About this file
This is a Determination for Other Than Full & Open Competition document justifying a sole-source procurement action.
The Government seeks to procure a new High-Power Amplifier (HPA) manufactured by Ophir RF, Inc. (Cage Code: 1B8L3, small business) located at 5300 Beethoven Street, Los Angeles, CA 90066 to support and sustain an established Electronic Warfare (EW) system currently deployed operationally. The procurement is justified under 41 USC 1901(e) based on the "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" authority. The HPA must provide reliable high-power radio frequency amplification capabilities across designated frequency bands to maintain mission effectiveness, system readiness, and operational performance. Market research conducted in May 2026 by an Electronics Engineer with 17+ years of experience, including searches of the GSA General Supply Schedule, consultations with government and industry subject matter experts, and internet research, confirmed that Ophir RF is the sole source capable of meeting requirements. The current EW system was specifically designed, developed, integrated, and validated around the performance characteristics, interfaces, and operational behavior of this amplifier, undergoing extensive engineering, integration, testing, and accreditation activities. Substitution with alternate equipment would introduce significant technical risk, invalidate previous testing and accreditation, require substantial redesign and revalidation, and necessitate additional engineering analysis, software modifications, hardware validation, and electromagnetic compatibility assessments. The Government estimates that reengineering and recertification costs would exceed any savings from competition. The determination certifies that the anticipated cost will be fair and reasonable and represents the Government's best interest. The Contracting Officer, Phillip J. Amador, signed the determination on July 20, 2026.

DETERMINATION FOR OTHER THAN FULL & OPEN COMPETITION
(ACTIONS SAT AND BELOW)
1. DESCRIPTION OF PROPOSED PROCUREMENT:
The Government requires a new High-Power Amplifier (HPA) to support and sustain an already established Electronic Warfare (EW) system currently deployed in an operational environment.
2. PROPOSED CONTRACTOR/MANUFACTURER:
Ophir RF, INC.
5300 Beethoven St.
Los Angeles, CA 90066 Cage Code: 1B8L3 Small Business
3. ESTIMATED TOTAL VALUE:
4. STATUTORY AUTHORITY PERMITTING CONTRACTING WITHOUT PROVIDING FOR
FULL AND OPEN COMPETITION: The statutory authority permitting sole source is 41 USC 1901(e), implemented by RFO FAR 6.103-1(c)(2) Restricting Competition:
_x__ Only One Responsible Source and No Other Supplies or Services Will Satisfy
Agency Requirements ___ Unusual and Compelling Urgency ___ Industrial Mobilization; Engineering, Developmental, or Research Capability; or
Expert Services ___ International Agreement ___ Authorized or Required by Statute ___ National Security ___ Public Interest
5. JUSTIFICATION FOR THE AUTHORITY CITED ABOVE:
The item(s) listed in section one above is available from only one source and competition is precluded for reasons indicated below. There are no substitutes available.
__X_ Other reasoning to support a sole-source buy:
The requires the High-Power Amplifier (HPA) to support and sustain an already established
Electronic Warfare (EW) system currently deployed in an operational environment The amplifier shall provide reliable high power radio frequency (RF) amplification capabilities required to maintain mission effectiveness, system readiness, and operational performance across designated frequency bands.
The amplifier is a critical part of an EW system that is used during Developmental and Operational testing as well as ARMY readiness training events. The requested amplifier is a new system to build our inventory to fulfill mission requirements and must be procured from the original manufacturer/vendor because it is the only source capable of providing equipment that is fully compatible with the existing EW system hardware and software configuration.
The current EW system was specifically designed, developed, integrated, and validated around the performance characteristics, interfaces, and operational behavior of this amplifier. The system has undergone extensive engineering, integration, testing, and accreditation activities
Also, substitution of an alternate amplifier would introduce significant technical risk and require substantial redesign, redevelopment, re-integration, and revalidation efforts. Any modification to the approved system configuration would invalidate previous testing results, operational accreditation, and EW Working Group approval. Such changes would necessitate additional engineering analysis, software modifications, hardware interface validation, electromagnetic compatibility assessments, and repeat operational testing to re-establish system performance and accreditation.
It is estimated that it would cost the Government a in associated re-engineering and re-certification would exceed any potential savings realized through competition.
Furthermore, introducing a non-identical component could negatively impact system performance, delaying critical schedule milestones, mission readiness, and operational test objectives that would lead to mission failure.
Market research was conducted in May 2026 by , Electronics Engineer, with 17+ years’ experience in the field. searched the General Supply Schedule (GSA), contacted knowledgeable people and subject matter experts within Government and industry, and searched the internet for reliable sources. spoke with
Electronics Engineer, and it was determined that the High-Power Amplifier (HPA) manufactured by
Ophir RF are the only system that fully meets the above requirements.
Based on the unique compatibility requirements of the fielded and accredited EW system, the extensive development and validation effort already invested, and the requirement to maintain the
