Justification for Other than Full and Open Competition Limited Sources
Western Area Power Administration
FAR 6.302-2 Unusual and Compelling Urgency

1. Identification of the agency and the contracting activity.
Western Area Power Administration, Sierra Nevada Regional Office (SNR)

2. The nature and/or description of the action being approved.
The procurement will be accomplished by a competed firm fixed-price construction contract. The estimated dollar value of the contract is between $20,000.00 and $25,000.00
3. A description of the supplies or services required to meet the agency’s needs.
The construction contract will provide for the removal of the existing damaged foundation from structure 102/5 of the Olinda-Obanion/Keswick-Obanion double circuit 230 kV line and provide concrete and rebar for the installation of a new vertical auger type foundation per reference drawing 2100.
4. The statutory authority permitting other than full and open competition.
This contract action will be processed in accordance with Federal Acquisition Regulation (FAR) 6.302-
2, 41 U.S.C § 253(c)(2), which allows for other than full and open competition for an unusual and compelling urgency.
5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
The structure 102/5 of the Keswick-Obanion/Olinda-Obanion 230 kV line is located adjacent to
California Interstate 5. A semi-truck traveling south bound on the interstate lost control and impacted one of the steel lattice tower legs. The result of the impact of the truck caused one of the four tower legs to be sheared off of the tower footer also resulting in the footer being severely damaged thus compromising the integrity of the tower. Short term temporary repairs were made to the damaged tower to try and help support the tower and conductor weight and stabilize the tower, at this time with the tower compromised there is concern that if the tower and associated conductors were exposed to winds greater than 50 mph there is the potential for the damaged tower to fail . The urgency to get this tower and footer repaired is very critical due to the electrical reliability of this line. This is a double circuit 230 kV line that is critical for the delivery of hydro generation of the Central Valley Project of California.
Also there is high potential of public safety as this above mentioned tower supports the conductor that spans across both the North and South bound lanes of the major interstate. If this tower was to fail and collapse then all six conductors would come down across the interstate creating a potential hazard and risk of injury or fatality’s to the general public traveling the interstate.
