Development of Aviation Facilities - Request for Qualifications Summary
This Request for Qualifications (RFQ) document, issued by Dane County, Wisconsin, through its Purchasing Division and Airport Department, seeks qualified firms to lease and develop aviation facilities at the Dane County Regional Airport (MSN). The project involves the development of airport-owned hangar facilities across multiple designated areas on the South Ramp, including four specific sites ranging from 0.5 to 5.8 acres. The South Ramp area is located on the airfield east of the 115th ANG Base and supports various aircraft operations, with taxilanes designed to accommodate Group-I through Group-IV aircraft depending on the specific area. The RFQ was released on May 14, 2026, with a deadline for questions on June 5, 2026, at 4:00 p.m., and a response deadline of June 25, 2026, at 2:00 p.m. The County intends to finalize a lease and development agreement with selected proposer(s) by September 1, 2026, with project completion targeted for April 1, 2028. Firms may conduct site inspections prior to submission, and multiple proposers may be selected to develop one or more designated areas. The proposal response is limited to 30 single-sided pages or 15 double-sided pages and must be submitted electronically through the County's eProcurement Portal.
Proposals will be evaluated on four primary criteria: Company and Personnel Capability, Qualifications, and Relevant Experience (25 points); Leasing Proposal including intended use, lease term, rent structure, and financial capability (35 points); Economic Impact including job creation, aircraft operations projections, and airport revenue generation (30 points); and Company Commitment to meet proposed timelines (10 points). Funding of up to $15,000,000 in federal monies from the FAA's Airport Improvement Program or Infrastructure Investment and Jobs Act is available, though custom-built components outside the hangar structure may not qualify for federal reimbursement and require alternative funding sources. Selected firms must demonstrate proof of operating licensure for the intended aeronautical use, confirm they are not debarred or suspended by the federal government or State of Wisconsin, and comply with FAA standards, Wisconsin statutes, and Dane County policies. Firms must provide evidence of financial strength, insurance coverage including Commercial General Liability and Environmental Impairment Liability at $1,000,000 per occurrence, and adherence to all applicable federal civil rights provisions, including Title VI of the Civil Rights Act of 1964. The project may be delivered through Design-Bid-Build or Construction Manager at Risk methods, subject to FAA approval and applicable procurement policies.

4.1. General Background
The Dane County Regional Airport (MSN) is initiating a development effort to construct one or multiple airport-owned hangar facilities for future tenants. Given the constraints on available space for hangar development, MSN seeks to strategically leverage these areas to create revenue-generating opportunities and support sustained growth.
As a small-hub Primary Commercial Services Airport, MSN is served by American Airlines, Delta, Breeze
Airways, Sun Country, and United Airlines. The airport has consistently surpassed passenger records, most recently exceeding 1.3 million enplanements in 2025. The fixed-base operator at MSN is Wisconsin
Aviation.
This project will be coordinated with the Wisconsin Bureau of Aeronautics (BOA) and the Federal
Aviation Administration (FAA), involving multiple review stages with representatives from MSN, BOA, and the FAA.
Funding for the project may be provided up to 90% by the FAA. However, custom-built components outside of the hangar itself may not qualify for reimbursement. Proposals should include alternative funding methods for ineligible portions, such as exterior company signage, decorative landscaping, environmental remediation, or furnishings.
MSN intends to construct one or multiple airport-owned hangar facilities with the following guidelines:
• Up to an estimated $15,000,000 of federal monies to be used
• Size(s) to be determined by space available
• Located in the South Ramp area
4.2. General Provisions of the Request for Qualifications
MSN is seeking proposals through the RFQ process from parties interested in partnering with MSN to develop the site and lease the aviation facility on the South Ramp site shown below:
https://www.danepurchasing.com/

▪ Intended cargo development
The taxilane(s) from South Ramp to Area #1 and Area #3 area designed to handle Group-II aircraft or aircraft with 110 feet wingspan or smaller.
The taxilane to Area #2 is designed to handle Group-I aircraft or aircraft with 79 feet wingspan or smaller.
Area #4 is designed to support Cargo Operations and Group-IV aircraft or aircraft with 171 feet wingspan or smaller.
The approximate footprint of the aviation facilities has not been determined under this RFQ. Specific build out and features will be finalized with the successful entities within the area(s) identified.
MSN reserves the right to withdraw or reject preferred locations shown within the RFQ.
Infrastructure in place includes public roadway, taxilanes, graded site, and utilities stubbed within the vicinity of the area(s) noted above. The area(s) are currently zoned at AP-Airport District, which allows for airport related facilities.
In addition to the lease and development agreement and provisions of the RFQ, successful proposer(s) will also need to meet the responsibilities described below which include but are not limited to:
1. Adherence to the FAA’s standards for aviation use (e.g., residential and non-aviation related retail development is prohibited), and the FAA’s policy on Non-Aeronautical Use of Airport
Hangars:
1. https://www.govinfo.gov/content/pkg/FR-2016-06-15/pdf/2016-14133.pdf
2. Conform to FAA Federal Aviation Regulation (FAR) Part 77 height restrictions.
3. Not to cause MSN to violate any FAA grant assurances.
MSN will retain the services of an Architectural, Engineering, Design, and Planning Proposer (the
“Consultant”) to provide engineering, design, planning, construction administration, and other typical architectural services for the proposed development project at the Airport when MSN deems it applicable to engage them.
4.3. Project Delivery Methods
The project(s) may be delivered through one of these methods, subject to applicable Wisconsin statutes, FAA procurement approval, and Dane County procurement policies:
1. Design-Bid-Build
2. Construction Manager at Risk (CMaR) https://www.govinfo.gov/content/pkg/FR-2016-06-15/pdf/2016-
For using the Construction Manager at Risk (CMaR) method, and under this approach, a CMaR Firm would be publicly solicited and selected prior to reaching the 30% design milestone, allowing for early collaboration with the selected Proposer(s) from this RFQ and integration into the project team during the design phase.
The selected entity and MSN will enter into a lease and development agreement, which is sample template included in the RFQ.
This project is anticipated to be funded through the FAA’s Airport Improvement Program (AIP) or
Infrastructure Investment and Jobs Act (IIJA). As such, all work must comply with applicable FAA
Advisory Circulars (ACs), as well as relevant federal, state, and local regulations.
All tasks must conform to the most current versions of these publications at the time of project scoping.
MSN intends to submit grant applications to the FAA and/or BOA to support this effort, over multiple fiscal years. Please note that project elements, timelines, and funding are subject to change based on external factors.
