About this file
This is an Industry Day Brief presentation for the Army Research Office Trusted Partner Program (TPP), a competitive federal research contracting initiative designed to enable rapid CUI/SECRET/TOP SECRET contracting with external academic institutions for research and development projects.
The TPP represents an innovative, enterprise-level program offering flexible and responsive support for Army Research, Development, Test & Evaluation (RDT&E) needs across multiple technical fields and interdisciplinary areas. The solicitation number is W911NF-26-R-A009, managed by U.S. Army Contracting Command, Research Triangle Park Division. The Government anticipates awarding up to five or more Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts, though it reserves the right to award a different number or make no award. The response date is May 29, 2026, 4:00 PM EDT, with a published date of April 17, 2026. The program scope encompasses basic and applied research, data science and analytics, technology development, digital architecture, modeling and simulation, experimentation and testbed development, integration and demonstration, and technology transition to military capabilities. Technical areas include Biology (non-medical focus), Material Science, Electronics, Chemistry, Information Sciences, and Physics. Interdisciplinary focus areas include Applied Artificial Intelligence, Biomanufacturing, Contested Logistics Technologies, Quantum and Battlefield Information Dominance, Scared Directed Energy, and Scaled Hypersonics. Security clearance requirements range from CUI (Tier 1) through TOP SECRET and Special Access Program (SAP) levels, with corresponding facility clearance, personnel clearance, and IT infrastructure specifications. Evaluation criteria include five factors of equal importance: Technical (30-page limit), Management (10-page limit), Past Performance, Small Business Participation, and Cost. Other Than Small Business offerors must submit an acceptable Small Business Subcontracting Plan per FAR 52.219-9 to be eligible for award. The cost proposal will be evaluated based on a Government-provided sample task, assessing cost reasonableness, realism, and completeness.
