the RFI. The consolidation is justified under 15 U.S.C. § 657q, as it will achieve substantial cost savings estimated at over 30 percent through volume discounts and a cost-per-reportable-result (CPRR) pricing arrangement, improve quality and standardization across MTFs, reduce administrative burden, and streamline the acquisition cycle. The document was signed by James E. Watkins, Interim Senior Procurement Executive for the Defense Health Agency.
