Single Source Justification
Western Area Power Administration
FAR 13.106-1(b)(1), Simplified Acquisitions
PR#__14WA109540__________
1. Identification of the Program Office.
Western Area Power Administration, Sierra Nevada Region (SNR) 114 Parkshore Drive, Folsom, CA 95630
2. Description of supply or service required to meet the agency’s needs.
1. Schneider Electric – P545318A4N0528K (Use 51 Firmware) (KE-KNA; 21B14), Qty 1
2. Schneider Electric – P545318A4N0528K (Use 51 Firmware) (Test Lab), Qty 2 SNR has developed Standard Designs for this relay, with pre-designed relay schematics. This was done to obtain economy of scale, increase efficiency, reduce learning time, and reduce human errors from Crafts and Engineers needing to know too many different variations. SNR’s pre-designed drawings are listed in the Engineering Design Standards, which were developed by the SNR’s Maintenance Office (N5000) to standardize the Protection, Controls, and SCADA Conditioning design methods and implementation. These standards are reviewed periodically. Development of these standards included research of many manufacturers make and model numbers.
3. The rationale or circumstances for limiting competition.
Prior to implementing these Standards, numerous designs were installed at different substations, with many design variations installed within each substation. Amongst other problems, this has led to the purchase and installation of a wide variety of relays from different manufacturers and models. Many of these relay have identical functions and similar capabilities. Unfortunately, the methods for programming these relays are very different.
In order to increase productivity, accuracy, reliability, and maintainability, while decreasing overall project costs, the specific type of relay and communication processor manufacturers and models has been restricted. Furthermore, SNR’s Standards provide for most of the relay design details, with only specific substation naming conventions to complete the installation drawings. Relay selection was based on extensive review of different manufacturer’s relays available.
