About this file
This is a Determination and Findings (D&F) memorandum for a single-source acquisition submitted by the Department of the Air Force, 27th Special Operations Contracting Squadron. The contracting activity seeks to procure Parrot ANAFI UKR XLR unmanned aerial systems (UAS) and associated equipment based on the justification that only one source can reasonably satisfy the Government's critical mission requirements. The specific items requested include five Parrot ANAFI UKR XLR MARS + 5G extended kits, 20 spare batteries, 20 sets of propellers (with 2 clockwise and 2 counterclockwise orientations per set to fully equip drones), and 5 ground stations. Each kit should include power delivery units capable of charging at least 2 batteries simultaneously.
The D&F cites RFO 12.102(a) as the regulatory authority for single-source procurement. The contracting officer determined that the Parrot ANAFI UKR XLR is the only micro-UAS system in its class meeting critical mission specifications, including up to 70 minutes of flight endurance, 40 km extended range, multi-layered secure radio architecture with jam-resistant frequency hopping, LTE connectivity, backup link, AI-driven navigation for GPS-denied or spoofed environments, dual daylight and thermal imaging payload, and military-grade encryption ensuring complete data sovereignty. Market research was conducted from July 20-23, 2026, identifying at least 3 SAM-registered companies with recent competitive awards for Parrot systems, though the contracting officer still determined single-source justification appropriate. The D&F was signed by Contracting Officer Reagan Jeffer Y. James on July 30, 2026, and is applicable only to this individual contract action with no expiration date.

Determination and Findings for a Single-Source Acquisition (RFO Part 12)
MEMORANDUM FOR THE RECORD
SUBJECT: Determination and Findings
Single-Source Acquisition for Parrot UKR XLR
1. Identification of Agency and Contracting Activity:
Agency: Department of the Air Force
Contracting Activity: 27th Special Operations Contracting Squadron - Commodities and Services Flight
PARROT ANAFI UKR XLR MARS + 5G extended Kit 5 Parrot ANAFI UKR Battery XLR 20 Parrot ANAFI UKR Props- (to equip one drone fully, 2 clockwise and two counterclockwise oriented ) 20
UKR XLR kits come with different items based on the SKU, but we are requesting 5 drones with 5 ground stations 20 sets of spare propellers and 20 more batteries than the kits will provide. Each kit should come with power delivery units to charge at least 2 batteries at a time.
3. Citation of Applicable Statutory and/or Regulatory Authority:
The authority for this action is RFO 12.102(a), which permits soliciting from a single source or brand name if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
4. Findings:
Brand Name: To meet critical mission requirements, the 27 SOTAOS requires a lightweight platform capable of achieving up to 70 minutes of flight endurance and an extended 40 km range. The ANAFI UKR XLR is the only system in its class that integrates a multi-layered, secure radio architecture—combining jam-resistant frequency hopping, LTE connectivity, and a backup link—with advanced AI-driven navigation that ensures stable flight in GPS-denied or spoofed areas. Additionally, its dual daylight and thermal imaging payload provides long-range reconnaissance, protected by robust military-grade encryption that guarantees complete data sovereignty. No other micro-UAS matches this critical combination of survivability, range, and secure communications.
Market research was conducted on 20-Jul-2026 through 23-Jul-2026
Based on market research there are at least 3 companies registered on SAM that have responded competitively to solicitations for Parrot system drones and been awarded contracts for them in the last 6 months. It can be reasonably expected that we will at least receive two offers from our own solicitation on SAM.
5. Determination:
Based on the findings detailed above, I hereby determine that the circumstances of this contract action make only one source reasonably available to satisfy the Government's needs. Therefore, a single-source acquisition under the authority of RFO 12.102(a) is justified and in the best interest of the Government.
6. Expiration Date:
This is a D&F for an individual contract action; therefore, an expiration date is not applicable.
