4. OUTAGE RESTRICTIONS:
a. Background: Western’s Lusk Substation is the only source of power to the Town of Lusk.
To support construction, Western will provide a temporary mobile substation to provide continued service to the Town of Lusk when a substation outage is required. If the mobile substation service stops functioning, power must be immediately transferred back to the substation.
b. Restrictions: In addition to the restrictions listed in Construction Standard 1 – General
Requirements, the following outage restrictions shall apply:
(1) The Contractor shall coordinate all temporary outages with the Town of Lusk and Western. Begin outage coordination as soon as practicable.
(2) The Contractor shall be limited to one (1) period not exceed four (4) consecutive weeks duration while power is routed through mobile substation (MOBS1) unless otherwise approved by the Contracting Officer’s Representative (COR). Multiple outages to re-route power to the mobile substation are not authorized.
(3) The Contractor outage requests shall be made in writing at least 50-calendar days prior to the anticipated work.
(4) Outages are prohibited the following dates:
(a) November 21, 2016 through November 28, 2016.
(b) December 21, 2016 through January 2, 2017.
(c) May 13, 2017 through May 28, 2017
5. CONSTRUCTION SCHEDULE RESTRICTIONS: The following Construction Schedule restrictions shall apply:
a. Work shall be restricted to a maximum of 60-hours per work week, unless otherwise approved by the COR.
6. MAXIMUM AVAILABLE FAULT CURRENT: When protective ground leads are required, the protective ground leads shall be sized as defined below and shall meet the requirements of Standard 1 – General Requirements, Section 1.4 “Safety and Health” and the following:
a. The maximum available fault current in the 69-kV area is 1,730 amps and the X/R ratio is 4.9. The maximum available fault current in the 4.16-kV area is 6,535 amps and the X/R ratio is 10.3.
b. A minimum of one (1) 1/0 grounds shall be used per phase.
c. Protective Ground Leads: Each protective ground lead shall have a permanent identification tag with unique identification number, certified wire size, and test date. Each protective ground lead shall be tested complete with connectors, in accordance with ASTM F 2249. Protective ground leads shall be retested and recertified annually. A protective ground lead without an identification tag to relate it to the annual certification of that protective ground lead shall not be used. No protective ground lead shall be longer than 36-feet, unless approved by COR. Test results shall be submitted to the COR for approval prior to use of the grounds. 1. POINTS-OF-DELIVERY: Material furnished by Western will be delivered to Lusk Substation.
The Contractor is responsible for unloading of Western-furnished material. The Contractor shall inspect the equipment and report any damages to the COR.
2. PROTECTION OF MATERIAL: Provide suitable indoor or warehouse storage for Item 1.
Provide weatherproof and climate controlled environment, secure indoor or warehouse storage for Item 1 in the event they arrive prior to service building completion. Approximately 25-square-feet of indoor storage will be required.
G. RIGHTS-OF-WAY:
1. GENERAL: Orient construction methods and equipment to utilize Government-furnished rights-of-way, or obtain additional temporary access without additional cost to Western. Any additional temporary access acquired by the Contractor shall have prior COR approval, since several areas of the transmission line have travel restricted areas. During the contract period, Western reserves the right to use Contractor-obtained access.
H. GEOLOGIC INVESTIGATIONS:
Geologic information has not been obtained for this project, and none is known to exist. The Contractor shall determine the nature of the material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the worksite.
Western has had two test holes and associated Phase I and II Environmental Site Assessments (ESA) investigation done, the location of these two test holes is shown on Drawing LU_2007. The Contractor is advised diesel-range organics were found at a level above the allowable site-specific concentration, according to the Wyoming Department of Environmental Quality (WDEQ). According to the Phase II ESA, this material located in the southern most test location below a depth of 5 feet. Arsenic was detected above the Environmental Protection Agency (EPA) Regional Screening Levels in the two test holes. Because arsenic is naturally occurring in soil throughout Wyoming, WDEQ has indicated that the statewide average background concentration of 12 mg/kg is a starting point to gauge anthropogenic versus natural concentrations. None of the arsenic concentrations in the test holes exceeded this average background concentration. It is not anticipated that any of the contaminated materials discovered during the Phase II ESA will be located within the excavation for the foundation or other onsite excavation locations. However, the contractor should be prepared for such an event if it occurs and respond to such an event in accordance with OSHA regulations and Division 13 of these specifications.
I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:
Power for construction purposes may be available via the Town of Lusk’s 200 amp disconnect. The Contractor is responsible for replacing disconnect breakers if required. Coordinate the use of the disconnect for construction power supply with the COR and the Town of Lusk. If available power is not sufficient for the Contractor’s purposes, the Contractor shall make arrangements and provide all electric power for construction purposes at the Contractor’s expense.
Provide necessary transmission lines, distribution circuits, transformers, and other electrical equipment for distributing the power to the places of use. At contract completion, remove temporary electrical equipment and distribution lines.
Until permanent power is available, provide temporary power to the service building to serve all building loads including HVAC, lighting, and station battery system. Provide temporary heating prior to beginning finish work, sufficient to keep the interior of the building at a minimum of 70 degrees Fahrenheit for 24-hours a day, until permanent heating is available.
J. WATER FOR CONSTRUCTION PURPOSES:
Furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.
K. EXPLOSIVES AND BLASTING:
Explosives shall not be used.
L. SUBMITTALS:
1. GENERAL: The Contractor shall furnish submittals via email as specified in the Construction Standards and this project Specifications. Submittals via email shall be in standard PDF or Electronic CAD”*.dwg” (AutoCAD 2013) formats. Message from the Administrator
At Western, we show our commitment to safety every day through the actions we take, the training we offer and the work conditions we provide. We expect the same commitment to safety from each of our contractors who provide products or services to Western. In performing work for Western, all contractors must make the right decisions to ensure that the work environment is as safe as possible.
Our safety program is based on four points:
Safety procedures or common sense must be applied by each
Federal and contract employee. Safety should not be set aside to meet a project schedule or for personal convenience.
Employees and contractors must believe that they have the right and the responsibility to identify and take action to reduce, if not eliminate, hazardous work environments and hazardous work practices.
Managers and supervisors must lead by example and execute their responsibility to ensure each job is accomplished in a safe and healthy way.
Safety is a personal responsibility. Each individual makes the decision on what action to take to accomplish a task.
By integrating these principles into every task we take, together we can ensure Western is a safe place to work.
