Text11: Program Overview: An outdoor, experience-based leadership development program that digs into beliefs and values, and connects those core elements to the challenges faced in the unique environment of natural resources and conservation.

Goal: Participants gain insight into their personal style, capabilities, strengths, and weaknesses and in turn they be equipped to better understand their team’s capabilities, strengths, and weaknesses. Emphasis must be placed on developing leaders and understanding team dynamics within the unique setting of outdoor recreating and conservation.

Needs:

• Program delivery combines personal assessments, leadership exercises, analytical assignments and challenging activities to provide a life-changing experience for outdoor recreation, conservation, and visitor safety emerging leaders

• Provide a highly interactive mix of learning deliveries providing a strong knowledge and experiential base specific to wildlife conservation and outdoor recreation.

• Program delivered over a 3 month period with a combination of challenging outdoor experience based learning and virtual discussions to put learning into practice

• Ongoing support/mentoring of “cohort” class as they return to their work places and put their learning into practice.

• Engage past graduates as advisors to new cohorts building leadership depth.

• Provide sample agenda

• Cost inclusive of entire program delivered

Experience Requirements (describe how you meet the requirement):

• Faculty certification in Insights Discovery Practitioner

• Successful design and delivery of program customized for outdoor recreation and conservation/public safety audience in public sector

• Examples of outdoor experiential activities included in program

• Experience working with outdoor recreation and conservation/historical organizations

Text12: Arizona State Parks’ scope of work for the agency’s leadership development program is unique based on the needs of the workforce operating in the context of conservation and natural resources management. The Colorado Global Strategists program is specific to the needs of ASPT and the approach is experientially based driving toward developing our workforce in context of the natural resources work that they are doing. The program is delivered in an outdoor environment consistent with the work.

The competitive quotation process is not practicable or advantageous to the State for this procurement because of the uniqueness of the program tailored specifically to the agency. ASPT is not able to use the statewide contracts as the needed training program is geared towards outdoor/conservation/recreation workforce specific training.

The suppliers on contract were not able to provide a “outdoor recreation” component of training, and do not have the certification required. After reviewing the cost of the on contract courses the specialized training is fair and reasonable with regards to cohort based training.
