About this file
This is a Written Justification for Contract Consolidation issued by the Naval Supply Headquarters (NAVSUPHQ) on April 8, 2026, justifying the consolidation of four existing contracts exceeding the $2 million threshold.
MESG ONE seeks to consolidate four contracts providing professional contractor support services for developing, delivering, and sustaining standardized training and readiness programs aligned with Naval Education and Training Command (NETC) requirements. The contracts being consolidated are: N00244-23-F-3008 with R3 Strategic Support Group (SDVOSB, $4,482,747 base plus two option years) for Maritime Expeditionary Security Force curriculum development and research; N00189-25-F-3040 with The Oryza Group LLC (SDVOSB, $192,917) for Training Liaison Officer support; N00189-23-P-0645 with Vectrona LLC (SDVOSB, $1,321,581 base plus two option years) for Subject Matter Experts in patrol boats and advanced engineering platforms; and N68246-23-P-0153 with Galaide Professional Services Inc (Small Disadvantaged HUBZone, $899,481 base plus two option years) for Readiness Cost Reporting Program and Advanced Skills Management training support. The consolidation is justified based on substantial benefits including estimated annual cost savings of approximately $920,000 (40% reduction from $2.32 million to $1.4 million annually), improved management and quality control through a single point of contact, elimination of duplication of effort, reduced administrative burden, and shortened procurement lead time. The consolidated contract will be set aside for Small Disadvantaged Veteran Owned Small Businesses (SDVOSB) to maximize small business participation. The justification was approved by A. R. DiCola, ACOM for Contracting, NAVSUPHQ, on April 22, 2026.

WRITTEN JUSTIFICATION
CONSOLIDATION REQUIREMENTS ABOVE $2 MILLION
PURPOSE
1. Maritime Expeditionary Security Group ONE (MESG ONE) is to obtain professional contractor support services that enhance MESG ONE’s ability to develop, deliver, and sustain standardized training and readiness programs in alignment with Naval Education and Training Command (NETC) (e.g., NAVEDTRA M-142 requirements) and higher headquarters guidance.
2. MESG ONE plans to consolidate multiple contracts to provide substantial benefits to the government. The following contracts are being consolidated:
• N00244-23-F-3008 - R3 Strategic Support Group-4WRF7-SDVOSB - $4,482,747
(Base + 2 Option Years) - The objective is to acquire support with various aspects of
Maritime Expeditionary Security Force (MESF)’s curriculum development and maintenance of standardized training and readiness programs and policies through comprehensive research and analysis.
• N00189-25-F-3040 – The Oryza Group LLC-6D6V2-SDVOSB - $192,917 - The objective is to acquire support of a Training Liaison Officer for the training requirements contained in Maritime Expeditionary Security Force Readiness and
Training Manual (CORIVFORINST 3502 .1 series).
• N00189-23-P-0645 - Vectrona LLC-6FH99-SDVOSB - $1,321,581 (Base + 2 Option
Years) - The objective is to acquire a support team of Subject Matter Experts (SME) experienced in MESF Patrol Boats or advanced engineering platforms in order to adequately create a robust curriculum and to deliver the course of instruction.
• N68246-23-P-0153 – Galaide Professional Services Inc-6A1A4-Small, Disadvantaged HUBZone - $899,481 (Base + 2 Option Years) - The objective is to acquire premier training support for Readiness Cost Reporting Program (RCRP) and
Advanced skills Management (ASM) assigned to Maritime Expeditionary Security
Group (MESG) TWO and its subordinate commands.
JUSTIFICATION FOR DECISION
1. This written justification is based on requirements cited in FAR 7.107-2.
2. No alternative contracting approaches that would involve a lesser degree of consolidation would be appropriate.
3. Strategic and Mission-Focused Benefits Mission Criticality
• Mission Criticality: Consolidation will help align all the efforts with strategic goals.
• Improved Management and Quality Control: Having a single contract provides a single point of government and contractor management. It prevents any possible miscommunications between several different government and contractor entities.
This simplifies oversight, allows for more efficient management processes, and ensures a more consistent level of quality across the entire scope of work.
4. Operational and Performance Benefits
• Enhanced Performance and Efficiency: A single, integrated contract eliminates duplication of effort across similar contracts and reduces the risk of performance gaps or technical conflicts that can arise when the government has to act as the integrator between multiple contractors.
• Better Terms and Conditions: A consolidated contract ensures consistency in terms, conditions, and requirements, which is vital for avoiding conflicts that can arise from different contractors operating under separate agreements.
5. Administrative and Financial Benefits
• Cost Savings and Price Reductions: By combining requirements, the government can leverage its buying power to achieve economies of scale, leading to lower prices and overall cost savings. The government estimates of keeping the contracts “as is” equals approximately $2.32 million annually, while the government estimates cost after consolidation to be approximately $1.4 million annually. The resulting annual savings would be approximately $920,000 or 40%, exceeding the threshold of FAR
7.107-2(c)(3)(i) to be considered a substantial benefit.
• Reduced Administrative Burden: Managing one contract is significantly less work than managing multiple. This reduces the time, effort, and cost associated with contract administration, invoicing, and oversight for the contracting office.
• Reduced Procurement Action Lead Time (PALT): Running a single procurement process instead of several separate ones significantly reduces the time it takes to get the contract awarded and the work started.
DECISION
1. Based on market research, the procurement strategy of the consolidated contract provides for maximum practicable participation by small business as it would be set aside for small businesses, specifically Small Disadvantaged Veteran Owned Small Businesses (SDVOSB).
2. The consolidation of these contracts is appropriate, critical to the agency's mission success, and would result in substantial benefits to the government as documented above.
