SIMPLIFIED ACQUISITION PROCEDURES (SAP)

Determination Memorandum for Sole Source Acquisitions Over $10,000 but not Exceeding $250,000

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY THE ITEM OR SERVICE PROVIDER IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT'S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THIS FORM MAY BE USED IN LIEU OF THE DETERMINATION DESCRIBED IN FAR 13.106. THE CUSTOMER SHALL

PROVIDE THE FOLLOWING INFORMATION:

1. PURCHASE REQUEST OR REQUISITION NUMBER:

1300894298

2. PROJECT/TASK NUMBER:

CAVE

3. ESTIMATED AMOUNT:

$133,000.00

4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

Procurement of the Annual Maintenance Licenses for the CAVE operations Software at: Naval Warfare Development Center (NAWDC) at NAS Fallon Nevada; Expeditionary Warfare Training Group Atlantic (EWGLANT) at Joint Expeditionary Base Little Creek; Expeditionary Warfare Training Group Pacific (EWTGPAC) at Naval Base Coronado South; and for the Engineering Development Model (EDM), which is presently at NUWC Rhode Island but will be eventually be located at EWTGLANT.

These items are as follows for each site:

BSI-Modern Air Combat Environment - DOME support: NAWDC Qty 1; EWTGPAC Qty 1; EWTGLANT Qty 1 BSI-Modern Air Combat Environment: NAWDC Qty 2; EWTGPAC Qty 1; EWTGLANT Qty 1 MetaVR-Virtual Reality Scene Generator: NAWDC Qty 17; EWTGPAC Qty 11; EWTGLANT Qty 16; EDM 4 MetaVR Extra View Ports: NAWDC Qty 6; EWTGPAC Qty 4; EWTGLANT Qty 7 Scalable Display Technologies Software Maintenance: NAWDC Qty 1; EWTGPAC Qty 1; EWTGLANT Qty 1

5. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR

SERVICES CAN BE USED:

Battlespace Simulations Inc. (BSI), is the only seller of BSI-Modern Air Combat Environment maintenance licenses, there are no authorized re-sellers. While MetaVR and Scalable licenses are available through separate resellers, BSI is the only provider of all three products which are necessary to update the CAVE support system. Therefore, only BSI can provide streamlined maintenance support on the entire CAVE system software items. Procuring maintenance licenses for all three from BSI allows the Government to maintain a single point of technical support, requiring less coordination for repairs/installations and thus reducing trainer downtime should the Government have to contact multiple vendors who are only responsible for individual software, but not responsible for how each piece of software integrates with one another. Multiple contract actions would increase the delay of obtaining these products and incur duplication of costs, via Government labor, that would not be recovered through separate contract actions.

6. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT MORE THEN ONE

SOURCE HAS NOT BEEN DEVELOPED:

Market research revealed the BSI Modern Air Combat Environment maintenance license is only available from one manufacture, BSI. No other contractor can provide maintenance to this software and a total system re-design of the CAVE devices would be required to replace the BSI- Modern Air Combat Environment SAF product and interface re-design would be required for the replacement of META-VR and Scalable solutions. Additionally, BSI has agreements with MetaVR and Scalable, which allows them to provide support on the entirety of the CAVE system software. There is no other singular source capable of performing this work

7. PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO

COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:

There is no further action the Government may take at this time to remove barriers to competition. Any other action would require the total replacement or redesign of the system. This would not be in the best interest of the Government in terms of cost, schedule, and resources.
