About this file
This is a Determination to Solicit from a Single Source document for the U.S. Department of the Interior, Bureau of Reclamation, California Great Basin Acquisition Services office (Solicitation Number: 140R2026Q0022). The Lahontan Basin Area Office requires procurement of new Forest Technology System (FTS) Inc. dataloggers, transmitters, and antennas valued at $23,635 with a 60-day delivery lead time after order receipt. The specific items include two radar water level sensor enclosures (OR-BIA-0243), two LX-80 1Hz level sensors with 30-meter range, four LT1-GOES Bundles with GPS antennas, and five GOES EON2 Antennas with GPS and cables. These components support Remote Automated Weather Stations (RAWS) used for hydrology, meteorology, wildfire management, and flood forecasting on the Newlands Project for irrigation delivery accounting.
The procurement is justified as a single-source award based on brand-name equipment requirements. The Contracting Officer determined that only FTS Inc. meets the Government's operational needs because the Newlands Project currently has 24 FTS LT1 datalogger/transmitter units deployed, and procuring the same brand ensures compatibility with existing FTS360 supporting software, maintains interchangeable components for field repairs, and avoids additional training costs. Previous market research efforts, including a January 7-21, 2026 sources sought notice and an SBA Dynamic Small Business Search yielding 40 datalogger vendors, resulted in only FTS Inc. responding. The original purchase order (140R2024P0107) was solicited as a total small business set-aside for a brand-name-or-equal product with only OneRain Incorporated responding. FTS Inc. letter confirmed it markets products directly throughout Canada and the United States with no licensed sales agencies, and all systems and sensors are proprietary end-to-end solutions, making alternative vendors unavailable.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.
1. Agency and Contracting Activity.
U.S. Department of the Interior, Bureau of Reclamation California Great Basin (CGB), Acquisition Services

4. Description of Circumstances, including why only one source is reasonably available.
This procurement is pursuant to FAR 13.106-1(b)(1)(i). The Contracting Officer (CO) may solicit from one source if it is determined that the circumstances of the procurement action deemed only one source reasonably available due to brand name item.
This purchase is an additional acquisition of equipment, as the initial purchase was made under purchase order 140R2024P0107. The original purchase order was solicited as a brand-name-or-equal product for small businesses. As a result, only OneRain Incorporated (an AEM subsidiary) responded with a quote.
Currently, there are 24 FTS LT1 datalogger/transmitters and antenna units deployed on Newlands Project sites. By acquiring the same make and model transmitters, Reclamation will be able to:
Continue using the existing FTS360 supporting software Maintain interchangeable components for field repairs, peripheral hardware, and installation accessories Avoid additional training, as Reclamation staff and project-affiliated contractors are already familiar with FTS LT1 datalogger/transmitters
The equipment is integral to the Government’s environmental monitoring network and must be compatible with existing FTS dataloggers, sensors, and GOES radios. Procuring the same brand ensures seamless integration, consistent data quality, and compliance with federal standards. Using a different brand would introduce risks such as communication failures, inconsistent data, increased maintenance complexity, and potential non-compliance.
The Government requires compatibility with existing equipment and software to ensure operational efficiency and minimize costs associated with training and integration of data.
Only the specified brand name items meet these requirements.
5. Determination of Fair and Reasonable Price.
The Contracting Officer will apply the necessary price analysis techniques outlined in FAR 13.106-3(a)(2), including:
(i) Market research
(ii) Comparison of the proposed price with prices previously determined fair and reasonable
(iv) Comparison with similar items in a related industry
These techniques will be used to determine whether the proposed prices are fair and reasonable.
6. Description of Market Research.

(11/2020)
As stated in Section 4 above, the previous purchase order 140R2024P0107 for this equipment was advertised as a total small business set-aside for a brand-name-or-equal product. Only one response was received, which was a quote from OneRain Incorporated for the brand-name product.
A search was conducted on SBA’s Dynamic Small Business Search website yielded 40 businesses matches the search criteria “datalogger”.
Furthermore, a sources sought notice was posted on January 7, 2026, to identify businesses capable of providing new FTS Inc. dataloggers, transmitters, and antennas. The notice closed on January 21, 2026, with only FTS Inc. responding. Moreover, a letter from stating that FTS markets and sells these products to its clients throughout Canada and the United States on a direct basis. There are no sales agencies licensed to sell, or distribute FTS Systems, sensors, or product solutions. Additionally, the systems and sensors offered by FTS are proprietary to FTS with all sensors, hardware and electronics packages built and programmed as an end-to-end solution.
Since no other vendors submitted a response, this requirement cannot be competed. The gauging equipment is used for environmental monitoring, including hydrology and meteorology, and supports Remote Automated Weather Stations (RAWS) for critical applications such as wildfire management and flood forecasting. It is essential to procure the same brand equipment as the existing system to ensure compatibility with current dataloggers, sensors, and GOES radios, maintain data integrity, and avoid costly integration issues. Purchasing a different brand would introduce risks such as communication failures, inconsistent data, increased maintenance complexity, and potential non-compliance with federal standards. Therefore, awarding this procurement as a sole source to FTS Inc. is the only viable option to meet the Government’s operational requirements.
