Market research confirmed no other companies provide this system. The determination was approved by SSgt Alexis Poore, Contracting Officer, on June 30, 2026, with signatory authority granted under DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51.

DETERMINATION & FINDINGS

Authority to Solicit from a Single Source (at or below the SAT)

1. Agency and Contracting Activity: 52 CONS/PKB

2. Nature and/or Description of the Action: 174,816.00

Smart Shooter. Purchase of four (4) Smart Shooter SMASH 2000L and four (4) Smart Shooter SMASH X4 Fire Control Units.

3. Citation to the Appropriate Regulation:

RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.

RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.

RFO 12.102(a) (Commercial Products and Services): Only one source is available,.

RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.

4. Findings:

The Department of the Air Force has an immediate mission-essential requirement to procure and field the SMART Shooter SMASH 2000L Fire Control System (FCS). This system is the only kinetic Counter-Small Unmanned Aircraft System (C-sUAS) optic approved for Air Force Security Forces personnel, in strict accordance with DAFMAN 31-131V2_USAFE- AFAFRICASUP_USAFE-AFAFRICAGM2025-01. This procurement is formally supported by an approved HQ USAFE-AFAFRICA Tier-1 Waiver.

Because SMART Shooter, Inc. is the sole developer, manufacturer, and patent-holder of this proprietary technology, no other brand or system can satisfy the Government's requirement. To counter the rapidly escalating sUAS threat to airfields and critical defense infrastructure, the Government requires an optic capable of eliminating human reaction error during kinetic engagements. The SmartShooter Systems possess highly specialized, proprietary technical capabilities that are essential to meeting the unit's minimum needs. SMART Shooter, Inc. is the exclusive developer and manufacturer of the proprietary SMASH family of fire control systems. There is no other device, system, or commercial alternative on the global market that provides the combined active trigger-intervention and computer-vision drone-tracking capabilities of the SMASH Systems.

Market research was conducted to find potential sources which are able to provide the required equipment. Research confirmed that there is no other company or manufacturer that provided this system. This system is currently the only Air Force approved M4A1 rifle attachment of its kind and the decision has been taken to proceed restricting competition to only one source IAW RFO 12.102(a). As confirmed by market research, no other companies currently provide this system.

However, should future conditions change and barriers to full and open competition be removed, they will be actively monitored and new available sources will be solicited for competitive quotations.

5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.
