About this file
This addendum modifies Invitation for Bid 2026-068 for the Union County, North Carolina Detention Center Boilers Replacement project. The project involves a complete turn-key replacement of two domestic water boilers at the Union County Detention Center located at 3344 Presson Road, Monroe, North Carolina. The scope of work includes demolition and removal of existing equipment, furnishing and installation of two new condensing domestic-water boilers, all required connections for domestic water, gas, venting, condensate, and electrical systems, testing, startup, training, permits, inspections, and related work. The original bid deadline of October 20, 2026, at 2:00 p.m. EDT has been extended to November 4, 2026, at 2:00 p.m. EST due to insufficient bid submissions received by the initial deadline. Union County received only two bids and requires a minimum of three bids to proceed with awarding the project. A non-mandatory pre-bid site visit was scheduled for October 2, 2026, at 9:00 a.m. EDT. Bids must remain valid for 120 calendar days after submission, and award will be made on a lump sum basis to the lowest responsive and responsible bidder.
Bidders must acknowledge receipt of this addendum in the appropriate space on the bid form, with failure to do so potentially resulting in disqualification. Each bid must include a 5 percent bid deposit in the form of cash, cashier's check, certified check, or bid bond from a North Carolina-licensed corporate surety. Acceptable equipment manufacturers include PVI, AERCO, Lochinvar Armor, and AO Smith, with requests for approved equals requiring written submission by October 9, 2026, at 3:00 p.m. EDT. Compliance with 2018 North Carolina Building Codes is mandatory, with 2024 codes available as an alternate subject to field verification. Contractors must comply with detention center security and access requirements and identify selected subcontractors for HVAC, plumbing, electrical, and general branches on the bid submission form. Insurance requirements include Workers' Compensation statutory limits, Commercial General Liability of $2 million general aggregate, and Commercial Automobile Liability of $1 million combined single limit, plus additional coverages as specified in the IFB. Contractors must provide applicable North Carolina contractor license documentation with their bids.
