DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

3. Description of Supplies/Services and Estimated Cost.
This is a Brand Name Justification Only. The items being procured are manufactured by Helwig Carbon Products, Inc. The carbon brush holders are for use on generators, pump motors, pump/generators, synchronous motors, pilot exciters, and main exciters at the Grand Coulee Dam. Carbon brushes are consumable items that wear out and require replacement on a quarterly to annual basis depending on application. Carbon brush holders are replaced when the brush spring can no longer provide the required force. The estimated value of this requirement is
4. Description of Circumstances, including why only one source is reasonably available.
IAW FAR 13.106-1(b)(1)(ii), specific characteristics to limit the availability to a sole source.
The Grand Coulee Power Office has a requirement for the carbon brush holders, brushes and springs to use on 39 machines. There are 19 different types of brush holders currently used and is stocked at the Warehouse. These carbon brushes and brush holders and springs are specifically manufactured for Grand Coulee Dam. There are 102 applications where brush holders are currently used. Brushes used are sized in the “inch” system. Metric size brush holders will not work and may cause excessive wear to the brushes, damaging commutators and collector rings. If a brush holder is metric, it will not allow the brush to follow the eccentricity of the commutator and/or collector rings resulting in differences in spring force, it will alter the wear rate and damage the commutator. The repair cost to a commutator from an exciter can be costly at approximately $40,000.00 and may result in outages up to 120 days per unit. These brushes, brush holders and springs cannot be interchangeable with other brands. Changing manufacturers would require review of all 102 applications and disposal of existing inventories. Only Helwig Carbon Products Inc. can furnish this requirement.
Helwig Carbon Products hold the proprietary rights to the design, drawings and manufacturing tooling to the stamped parts numbers.

5. Determination of Fair and Reasonable Price.
In accordance with FAR part 13.106-3(a)(1), fair and reasonable cost will be determined through competitive quotes received in response to a solicitation issued for the brand name products specified.
6. Description of Market Research.
Market research was conducted and it was found that open market resources were available.
Although there were different brands for carbon bushes and holders, none of the sources found, other than the Helwig brand can be utilized without the possibility of causing damage.
Only Helwig Carbon Products brand replacement parts can be used.
