Tower Inspection

Performance Work Statement

U.S. DEPARTMENT OF ENERGY

WAPA AREA POWER ADMINISTRATION

PERFORMANCE WORK STATEMENT

MICROWAVE TOWER INSPECTION

1. GENERAL

1.1. Scope of Work

The WAPA Area Power Administration (WAPA) requires a contractor to perform comprehensive inspection and maintenance services on guyed and self-supported microwave towers at various locations throughout its territory. The work will be performed predominantly for the Rocky Mountain Region (RMR) and the Desert Southwest Region (DSW) in the following states: Colorado, Wyoming, Utah, Nebraska, New Mexico, Montana, Arizona, California and Nevada.

A five (5) year interval for performing microwave tower inspections has been established for the RMR and DSW. Attached to this Performance Work Statement (PWS) is a spreadsheet (Exhibit 3) listing the year each tower is to be inspected, the name of the site, the Facility Identification Code (FID), the height of the structure, and the type of structure.

Requirements will be issued each contract year, including the option years if exercised, which will include the specific towers identified for inspection that year (Exhibit 3). Tower inspections should normally be completed between May and September of each year to guarantee access to each site. Inspections may be allowed outside of this window, at the discretion of the Contracting Officer.

If additional towers are identified for inspection, or non-routine maintenance is identified and required to be performed, additional Requirement will be issued as required.

1.2. Background

WAPA, part of the U.S. Department of Energy (DOE), is a Federal power marketing administration that markets and delivers reliable, cost-based hydroelectric power and related services within a 15-state region.

The RMR serves preference customers in Colorado, Wyoming, Nebraska and Kansas. RMR also services the Colorado River Storage Project Management Center (CRSP-MC) in Salt Lake City, Utah. The CRSP-MC provides transmission services to facilities in Arizona, New Mexico, Colorado, Utah, Texas and Wyoming.

RMR’s mission includes maintenance and operation of the high-voltage transmission system including 80 substations and over 5,400 miles of high-voltage power transmission lines that deliver power from CRSP-MC and over 19 power plants to its wholesale customers. The DSW serves preference customers in Arizona, California and Nevada. DSW’s mission includes maintenance and operation of the high-voltage transmission system including nearly 40 substations and 3,100 miles of high-voltage power transmission lines

1.3. Location

The work is located at various communication sites throughout WAPA, some of which are inside energized high voltage electrical substations. States in which the sites are located include the following: Arizona, California, Colorado, Montana, Nebraska, Nevada, New Mexico, Utah, and Wyoming

1.4. Government Personnel

1.4.1. The Contracting Officer is the individual executing this contract on behalf of the Government and is responsible for the overall administration of the contract. He/she is the only person authorized to make any changes in the prices, terms or other conditions of the contract.

1.4.2. The Contracting Officer’s Representative (COR) is responsible for giving the contractor any special technical instructions or guidance necessary to ensure contract execution. The COR has no authority to alter the terms of conditions of the contract.

1.5. Contractor Personnel

1.5.1. The contractor shall furnish adequate supervision at the premises to ensure that work is performed in a satisfactory manner. It is the responsibility of the contractor to maintain close surveillance over personnel employed to perform work on the contract.

1.5.2. The contractor shall have a competent on-site representative authorized to act on behalf of the contractor, available to the CO or COR to receive instructions or information regarding work under the contract. The on-site representative must be able to fluently speak and understand English.

1.5.3. No unauthorized personnel are permitted on the premises.

1.6. Hours of Work

Normal work hours for Maintenance personnel are from 7:00 a.m. to 5:30 p.m. daily, Monday through Thursday. Maintenance personnel from each Region will escort contractor at each site of inspection, so the normal work hours shall be taken into consideration in developing the inspection schedule (See paragraph

1.7.3. below). Differing from this schedule may be authorized on a case-by-case basis with the COR’s or CO’s prior approval.

1.7. Submittals.

1.7.1. Safety and Health Program. Contractor shall submit an electronic copy of its Safety and Health Program to the CO and COR no later than 10 calendar days after contract award. Inspection services shall not begin until approval of the Safety and Health Program. Approval of the Safety and Health Program, including amendments and supplements thereto, is for the purpose of determining compliance with this Work Statement only, and shall not relieve the contractor of the responsibility for the safety and health of persons and property. Safety and Health Program shall include, but is not limited to:

1.7.1.1. Designation of the on-site superintendent to carry out the safety and health program.

Include superintendent’s resume of qualifications and experience in the type of work to be performed and all safety and hazard recognition training.

1.7.1.2. Statement of company safety and health policy encompassing compliance with applicable Federal, State and local safety standards and the safety and health requirements of these specifications.

1.7.1.3. Provision for RF Exposure Policy and Employee Training.

1.7.1.4. Provision for first aid and medical care of injured employees as required by OSHA 1926.50, “Medical Services and First Aid.”

1.7.1.5. Provision for instruction of employees in the recognition and avoidance of unsafe conditions using methods such as new employee orientation and daily “tool box” meetings.

1.7.1.6. Procedures that will be implemented to protect employees against high wind conditions and lightning storms.

1.7.1.7. Fire protection procedures and facilities, including requirements in OSHA 1926, Subpart F, “Fire Protection and Prevention.”

1.7.1.8. Health and sanitation facilities, including requirements in OSHA 1926.51, “Sanitation.”

1.7.1.9. Procedures for specific sequences of work to ensure adequate analysis of hazards and provision of protective measures (e.g., working adjacent to energized electrical equipment, minimum approach distances for non-electrical workers, etc.).

1.7.1.10. Provisions for the use and furnishing of personal protective equipment as required by

OSHA.

1.7.1.11. A copy of the Company’s “Fall Protection” program, as well as a complete listing of Certified Company Climbers and training method for certification.

1.7.1.12. Procedures for protecting the public.

1.7.1.13. Company policy and procedures for enforcing safety and health regulations.

1.7.1.14. Copy of the current certificate of compliance with industrial compensation insurance statutes.

1.7.1.15. A comprehensive inspection program for inspecting tools, equipment, and facilities.

1.7.1.16. Industrial hygiene program that provides occupational health and environmental controls as required by OSHA 1926, Subpart D, “Occupational Health and Environmental Controls.”

1.7.2. List of Employees. Contractor shall furnish a list of all employee names/personnel performing work on this contract to the CO and COR no later than 10 calendar days after contract award. The list shall include the contractor’s confirmation that all proposed employees are U.S. citizens. Any Foreign Nationals proposed to work at WAPA sites, must complete Attachment D to the contract and submit to the Contracting Officer, at least 30 days prior to starting work. All Foreign Nationals must be approved by the Government, prior to starting work. No unidentified or unauthorized personnel shall be allowed or permitted on the work site.

1.7.3. Inspection Schedule. Contract shall submit a proposed inspection schedule to the CO and COR no later than 10 business days after award. WAPA’s approval of the work schedule is required prior to the commencement of work.

1.7.4. Inspection Reports. An electronic copy of a sample inspection report (PDF file format)shall be submitted to the CO and COR no later than 10 business days after award of contract.

1.8. Pre Performance Meeting

The CO will schedule a meeting with the contractor within 15 days following contract award to discuss the requirements of the contract and other administrative matters.

1.9. Quality Control and Quality Assurance

1.9.1. The contractor is responsible for quality control and shall utilize its own internal quality control processes in the performance of this contract. The contractor shall develop and maintain a Quality Control Plan (QCP) to ensure all services are performed in accordance with the Government’s performance standards outlined in the Performance Requirements Summary (PRS) section of this

PWS.

1.9.2. Government Performance Standards. See Exhibit 1. The PRS is a listing of significant performance objectives with associated performance standards that will be monitored and inspected by Government personnel. Each performance objective represents a critical function as identified by the Government at the time of contract award. The performance standard represents the minimum acceptable level of contractor performance. The performance objectives and standards represent only the critical components of this Contract, and do not excuse the contractor from performance of other responsibilities identified in the PWS. All services described in this PWS are subject to inspection/surveillance by the Government.

1.9.3. Government Surveillance of Contractor Performance. In order to supplement the contractor’s QCP, WAPA Inspectors, Foreman, Regional Points of Contact, and/or the Contracting Officer will monitor the contractor’s performance to verify compliance with essential performance requirements.

1.9.4. Contract Discrepancy Report (CDR). A CDR (PWS Exhibit 2) will be initiated by the CO or COR if, at any time during the performance, the results of WAPA’s surveillance show the number of observations of unacceptable performance during the period exceeds the threshold specified in the

PRS, and the CO/COR determines that the unacceptable performance was not caused by the Government. Instructions for completing the CDR will be provided to the awarded contractor by the

COR.

1.10. Compliance with Regulations

In performing the work required by this Contract, the contractor shall comply with all applicable Federal, State and local laws and regulations.

1.11. Licenses and Permits

The contractor shall obtain and maintain, at its sole expense, all necessary licenses and permits required to meet the requirements of the contract.

1.12. Materials, Equipment and Storage

1.12.1. The contractor shall furnish all materials and supplies required for the performance of work under this contract.

1.12.2. The contractor shall determine and furnish all equipment required for the performance of the work under this contract. All equipment shall comply with applicable OSHA guidelines, and shall be in good operating condition. The contractor shall operate the equipment in accordance with the original manufacturer’s recommendation and applicable laws and regulations

1.12.3. The contractor shall provide off-site storage space for its materials and equipment. Materials and equipment shall not be stored on WAPA property.

1.13. Interference with Business

The Government may undertake or award other contracts for additional, unrelated work in the vicinity, and the contractor shall fully cooperate with such other contractors and Government employees as may be directed by the COR. The contractor shall not commit or permit any act that will interfere with the performance of work by any other contractor or by Government employees.

The services under this contract shall be performed in such a way that there will be no interruption to or interference with the normal operation of Government business on the premises. Persons employed by the contractor shall, while on the premises, comply with all applicable regulations.

1.14. Government Furnished Property, Equipment, Materials and Utilities

1.14.1. The Government will not furnish any property, equipment or materials for use under this contract.

1.14.2. Electrical power is available for contractor use at most sites; however, if contractor requires electrical power at sites without it, contractor shall furnish and provide it’s own generator..

1.15. Security of Facilities

Security of Government facilities is a shared responsibility of all employees, both Federal and contractor.

1.15.1. If access to a facility is controlled by a door or gate, contractor personnel shall not prop open doors, and when entering or leaving the complex shall ensure that doors and gates are secure. Contract staff shall notify the COR if they are unable to secure a door or gate.

1.15.2. The Government may require immediate removal of the employee from the contract and the job site for conduct issues deemed by the Government to be serious (for example, violent behavior or comments, theft, misuse of Government equipment, unsafe work practices, fraudulent activity, etc.).

1.16. Safety and Reporting Requirements

1.16.1. The contractor shall take all reasonable precautions in the performance of the work under this contract to protect the safety and health of employees and members of the public. The contractor shall comply with the latest effective standards promulgated by the Department of Labor, Occupational Safety and Health Administration, Safety and Health Standards, 29 CFR 1904, 29 CFR 1910 and 29 CFR 1925. Contractor shall keep a copy of these OSHA standards at the jobsite.

Certain standards have been referenced for emphasis. All OSHA standards shall apply, whether referenced or not. If there is a conflict between the requirements of this PWS and applicable Federal, State, or local safety, health, or industrial regulations or code, the more stringent requirements shall prevail.

1.16.2. Failure to implement, monitor, and enforce the safety and health program submitted to and approved by Government as well as the requirements of this PWS may result in the Contracting Officer’s direct removal of the job superintendent or may result in the suspension of all or part of the work. Government’s failure to order discontinuance of the contractor’s operations shall not relieve the contractor of responsibility for the safety and health of personnel and property.

1.16.3. Contractor shall be responsible for determining the integrity of the structure and use all reasonable means to ensure the safety of workers before climbing begins. It will be the contractor’s responsibility to assess the safety of the structure prior to and while the inspection is undertaken. A Government representative will be on-site to observe safety procedures and is authorized to stop work if safe practices are not being used. The failure of the COR to spot an unsafe condition shall not incur liability to the United States Government.

1.16.4. The contractor shall maintain an accurate record of, and report work-related fatalities, injuries and illnesses in accordance with the requirements of 29 CFR 1904.

1.16.5. Contractor shall immediately report, verbally and in writing, to the CO and COR, all cases of death, occupational disease, or traumatic injury to employees or the public, and any property damage as a result of performance under this contract. Written reports are required within 48 hours in the form and manner prescribed by 29 CFR 1904.

1.16.6. Contractor shall report worksite equipment and motor vehicle accidents, regardless of extent of injury or cost, to the CO and COR.

1.16.7. Contractor shall report property damage or loss in excess of $1,000 resulting from any accident to the CO and COR. Damage to Government or public property, regardless of cost, shall be reported to the CO and COR.

1.16.8. When requested by the Government, Contractor shall participate in any investigation of accidents or incidents.

1.16.9. The Contractor shall ensure that its employees have been appropriately instructed and trained in the proper use of any equipment, vehicles, and/or personal protective equipment and where required, have the necessary exams, certification, skills and knowledge necessary to safely perform their assigned duties.

1.16.10. Contractor shall ensure each employee receives initial work site safety orientation and continued safety and health training addressing the hazards associated with the work and the measures necessary to control or eliminate hazards. Employees shall be physically qualified to perform their assigned duties. Employees shall not work while their ability or alertness is impaired because of fatigue, illness, medications, drugs or alcohol, or any other reason that may expose them or others to injury. The Government has a zero tolerance policy on drugs and alcohol.

1.16.11. The contractor shall be responsible for identifying and providing its employees the personal protective equipment (PPE) as necessary in accordance with established OSHA and other applicable Federal, State and local regulations.

1.16.12. Equipment utilized under this contract shall be designed, manufactured, maintained, and operated as required by OSHA 29 CFR 1926 and 1910 requirements. All of the manufacturer’s safety restrictions, warning, and advisements shall be adhered to.

1.16.13. Lifting devices utilized under this contract shall be designed and manufactured or fabricated for their intended use and shall conform to applicable ANSI standards and OSHA 29 CFR 1910 requirements. Annual inspection records in accordance with ANSI B30 and ANSI A92.2-79, as applicable, shall be available for COR inspection if requested.

1.17. Environmental Requirements

1.17.1. The contractor shall comply with all applicable Federal, State, and local environmental laws and regulations, and current WAPA policies and procedures.

1.17.2. The contractor shall dispose of or recycle hazardous, universal, and non-hazardous waste material that may be used in the course of this contract in accordance with all applicable Federal, State and local laws, regulations and ordinances and current policies and procedures identified by Government. Wastes shall be reduced by recycling, reusing, or reprocessing to the maximum extent practicable.

1.17.3. Hazardous, Universal, and Non-Hazardous Wastes. The contractor shall manage any hazardous, universal, and non-hazardous wastes in accordance with all applicable State, Federal and Local regulations, and existing policies and procedures identified by Government.

1.17.4. Contractor’s Liability for Regulated Material Incidents. The contractor is solely liable for all expenses related to spills, mishandling, or incidents of regulated material (such as, but not limited to petroleum products and pesticides) attributable to its employees’ actions or the actions of its subcontractors. This includes all response, investigation, cleanup, disposal, permitting, reporting, and requirements from applicable environmental regulation agencies.

1.18. PWS Exhibits

The exhibits listed below are attached to and incorporated into this PWS.

Exhibit 1: Performance Requirements Summary (PRS). The purpose of the PRS is to communicate the Government’s quality expectations and the process to evaluate the contractor’s performance.

Exhibit 2: Contract Discrepancy Report (CDR).

2. SCOPE OF WORK

Inspection and Routine Maintenance. Contractor shall provide all labor, equipment, material and supervision to perform inspections and routine maintenance in accordance with this PWS, to include but not be limited to inspections of: the tower, guy wires, foundation and anchors, antenna system, electrical, lightning protection systems and grounding. Routine inspection and maintenance to be performed shall be conducted in accordance with paragraphs 2.1 through 2.8 below.

2.1. Foundation and Anchors

2.1.1. Inspect and note condition of concrete bases and anchor concrete.

2.1.2. Inspect and note anchor for erosion and creeping.

2.1.3. Visually inspect and note condition of anchor head welds.

2.1.4. Inspect and note anchor rod head for cracks, splits, bends, twist, or rust.

2.1.5. Excavate to a depth of 1 foot below the surface, inspect, and note anchor rods not embedded in concrete for corrosion.

2.1.6. Inspect anchor fencing for damaged fabric, missing hardware, bent or broken posts, rusting or missing locks or security issues.

2.1.7. Inspect guy anchors for vegetation overgrowth.

2.1.8. Repair damage to galvanized coating on anchors and bolted connectors.

2.2. Tower

2.2.1. Measure and record plumb and twist.

2.2.2. Visually inspect all tower hardware. Replace missing hardware, broken clips, and tighten loose hardware (except antenna or reflector adjustments hardware and feed line hardware in RMR’s WNMO), and check for air leaks. Hardware associated with antenna reflectors and feed lines found loose shall be documented in the inspection report.

2.2.3. Hand-inspect 100% of bolted connections with a wrench, tighten and re-torque those found loose (note number of connections found loose), and re-torque a minimum of 10% of the bolts on the tower.

2.2.4. Inspect for cracked, bent, twisted, or missing members and areas that show signs of fatigue.

2.2.5. Inspect and note condition of tower main members and guy plates.

2.2.6. Inspect and note condition of safety climbing device.

2.2.7. Inspect and note galvanized finish for damage or fading. Repair damage to galvanized coating on tower structure members.

2.2.8. Inspect and clean all weep holes in pipe legs and bracing for proper drainage.

2.2.9. Inspect and note condition of work platforms and hatches.

2.2.10. If provided by WAPA, mark up site tower drawing to reflect actual conditions, using the following colored markings: Red = additions; Green = deletions; Blue = notations.

2.3. Guy Wires

2.3.1. Inspect and note broken strands, wear/abrasion, and/or rust.

2.3.2. Inspect and note condition of thimbles, turnbuckles, and clamps.

2.3.3. Inspect and note bolted clamps for tightness.

2.3.4. Inspect and note condition of turnbuckles.

2.3.5. Tension guys.

2.3.6. Repair damage to galvanized coating on guy wires and bolted connectors.

2.4. Antenna System

2.4.1. Inspect and note visible damage or distortion.

2.4.2. Inspect and note hardware conditions – do not adjust or tighten hardware that affects antenna adjustment (reference 2.4.8 below).

2.4.3. Inspect radomes and note any visible damage.

2.4.4. Measure and note the resistance of radome heater.

2.4.5. Inspect and note waveguide supports, ice/transmission-line bridge, retainers, and grounds. Also inspect waveguide for dents and condition of flex sections.

2.4.6. Inspect reflectors and note visible damage, loose hardware, bent members, and tower attachment.

Do not adjust reflector.

2.4.7. Inspect condition of ice shields if mounted.

2.4.8. NOTE: Contractor shall not tighten nuts, bolts and fasteners on RFS antennas in the RMR’s

Wyoming Nebraska Maintenance Division (WNMO); and shall only document condition in the inspection report. Contractor shall tighten nuts, bolts and fasteners for all antennas in the Eastern Colorado Maintenance Division RMR (ECMO), the WAPA Colorado Maintenance Division RMR (WCMO), and Desert Southwest Region (DSW)

2.5. Electrical

2.5.1. Inspect and note condition of electrical conduit, pull boxes, vents and drains, and mechanical connections of conduit system to tower.

2.5.2. Inspect tower lights and note loose or missing mounting bolts, loose sockets, and inspect for proper operation of tower lights.

2.6. Lightning Protection Systems

Inspect lightning protection systems on towers and note condition of rods or brush, ground wires, and connection to ground cable at the base of the tower. Not all towers have lightning protection installed.

2.7. Grounding

2.7.1. Inspect and note condition of all ground wires and ground connections above ground.

2.7.2. Perform testing using the fall-of potential method in section 8.2.2.4 of IEEE 81-2012 to provide an accurate measurement of the tower impedance to ground. Provide detailed documentation of the test setup for each tower. Note some towers may be located inside a power substation with its associated ground mat, so a variation in procedures may be required at these locations.

2.8. Tower Photographs and Inventory Form

2.8.1. Contractor shall at a minimum, take the photographs listed below for each tower. Photographs shall be in full color and a minimum of 5 megapixels each. Photographs shall be included on the CD with completed inspection report submitted to the applicable Government point of contact shown in Exhibit 3 to the PWS.

2.8.1.1. Minimum of three photos at various angles and at a distance from the tower such that the entire tower is in a single shot.

2.8.1.2. One photo taken directly up each side of the tower, showing the majority of the antennas on that side of the tower.

2.8.1.3. One photo taken directly up the center of the tower.

2.8.1.4. Photo(s) of waveguide port(s) including associated ground bar/system taken from both inside and outside the building.

2.8.1.5. One photo of the waveguide ladder from each side of the ladder.

2.8.1.6. One photo of foundation on tower or each leg.

2.8.1.7. Photos of visible tower and waveguide grounding.

2.8.1.8. One photo of each antenna.

2.8.1.9. Photos of tower lighting (if applicable).

2.8.1.10. One photo of tower light controller (if applicable).

2.8.1.11. Photo of tower nameplate if found.

2.8.1.12. Photos of any problems found.

2.8.1.13. Photos of each guy point on the tower (if applicable).

2.8.1.14. Photos of each guy anchor (if applicable).

2.8.1.15. Photo of ground grid test setup.

2.9. Non-Routine Miscellaneous Maintenance. If maintenance other than routine maintenance listed in paragraphs 2.1 through 2.8 above is required, contractor shall provide a written estimate to the Contracting Officer and applicable point of contact listed on Exhibit 5 for review and approval prior to performing such maintenance. If approved, a modification to the award will be issued to obligate funding. The estimate shall include the loaded labor rate(s) with estimated hours to perform the maintenance and any required materials. No maintenance work shall be performed until approved by the Contracting Officer.

2.10. Inspection Reports. An electronic copy of the inspection report only (PDF file format, no photographs) shall be e-mailed to the applicable point of contact for each tower, as well as the CO at the e-mail address indicated in Exhibit 5 within 10 days. Exhibit 5 will be provided with an award. Contractor shall also furnish completed inspection report (PDF file format) with photos (JPEG file format), and a completed Tower Inventory Form (Exhibit 4) for each tower, within 30 business days of inspection on Computer Disc (CD). The disc should be mailed to the applicable point of contact at the address listed in Exhibit 5.

PERFORMANCE REQUIREMENTS SUMMARY

1. Provide tower inspections within the timeframes set forth in the approved plan. Deviations from the plan are minimal except for those that may be changed due to inclement weather and other circumstances outside normal control.
