REVISED QUESTIONS AND RESPONSES FROM AMENDMENT 000002

QUESTION #1:

With reference to document DE-SOL-0005846 – Questions and Answers – Amendment 000001, can the customer please clarify with regard to Question and answer #2? The question is in relation to the difference in design size when specifying the required phase shift at either no-load or at full load capability (300MVA).

e.g. Based on 15% maximum impedance at 180 MVA (25% at 300MVA)

Design for 40o phase shift at no load:

Equivalent design MVA = 205MVA for main tank and series unit Phase shift under load, approx. 32o advance to -47o retard

Design for 40o phase shift at full 300MVA load:

Equivalent design MVA = 251MVA for main tank and series unit Phase shift under load, approx. 40o advance to -59o retard

RESPONSE #1:

The original wording in the specification indicated a requirement for a maximum capability of 300 MVA, unity power factor, at the extreme tap ranges of +/- 40 degrees (with the indicated margin). This requirement is now changed to be in accordance with IEEE C57.135-2001(E) as follows:

The desired extreme tap range phase shift angles of +/- 40 degrees are to be arrived at based on NO LOAD through the device.

It is understood that with the transformer designed for the required phase shift at no load, there will be an actual deviation from the +/- 40 degree phase shift for any non-zero load, and that the effective power capability will be reduced in accordance with Equation 17 of the referenced standard.

The phase shifter shall be designed with a nominal phase shift angle of +/- 40 degrees at no load.

The actual angle obtained at load will vary from the no load value due the phase shifter impedance.

The phase shifter must have a maximum capacity of 300,000 KVA at 345-kV and at any available phase shift angle.

QUESTION #2:

Question #2 – We know that the unit has on-load tap changing. We are asking if the +/- 40 degree phase shift is under loaded and no-load conditions.

RESPONSE #2:

The original wording in the specification indicated a requirement for a maximum capability of 300 MVA, unity power factor, at the extreme tap ranges of +/- 40 degrees (with the indicated margin). This requirement is now changed to be in accordance with IEEE C57.135-2001(E)) as follows:

QUESTION #3:

Questions and Answers – Amendment 000001, Question #3 – The answer given by WAPA basically states that it is acceptable to quote at 36 degrees. We believe that WAPA should just simply state that they require the PST to be built at +/- 40 degrees, and state if this is no-load or under load conditions.

RESPONSE #3:

Margin was given at the ±40° maximum range for two reasons:

1. The exact value of phase shift at the ends of the range is not critical

2. The intention was to accommodate slight design differences among manufacturers that may result in no-load phase shifts varying nominally from 40°.

QUESTION #4:

In regard to impedance, we think that the +/- 40 degrees phase shift is at no-load condition not under load with unity power factor condition. Please clarify.

QUESTION #5:

At what tap position shall we provide the values for no-load and load losses?

The losses vary over the regulating range.

You can take an average value of losses at neutral tap position and extreme tap position.

e.g. loss value = (2*neutral tap + min tap + max tap)/ 4

RESPONSE #5:

The Government requires the losses measured at the neutral tap.

QUESTION #6:

In Attachment A, Part 3 - Other Requirements, Section 3.2, Responsibility, third sentence, it states that "Assembly and erection of the equipment will be performed under other contracts and the erecting engineer representing the Contractor under this contract shall fully cooperate with the erection Contractor".

In Section 3.6 (b) Assembling Transformer Installation it states "The Contractor shall assemble the transformer...."

Since CLIN's 00006, 00007 & 00008 ask for pricing for Erecting Engineer please clarify if the transformer manufacturer is to include in the price of the transformer the installation or advise if a separate contract will be issued and WESTERN only wants the technical services of the transformer manufacturer's engineer.

RESPONSE #6:

Western will not be issuing a separate contract for installation/assembly. Erecting Engineer services are required and will need to be priced, separate from assembly, if the assembly that is required under Section 3.6(b) and CLIN 00005 will be done by other than the manufacturer or representative of the manufacturer.
