SERVICES TO BE PERFORMED BY THE CONTRACTOR

The Contractor is not allowed to work on-site without the presence of a Western representative. The Contractor shall commence work no later than 10-days after contract award. The Contractor shall complete the entire project within five-weeks, which includes two-weeks for submittal review, and subsequent to mobilization to the site.

The Contractor shall submit all new fence components to the COR for approval.

FENCE

The existing perimeter fence consists of eight-foot-tall chain-link fence with Concrete Masonry Unit (CMU) walls at the main entry gate and at all outside corners, see Drawings LIB-3012 – Rev A and LIB 0013 – Rev A. Each fence post has a standard top cap to support the existing top rail.

In 2007/2008, two rows (stacked) of concertina wire were installed at the inside perimeter of the fence. The top row of concertina wire attaches to the top of the block wall.

The Standard Drawings do not show the use of concertina wire; the Standards are included for reference only, and installation of the new concertina wire shall be done in a similar, manufacturer-approved, manner.

The Contractor shall remove the existing top rail and fence end caps; provide new 45-degree barbed arm caps for two new horizontal barbed wire strands; then reinstall the top rail. The removed top end caps become the property of the Contractor, and shall be disposed of/recycled at an appropriate location.

The Contractor shall provide two strands of galvanized, 12-½-inch gage wire with four-point barbs to the top perimeter of the fence on the new 45-degree barbed wire arms; see Standard Drawings for connections. The Contractor shall also provide 24-inch concertina wire, stainless steel, 12-½-inch-gage galvanized core wire, 31 loops, three clips per loop, 20-feet yield, and 16-inch spacing (24SG31) around the newly installed perimeter top barbed wire. The Contractor shall attach the new wire per the manufacturer’s recommendations.

The existing fence is grounded to the existing ground grid, in accordance with Standard Drawings 31-1500 and 31-1501. The Contractor shall ground the new barbed wire as shown on Standard Drawing 31-1501 – Rev B. Currently, every third post is connected to the existing ground grid. The Contractor shall extend this grounding wire to the new barbed wire at the top of the fence. The Contractor shall use as a minimum No. 2 bare copper clad (steel core) for the grounding wire, and Servit Connectors to attach the grounds to all connection points.

The Contractor shall submit, at the end of the contract, an as-built drawing showing the locations of the new wire installation and grounding connections. The as-built marks shall be done in a full-size (34-inches x 22-inches) hard copy of the existing site plan, with “Additions” in red, “Deletions” in green, and “Notes” to the drafter in blue.

CONTRACTOR-FURNISHED MATERIAL AND DELIVERABLES

The Contractor shall provide the following:

1. Submittals as outlined on the attached Submittal Log.

2. New concertina wire installed in accordance with the manufacturer’s installation instructions.

3. New barbed wire installed per the manufacturer’s installation instructions.

4. New top caps for fence posts with a minimum of two connection points for horizontal barbed wire installation.

5. Ground the new wire sections with No. 2 copper clad (steel core) conductor and ground to ground grid’s existing fence post connections.
